The Commissioners met at 7:15 P. M. in the Municipal Building
with the Planning Commission. Present, in addition to the Planning Com-
mission members were: Chairman Felt, and Commissioners Nielsen, dines,
and Christiansen.
The Planning Commission asked for recommendations from the
Parks, Recreation, Beach, & Tree Commission regarding parks and beaches
in connection with the preparation of the master plan. Mrs. Felt called
upon Coinm. Christiansen to explain the thinking of the Commission with
reference to the cove/ recreation area. A wall map in the room was used
to point out the area of a oove on the north of the lagoon immediately
east of the freeway, which the Commission had decided would be a desir-
able location for a future park-beach development. It was the concen-
sus of opinion that this area should be considered for city ownership.
Planning Commission Chairman Cockrill asked if there had been
any discussion of the accretion left on the beach as a result of dredg-
ing. Mrs* Christiansen replied that the matter had been discussed at
the January 4th meeting with Mr. Kenyon, State Division of Parks, and
J. Hennessey, State Land Commission, with the understanding that the
accretion belongs to the State of California, but that arrangements
would have to be made with the S. D« Gas & Electric Co. in order to
secure permission for the public to cross their property in order to
reach the beach area. It was also understood that the accretion prop-
erty in question would have to be transferred to the State Division of
Parks by the State Land Commission before tho Divd-sttnr~af Parks—by—the

and protect it. Mayor McClellan intimated that easement arrangements

could be worked out with the Gas & Electric Company.
Chairman Cockrill requested that the PBR&T Commission send
the Planning Commission a memorandum of recommendations concerning parks;
the Planning Commission, in turn, would incorporate into the Master Plan
those recommendations if they seemed advisable. The PBR&T Commission
adjourned to its own meeting, where Comms. Westree and McClellan later
joined those present at the meeting.
Mayor McClellan further informed the PBR&T Commission about
the meeting that he and Col. Dunne had with Mr. Sherwin of the San Diego
Gas & Electric Company., mentioning that he had asked Mr. Sherwin what
he thought would be the reception of the Sas & Electric Co. would be to
a request for an easement over the beach property. Mr. Sherwin replied
that the deposited land was not theirs and that he felt the Company
would be happy to make this easement, thereby relieving them of the re-
sponsibility and care of this section. Mayor McClellan asked the Com-
mision if it had considered requesting that the beach south of Terra-
mar to the south City boundary be designated as State Park property.
Discussion ensued and a decision was reached to include this portion
together with the newly filled section south of the mouth of the lagoon
to Tierra del Oro, and the small triangular portion filled inrrecentn
dredging immediately north of an adjacent to the north rock jetty in-
stalled by the Gas & Electric Co. at the mouth of the lagoon, in the
recommendation memorandum to the Planning Commission. It was also de-
cided that a map, marked for easy identification, be forwarded with
the memorandum. Mayor McClellan suggested that a copy of the map and
memorandum should be sent to the Harbor Commission for information and
consideration.
A discussion was held regarding the removal fcf trees on Elm
Avenue and the Mayor was asked for information on the subject. He told
the Commission that it appeared necessary that the street be widenfed,
because of present traffic at the peak hours and because of the antici-
pated increase of traffic. Money from the State Gas Tax fund were to
be used for all of the work except replacement of trees and installa-
tion of sidewalks. If not used for this project, the money could not
be used for other than major street improvement. The trees appear to
be a definite hazard to present and future building and jeopardize the
willingness of builders and investors to risk construction under their
heavy and eitending growth. The Commission, although regretting the
removal of trees so beautiful, felt that the need was definite and that
further cutting of the roots would only increase the hazard. Comm.
Nielsen moved and Comm. Westree seconded that it be recommended to the
City Council that the eucalyptus trees on Elm Avenue between the freeway
and Carlsbad Blvd., be removed for street widening, and that the trees
be replaced as soon as possible with Palm or other suitable trees; that
the trees are considered a hazard to present and future increased traf-
fic. The motion was carried.
The letter written by Mrs. Stuart to Mr. Prout of the Gas &
Electric Co. was read, inwhich she requested information regarding their
plans for beautification of the grounds and plant. No answer has as yet
been received.
Discussion ensued regarding planting of trees in various sec-
tions of town. Comm. MeClellan reported on the intention of the Carlsbad
Highlands residents to plant flowering eucalyptus trees in the parkways.
It was suggested that continued articles in the paper might encourage
other areas to action and Comm. Westree volunteered to prepare an art-
icle containing more detailed descriptions of the desirable trees, and
to seek the cooperation of the Carlsbad Journal in stimulating inter-
est by printing the article or series of articles. It was reported that
the Buena Vista Gardens area is still interested in planting parkway
trees, but as yelt has made no definite choice.
Comm. Nielsen presented a sketch of Holiday Park, showing the
Womans Club property, showing the possible development of an anticipated
addition of the Tillman property on Pio Pico to the park site, and show-
ing a plan for parking and development of the area.
The meeting was adjourned at about 10:30 P. M.
