HomeMy WebLinkAbout1955-09-15; Parks & Recreation Commission; MinutesMINUTES OF THE REGULAR MEETING OF THE CARLSBAD PARK AND RECREATION COMMISSION September 15, 1955 The meeting was called to order at 7:59 P.M. by Chairman Westree. Present besides the Chairman were Commissioners Christiansen, Felt and Nielson, and City Manager Nelson. Also present were Mrs. Eldora Bammgartner and Mrs. Joy Peterson, representatives f-rom the Carlsbad Junior Woman1s Club. Absent* Comm, McClellan, Huntington and Stuart, • The minutes of the August 18, 1955 were read and approved as presented. Correspondences was read as follows:; (1) Letter from Mrs. ?fayne S+uart expressing appreciation for the plant and get-well card which she had received from members of the Commission, City Manager Nelson reported that the City has a contract with Gordon Whitnall Associates for the preparation of a new zoning ordinance and land use survey. In conjunction with this contract, the City has available a consulting service during the time the firm is retained. A map of Holiday Park has been has been submitted to Mr. Kay Kalicka, Planning Consultant, requesting that he submit several tentative plans for the park. Mr. Nelson emphasized that these plans will not be binding, but merely a suggested park lay-out or plan as to area use and will contain no detailed listing of shrubs or landscaping. There was discussion on beautification of the City but Mr. Nelson pointed out that any plantings or trees would require City funds for care and maintenance and the City is not in a position, at this time, to take over such a venture, as there are so many important projects which require City funds. It was reported that Mr. Anthony has been keeping a close check on the watering at the Park to see that the existing plantings are receiving adequate water; also that the trash and weeds are being removed with a view towards planting in November, at which time the work will be contracted for, Mrs. Joy Peterson and Mrs. Eldora Bauragartner appeared before the Commission to discuss the proposed playground which the Carlsbad Junior Women's Club plans to finance. The Club has six hundred siH hundrod and sixty-nine dollars ($669,00) and would like to go ahead with the fencing. Due to the limited funds available, Mrs. Baumgartner offered the suggestion that the fence be reduced to four feet in height but it was pointed out that the matter had been discussed at previous meetings and the Commission was in accord that the 6 foot height would be desirable on the traffic area boundaries, with a 4 foot fence on the other two boundaries. After discussion, it was decided that the fencing should be 6 ft. in height on the traffic area boundaries on Pio Pico Blvd and Pine Avenue with a 4 ft, fence on the other boundaries, with one gate. It was recommended by the Jr. Women's ©lub that the rest rooms be placed as near the playground area as possible,for convenience^ with a suggested location at the Southwest corner next to the Pio Pico Blvd, entrance. A tentative list of equipment which is planned for the Park was presented. Equipment will be purchased in the order listed as funds are available^ 12 Nursery Swings 1 10 ft. Slide Jungle Gym Merry-go-round Sand Pile Tentative plans call for a seven foot allowance between each piece of equipment with the swings lined up against the fence in order to cut down the hazard of children walking in back of them. Final plans will be submitted to Mr. Anthony, Director of Public Works, for his approval and he will communicate with the Jr. Woman's Club on any changes or recommendations. Members of the Commission expressed their appreciation for this very generous offer by the Jr. Woman's Club to the City of Carlsbad. The Secretary read a communication from Mr. Milton Kauffman, dated September 20th, addressed to the City Council, which had been referred to the Park and Recreation Commission for action. Mr. Kauffman has recently purchased property located at 1092 Chinquapin and requested permission for removal of eucalyptus trees on the property in order that he may proceed with the installation of a chain link fence, Mr. Doyce Hedrick appeared before the Commission, representing Mr. Kauffman, Chairman Westree reported that he had inspected the site and the trees were undesirable second growth stamps with bushy growth. Several of the neighbors were contacted and there is no opposition to the removal of the trees. After discussion, as to re-plantigg, Coram. Nielson offered a motion that Mr, Kauffman has been most cooperative and permission for the right to remove these trees should be granted. Seconded by Comm. Christiansen. All ayes. Motion carried. The Secretary was instructed to draft a memorandum to the City Council, recommending approval of Mr. Kauffman1s request and stating that, in regard to replanting, the Commission would like to recommend the "Flowering Eucalyptus" and the "Cocus Plumosis11 - 2 - which are satisfactory to this area, and will be glad to consider any other which Mr. Kauffman might wish to submit. Comm. Ghrisitansen reported that surfacing was continued up to the Palm trees on Elm Avenue and some means should be found to sustain the trees. City Manager Nelson will refer the matter to the Department of Public Works, Comm. Felt reported there are several trees in the Chestnut Street area which are badly in need of trimming. Comm. Christiansen was instructed to contact Mr. Freeburn to find out *here the life-guard equipment is stored and it was suggested that perhaps the patrol boat for the lagoon^ would make use of some of the equipment. City Manager Nelson,-inquired if the Commission had considered the L0LH5V& dsite between the -HSSteMlwger Army and Navy Academy and the Carlsbad Hotel as a possible location S&r a City park. Comm. Christiansen informed the Commission that the property is owned by Mrs. McGee and, in the past, she has declined to sell any portion of the property but she might be receptive to the City. A more complete study will be made when Mr. Kalicka, Planning Consultant for Gordon Whitnall Associates, has completed the land use survey for the City of Carlsbad and a particular zone or use has been recommended for that area.
