The Parks and Recreation Commission meeting was called
to order in the City Council Chambers at 7:30 p.m. by
acting Chairman Don Egermayer
Raul Tarango

APPROVAL OF MINUTES;
Mr. Egermayer requested the minutes show he only
objected to the bid for Car Country Park.
The minutes of the May 17, 1976, meeting were approved
as mailed.
.NEW BUSINESS;
A~i Preliminary Golf Course Study
Mr. Johnson stated he had responded to the Commis-
sion's request to prepare a preliminary golf course
study, (enclosed in packets)
Mr. Egermayer asked if Mr. Johnson had any figures
on existing courses to indicate if they were self-
supporting.
Mr. Johnson stated some of the courses were self-
-supporting, however, the report does not indicate
these on an individual basis. Generally, most are
not self-supporting.
Mr. Egermayer indicated it was his opinion that a
golf course would be more self-supporting than a
swimming pool.
Mr. DeDiminicantanio asked why should recreational
activities and facilities be self-supporting when
most city projects are not.
Mr. Egermayer stated it was not necessary, however,
chances of selling a project are better when it is.
Mr. Prigg said he had missed the first five minutes
of the meeting and would like to see the study.
Mr. Egermayer offered his copy for Mr'. Prigg to
read during the meeting.
Mr. Prigg said he had given Mr. Kinghorn a magazine
with an article on public courses with figures on
the play they get and maintenance cost.
Mrs. Rhodes stated it was not a question of need
but priority.
B. Family Film Festival Review
Mr. Johnson stated he received a compliant regard-
ing the showing of "Love Story". The films were
reviewed by staff and the Commission and received
approval.
Mrs. Rhodes asked if this was a self supporting
activity.
Mr. Johnson said he hoped it would be. Attendance
has been good.

DIRECTOR REPORTS:
Mrs. Rhodes asked what was decided regarding the school:
resurfacing the tennis courts at the high school before
the City installed lights.
Mr. Johnson stated the schools had indicated they may be
able to resurface the courts, however, he questions if
they can do that.
After some discussion, Mr. Schwab made a motion that
the cost of resurfacing and city participation compared
to school participation on the courts be investigated
by Mr. Johnson. • .
Mr. DeDiminicantanio seconded the motion.

Mr. Egermayer asked the status on the Carrillo Ranch.
Mr. Johnson stated Mr. Delpy's caretakers are still
•>n the property .and are maintaining it. The property
nas not been dedicated to the City.i
Mr. Johnson attended a fiesta on the property'which \
was a farewell party for Mrs. Delpy and her friends.
Mayor Frazee represented the City.
Mr. Johnson asked that all questions regarding the
progress report be directed to Mr. Hatch, Park
Superintendent.
Mrs. Rhodes'asked what had happened at Holiday Park.
Mr. -Hatch stated there had been a renovation and
fertilization project and a problem in the hydralic
line at Holiday.
Mr. DeDiminicantanio asked if the sprinkler system
at the ballfields had been corrected.
Mr. Hatch stated it was 99% corrected.
Mrs. Wollrich asked if there had been any progress
with the swimming pool architect. •
-Mr. Johnson stated the City Council has selected
;ammeyer~Lynch and Partners to design the pool.
Staff is composing a contract which should allow
the firm to start in August.
COUNCIL REPORTS;
Mr.. Lewis reported the City Council has rendered the
site for the swimming pool at Chestnut and Monroe
as unavailable. Staff has been advised to seek
another site.
Mr. Johnson said that Mr.'Schwab's term expires in
August and he recommends he stay on the Commission.
• If the Commissioners have anyone in mind they should
have them apply at the City Clerk's office.
^r. Prigg asked what information had been requested
from existing golf courses.
Mr. Egermayer stated the study was not completed.

COMMIS NERS
They were advised that as an administrative matter
rather than a legal requirement, they could continue
to provide separation of funds at the local level,
not as a matter of law but as a matter of policy.
They chose not to because it is easier to establish
priorities and goals if the money is in one fund
than if it were segregated out.
The Council has reviewed all-other funds to see which
could also be done that way.
The City Attorney has been instructed to bring back an
ordinance which places transient occupancy tax in the
general fund.
In doing that they were talking about methods of
handling money and have not changed any programs or
budgets.
Mr. DeDiminicantanio asked if transient occupancy tax
was still earmarked for parks and recreation.
Mr. Bussey stated as of this date, it is.
Mr. DeDimincantanio asked if the City Attorney had
been given a date to prepare the ordinance.
Mr. Bussey replied as soon as possible.
Mrs. Wollrich indicated it was on the Council agenda
for the following night.
Mr. DeDiminicantanio indicated he felt some input
from the Commission should have been requested before
the fact, not after the fact.
Mr. Bussey stated the Council has not indicated they
are seeking advise on the matter.
Mr. Egermayer stated he could see one serious dis-
advantage. That being a change in Council and pri-
orities could make some programs suffer.
Mr. Bussey feels that since the Council is elected by
the public, they are aware of the citizens' desires.
The Council does feel that the parks and recreation
budget has exceeded the transient occupancy tax;
therefore, the programs should not suffer.
Mrs. Wollrich asked what other taxes were involved
other than sales tax.
Mr. Bussey replied, no other taxes. Sales tax has .
always gone into the general fund.
Mr. Bussey indicated it would be appropriate if the
Commission wished their comments relayed to the
City Council.
Mrs. Rhodes asked could the Council put all the money
into one project.
Mr. Bussey stated yes, however, as they have acted
responsibly in the past they will probably continue
to do so.
Mr. DeDiminicantanio asked if SB90 provided for
inflation.
Mr. Bussey said yes. When a combination of inflation

Mr. Egermayer asked if Mr. Johnson had any ideas
on the usage of the funds. •
Mr. Johnson .stated there were several projects
that would qualify.
Mr. Egermayer requested the lighting of the 'tennis
. courts be considered.
Mr. Eggleston pointed out it was a total of'
approximately $33,00 for a three year period.
Mr.. DeDiminicantanio asked when would we apply.
Mr. Johnson stated forms have not be received.
Mr. DeDiminicantanio suggested a number one priorit
project be established.
Mr. Johnson stated it is being prepared for recom-
mendation to the Council.

i. Bandstand Holiday Park
Mr. Johnson said the frame and roof should be
erected by next week.
Mrs. Wollrich asked if there were any plans for
dedication.
Mr. Johnson stated there were plans, however, dedi-
cation ceremonies will be after the Bicentennial
Celebration.
B. Laguna Riviera and Car Country Parks
Mr. Johnson said the ballfields should be ready .
for play by July 1, 1976. .June 27, is the dead-
line for the contractor to qfubmit bonds for the
project. I

Bids were opened, however, a contractor has not j
be selected. The engineer's estimate was $60,000,]
but bids are higher. 1
Mrs. Wollrich asked if there would be period I
gardens.
Mr. Johnson said there would be.
D. Carlsbad Senior Citizens Association (Activities)
Mr. Johnson had a meeting with Mrs. Jimmick and
Mr. Ede regarding senior citizen activities. At
present they are gathering information on things
they would like to have.
Mr.' Johnson recommends the information be sent to
the City Council.
Mrs. Wollrich asked if there was a continuing
study on the use and renovation of the Community
. Center on Harding.
Mr. Johnson said yes.

C. Parks and Recreation Commission Committee
Assignments
Mr. Johnson stated he had identified some areas
for which committees should be established.
Mr. DeDiminicantanio stated he felt".the Commission
would"be more efficient if they were on committees
that utilized individual expertise.
Mr. DeDiminicantanio volunteered for the School
District Committee.
Mrs.' Rhodes volunteered for the Transient Tax,
Recreation Program and the Swimming Pool Committees
Mr. Johnson said some of the committees were relatec
and should not be separated.
Mrs. Wollrich volunteered for the Street Tree Pro-
gram and Trail System and Historical and Archeo-
logical Committees.
Mrs. Rhodes requested the committees be put in
catagories and Mr. Johnson indicate where he
thinks each Commissioner should work.
Mr. Johnson agreed.
D. ' SB 174 Grant
Mr. Eggleston .explained that SB 174 is the Urban
Open Space Recreation Program. It's a three year
program for newly developed and acquisition of
public parks and recreation areas in urban areas
on a 25% matching fund basis. The program current-
ly is $25 million annually to the State which
Carlsbad is allocated $10,513.00. The allocation
is based on the 1970 Census (about 52£ per person
in the City of Carlsbad). £1 million of the $25
million was allocated for the need study and
administration of the program. $16 million was
allocated for block grants where Carlsbad will
get its funds. $3 million for heavily urbanized
block grants which does not include Carlsbad and
$14 million for needs projects on a competitive
basis, which Carlsbad can apply.
For Carlsbad to get this allocation it will need
$2,600 annually in matching funds which could be
donated, land owned by the City or provided. It
cannot be money acquired through State acquisition
or loan. The funds are to supplement current
efforts for providing park and recreation services
Project would conform to the Parks and Recreation
Element and satisfy most urgent parks and rec-
reation needs in most heavily populated area in
the' city.
The City Attorney, Planning Director and Finance
Director must give certification that we will
comply with the bases of the act. Any questions
_ may be forwarded to the Parks and Recreation
Department or'the address enclosed in the hand-
out. . .

Mr. Johnson stated he was responding to the Parks and
Recreation Commission's request for a preliminary study,
however, if the City Council directs him to abandon or
compile a more in-depth study we will comply.
Mr. Prigg asked if Parks and Recreation .received 100%
of the bed tax money.
Mr. Johnson said yes, but the policy can be changed at
any time. When asked how much was received, he stated
the amounts vary.

The meeting was adjourned by Chairwoman Wollrich at
9:15 a.m.
