The meeting was called to order at 7:38 A. M* by Chairman Felt, in
the dining room of the Carlsbad Hotel, All commissioners were present
except Dr. Glines.
The minutes of the November 23rd meeting were approved as amended,
and the minutes of the December 14th meeting were approved as read.
Comm. Westree moved that, with reference to the Valdez request for
tree removal, it be established for the record that the trees have been
inspected and the Commission agrees that the trees are in the alley-way;
inasmuch as they do not constitute a hazard to the public and because
funds available permit work upon unsafe trees only, we, therefore, feel
the trees in question do not justify expenditure for their removal at
this time. This decision seems to be supported by the legal opinion ren-
dered by the City Attorney. We are sympathetic to the problem and would
be willing, on proper application, to consent to the removal of the trees
at the property owner's expense. Comm. Nielsen seconded, and the motion
was carried.
Comm. Christiansen read a letter from Dr. Willis Miller regarding
the advisability of Joining the Shoreline Planning Association, and sug-
gesting that the City of Carlsbad Join the Association as a dues-paying
member. Comm. Christiansen moved, Comm. Westree seconded, that a recom-
mendation be made to the City Council that the City of Carlsbad Join the
Shoreline Planning Association. Motion was carried.
Two letters of appraisal of the Tillman property were read: One
from W. W. Rogers in the amount of $1650.00 and one from C. J. Fennel,
in the amount of $1550.00.
/ Comm. Stuart moved that a letter be written to the Gas and Electric

Company, asking them to join in the tree planning program of Carlsbad by
landscaping their frontage along Carlsbad Blvd. with trees and shrubbery.
Comm. Christiansen seconded. Motion carried.
\ Comm. Westree reported on the tree trimming program and advised that
Allen W. Lange was awarded the tree trimming contract and plans to pro-
ceed with the job immediately.
Discussion regarding the administrative procedure to be followed
with regard to expenditures of budgeted items of the Commission. Comm.
McClellan was directed by Chairman Felt to discuss this matter with Coun-
cilman Sutton.
The meeting was adjourned at 9:30 A. M., the Commission to meet a-
gain at 7:30 P. M.,January 25, 1955, at the City Hall.
