M. in the dining room of Pete's Restaurant. Present were Chairman Felt, Commissioners Glines, Christiansen, Stuart, McClellan and Nielsen. The minutes of the February 8th meeting were read and approved. A letter from the Carlsbad Garden Club dated February 12, 1955 was read, offering to donate one or two Christmas Trees near or adja- cent to the City Hall. Comm. Nielsen moved that the offer of the gift of a Christmas Tree be accepted with appreciation and that it is recom- mended that the tree be planted at the north side of the driveway to the Municipal Building. Comm. Stuart seconded the motion, and the mo- tion carried. Comm. Christiansen moved that 1300.00 be transferred from the Beach Toilet fund to the Park fund and that authorization from the City Council be secured to spend up to that amount for planting and land- scaping in Holiday Park. Comm. Glines seconded the motion and the mo- tion was carried. Comm. Stuart moved that the City Council be requested not to authorize expenditures from our budget without securing the concunr- ence of our Commission, and that we be furnished an explanation of the $271.52 expenditure charged against the Holiday Park fund in our budget. Comm. Christiansen seconded, and the motion carried. It was decided to authorize our Chairman to arrange with Mrs. Brilhart of the Spring Holiday Committee, the time of the Holiday Park dedication, suggesting that it take place immediately after the Spring Holiday Parade on Saturday, May 7, 1955. A letter was read from Charles Freebarn making application for the position of lifeguard. Comm. Glines moved that authority be sought from the City Council to spend up to $250.00 from the lifeguard fund (a deficit of approximately $45.00 to be transferred from the lifeguard equipment fund), in order that lifeguards(s) may be engaged for Easter Vacation and for the period from June 17 to July 1; it is further recom- mended that Charles Freebarn be approved for employment as Chief Life Guard at the rate of #300.00 per month, Comm. McClellan seconded the motion, and the motion carried. -1- The Harbor Commission (Commissioners Dunne, Christiansen, Baird, Parker, and Walters) joined the meeting at 6:45 P« M. for dinner. Comm. Westree of the Parks Commission also joined the meeting. Comm. McClellan moved that the recommendation be forwarded to the City Council, that the City negotiate immediately with the San Diego Gas & Electric Company for a lease or easement rights across their beach from the South jetty to the warm water discharge channel. Comm. Glines seconded. The motion was carried. Col. Dunne spoke on the progress of the Harbor development to date, and mutual problems were discussed by the members of the two Com- missions. The members of the Harbor Commission withdrew and representa- tives from the Carlsbad Womans Club met to discuss plans regarding Holiday Park. It was decided that the Park Committee of the PBR&T Commission would meet with the Womans Club committee to discuss plans in detail and arrive at a suggested master plan of park development.
