PARKS AND RECREATION COMMISSION
MEETING
COMMISSIONERS

PLACE OF MEETING: city Council Chambers
The Parks and Recreation Commission meeting was called
to order in the City Council Chambers at 7:30 p.m. by
acting Chairman Ron Schwab.

APPROVAL OF MINUTES:

James Kinghorn
Betty Wollrich
The minutes of the December 15, 1975 meeting were
approved as mailed.
NEW BUSINESS;
1976-77 Budget
Mr. Johnson asked the Commissioners to submit any
suggestions or project they would like to see included
in the 1976-77 budget at the next meeting.

rour of SDG&E Property and Carrillo Ranch
Mr. Egermayer stated he was especially interested in
the Carrillo Ranch because of its. historical value
to the State of California. He expressed concern
over the Council's attitude toward the ranch.
Mr. Johnson stated this item as on the Council's
agenda for the following night. A decision is to be
made at that meeting. Mr. Johnson suggested a
Commissioner attend this meeting to recommend
accepting the property.
Mr. Kinghorn made a motion that the Parks and.Rec-
reation Commission go on record supporting the
acguition of this park.
Mr. Schwab the seconded the motion.

Open Space Maintenance Assessment District
Mr. Michel Bedaux gave a brief summary of the open
space maintenance assessment district study.
^ •: Johnson added that maintenance assessment district
...ast be initiated by the property owners, not the
City.
Mrs. Wollrich asked if the parkways downtown would
be included in the maintenance districts.
Mr. Johnson stated any area maintained at this time
by the city would not come under the districts.
Mr. Egermayer opposed having the developer request
maintenance districts because upon the sale of the
property the new owners would automatically have to
pay for the maintenance. He suggested a city wide
^nen maintenance district as it would be more
^uitable than any other alternative.
Mr. Tarango asked how would La Costa feel, being such
a large land owner.
Mr. Johnson said La Costa would probably approve
having maintenance districts.
Mr. Johnson stated no policy had been established.

Discussion would continue at a later date.
Swimming Pool
The swimming pool is on the City Council agenda 1/20/76.
On 1/15/76, Mr. Johnson had a meeting of the Swimming
Pool Committee to discuss a site. Their recommendation
was to try to acquire the property at Chestnut and
Monroe.
Mr. Johnson is planning on going to Commerce, California
•to look at solar heating for swimming pools. The
Commissioners were invited to go with him.
Batiquitos Lagoon Regional Park
On 1/21/76,there will be a meeting regarding the
Batiquitos Lagoon Regional Park in the City Council
Chambers at 7:00 p.m. County representatives will
be present. Commissioners were asked to attend.
fighting Chase Field
~. Johnson will be suggesting to the Little League
Association that they present to the City Council
their recommendation for lighting Chase Field.
Final Draft - Calavera Regional Park
The County is planning on going to the Board of
Supervisors with the regional park plan in February.
DIRECTOR REPORTS;
Mr. ~Ed Ebright will be meeting with Mr. Johnson and
Mr. Bussey February 17, to discuss the rough draft
of the plans for the Magee House.
The City Council has not decided what activities will
be housed at the Magee House or St. Patrick's Church.
Mrs. Wollrich reported she had attended a meeting of
the Anti-Litter League in Long Beach. Awards were
given. Mrs. Wollrich felt it was a negative approach
to the problem. Instead of picking up after people,
you should teach them not to drop litter. It was her
opinion that Carlsbad did not fit into- this type of
program; however, a beautification program should be
started.

The meeting was adjourned by Chairwoman Wollrich at
9:10 p.m.
