The Parks and Recreation Commission meeting was
called to order in the City Council Chambers at 7:35
p.m. by Chairman Ron Schwab.
ROLL CALL;

APPROVAL OF MINUTES;
Mrs.Wollrich requested minutes show she knowingly
oversteped Roberts Rules of Order to nominate Ron
Schwab for the charimanship.
Mr. Schwab indicated he had also nominated Mrs.
Wollrich for the chairmanship. She declined the
nomination.
Mrs. Wollrich requested minutes show she stated
school had "use of" community tax.
The minutes of the July 19, 1976 meeting were approved
as amended.
NEW BUSINESS;
Duck Landing Buena Vista Lagoon — Eric Larson
Mr.Johnson stated there were two problems to be
discussed. One is to protect the ducks in the lagoon
and the other is regarding the circulation around the
lagoon.
Mr. Larson stated Marron Road was going to be complet-
ed and T in with Jefferson. Once this happens,
traffic will be heavier causing an immediate impact
on the duck landing. The Planning Commission sent a
memo to the City Council stating their concern and
requesting action be taken to protect the ducks be-
fore the Plaza goes in. The Planning Commission is
requesting the Parks and Recreation Commission submit
a letter of support to the City Council.
Betty Wollrich moved that the Parks and Recreation
Commission concur with the Planning Commission's
request.
Juanita Rhodes seconded the motion.

Agu'a Hedionda Specific Plan
Mr. Johnson requested comments regarding the specific
plan be submitted to him pxior to the public hearing.
Efublic liearing is set for August 18, 1976.
Mrs. Wollrich said the repQrt eliminated the public
park which is already part of the Master Plan.
Mr. Schwab suggested the plan be discussed at the
next Commission meeting when all Commissioners were
present.
Mr. Johnson pointed out the first public hearing was
scheduled for Wednesday, August 18.

Mrs. Wollrich asked if some of the Commissioners shou]|d
attend the public hearing.
Mr. Johnson said yes.
Mr. Schwab and Mrs. Rhodes indicated they would
attend. *
Mr. Johnson suggested they meet with Mr. Agatep
prior to the public hearing.
OLD BUSINESS;
Slides of Woodbine Bank
Jon Hatch, Park Superintendent, showed the Commission
slides of the bank at Woodbind Development on El
Camino Real. He gave a brief summary regarding steps
taken by the developer to comply with the conditions
set for Woodbine.
Mrs. Wollrich asked if in the future more native
plants could be incorporated along El Camino.
Mr. Hatch said yes, however, there should be the
consideration of height.
Mr. Hatch indicated area would not be accepted until
developer met conditions.
Useage of Community Center
Mr.Johnson gave a brief summary of the contents of
the proposed useage of the community center report.
He indicated this to be a preliminary report, however
final report is scheduled for the City Council on
September 7, 1976.
He indicated areas in rectory recommended for senior
citizen exclusive use. Landscaping and irrigation
system is included in proposal.
Mr. DeDiminicantanio commented center should be as
flexible as possible since facilities are limited.
Mrs. Wollrich commented the Library didn't charge
for the use of their conference room, why charges for
use of center by residents.
Mr. Johnson stated groups that will be using the
facilities on permanently and semi-permanently
basis are not included in fees. The schedule of
fees shows amounts charged throughout San Diego
County.
Mr. DeDiminicantanio asked if these groups would be
charged.
Mr. Johnson said they may or may not be charged,
however, those that are charged would not have the
same rate.
Mr. DeDiminicantanio asked who would determine which
groups would fall in that catagory.
Mr. Johnson stated the Commission would make
recommendations.
Mrs. Wollrich stated since the Library does not
charge, the center should be under the same financial

set up.
Mr. DeDiminicantanio requested first come, first
serve residents not be charged for use of center.
Mrs. Wollrich suggested clean up fee for use of
kitchen.%
Mrs. Rhodes asked if the senior citizens would be
charged $531 per month.
Mr. Johnson stated he had not indicated charging them
anything. He only showed what they were presently
paying and what the charge could be if they paid the
same amount per square foot of space.
Mr. DeDiminicantanio moved'the use of the facility
by community groups -be on a no fee basis.
The motion died for lack of a second.
Mr. Johnson asked who would pay.
Mrs. Wollrich said the taxpayer.
Mrs. Rhodes asked who would determine what groups
wouldn't be charged.
Mrs. Wollrich said it should be determined the same
way the Library does -it.
Mrs. Rhodes said the City would be dealing with
different groups as compared with the Library.
Mr. Johnson asked if residents should be charged
for any activity.
Mr. DeDiminicantanio said he felt it should be a
free service.
Mrs. Rhodes said that was unrealistic.
Mr. DeDiminicantanio said City isn't using money
adequately if there's a $7 million reserve.
Mr. Johnson said it would cost $15,000 to $20,000
per year to subsidize women's exercise alone.
Mr. DeDiminicantanio said the department didn't have
to stop charging for participation in the recreation
program just because it didn't charge for use of the
center.
Mrs. Wollrich .requested a work session regarding fees
Mr. Schwab concurred.
Mrs. Rhodes said that with the bed tax going into
the general fund and not charging for the use of
the center, the Parks and Recreation budget will
increase. This brings about the possibility of
other projects, such as the Carrillo Rancho, suffer-
ing from lack of funds.

Mr. Schwab said he thought there should be a fee so
that Mr. Johnson would have some measure of control.
Mrs. Wollrich moved that a special workshop be held
to set up recommendations for changes in the fee
schedule.>
Mrs. Rhodes seconded the motion.

After some discussion, Wednesday, August 18, at 2:00
p.m. was set for the meeting.
DIRECTOR REPORTS;
Mr. Johnson commented on the Pepsi commercial recentl
made at Holiday Park. He complimented his staff on
their fine work.
Mr. Johnson suggested a meeting in November or
December to discuss recreation programs.
COMMITTEE REPORTS;
Mr. DeDiminicantanio has received a letter regarding
the Women's Tennic Club and their use of the Laguna
Riviera tennis courts. The general attitude is if
these are public courts, they should be available
to all citizens.
Mr. Johnson said the answer to the problem is more
courts. He suggested complaints be directed to his
office.
Mrs. Wollrich stated the Garden Club had interviewed
a man who had grown up around the Magee House and
was outlining a map of how the property look around
1910. This map will be given to Mr. Hatch.
Mrs. Wollrich suggested some consideration be given
to the useage of the Girls' Club in Holiday Park now
that they have purchased other property.
COUNCIL REPORTS;
__••' Mr. Lewis-, stated the Council is considering a site
on school property for the swimming pool.
Mrs. Wollrich said their isn't enough room on school
property for everything desired for the pool.
Mr. DeDiminicantanio said their.is space available.
Mr. Johnson said he understood there wasn't enough
parking space for the present buildings. This is a
problenl for the architect to solve.
ADJOURNMENT;
The meeting was adjourned by Chairman Schwab at 9:15
