The Parks and Recreation Commission meeting was
Galled to order in the Engineering Conference Room
at 2:10 p.m. by Chairman Ron Schwab.

AGUA HEDIONDA SPECIFIC PLAN:
Mr. Schwab asked Mr. Don Agatep, Planning Director,
to give a summary of the specific plan.
Mr. Agatep reported as follows:
This program is to test the coastal policy of the
most recently submitted coastal plan. This plan
contains approximately 162 policies that affect any
development in the coastal zone and it established
a permit area in which local agencies would have the
ability to regain control of permit issuing abilities
One of the .tenants of the plan is to see whether or
not local agencies have the ability to issue permits
providing development is consistent with the coastal
plan. Nine agencies 'throughout the state were
selected to test the plan certification process. One
of which was Agua Hedionda Lagoon.
The most significant reason it was selected was .
that lagoon has more land use programs proposed on
it, around it or in the immediate vicinity than any
other wet land in the state. The City submitted
applications and received some $16,000 in grant monie
to agument the staff to perform this function. In
addition to that, the property owners contributed
some money to hire a second staff and the state and
regional staff members were the third staff.
We selected the boundary outlined in red because any
planning input that would occur in the lagoon would
have some impact on public services and utilities.
The orange boundary was selected as the planning
area in which the whole area would be incumbered
by the proposed policies that would be affected by
the specific plan program.
The yellow area shows those property owners who con-
tributed financially to the planning effort.
"Ttrere are four major—areas of -conflict- that appears
between state policy plan and local policy plan.
One of which .is what's call Pannonia Parcel. It usec
to be farm or argicultural production.
The second major area of conflict had to do with one
of the coastal policies that involved the preserva-
tion of coastal wet land resources and dry land
habitats. One of the areas that was discussed
specifically was how much and what kind, if any,
program would be developed to establish what is
called a wildlife preservation and conservation area.

The third major issue was Cannon Road and the
necessity of requiring a dedication and a phased
improvement program for Cannon Road from Interstate
5 through San Diego Gas and Electric property, park
property, down the hill and intersecting with El
Camino Real. The coastal staff's opinion is that
Cannon Road is not'warranted because if it is, it
will open up areas to development and increase
unnecessary earth pressures. The City's basic
argument is that regardless if any development
occurs, the necessity of having Cannon Road for
two purposes:
1. To provide suitable access to the park site.'
2. Provide a major link in the circulation system
in the City that would connect a freeway inter-
change with eventually College Avenue to the
east and beyond to Melrose. That would provide
one of only three east/west access points-between
Vista, San Marcos and the coast.
The third issue involved is the City's proposed
community park site. The whole planning effort the
city has revolved around a series of sub-communities
within the larger community of Carlsbad all connected
by corridors to a major recreational activity and its
center. That center happens to be the Agua Hedionda
Lagoon in this park. • The land has to be tested for
its suitability for a park.
Another part of the plan recommends a design review
program to the point of height and bulk of buildings,
location of shrubbery and parking lots, how they are
lighted, landscaping, signing, color coordination,
etc. The process being suggested is that somebody
who wants to develop in the planning area, submit to
the Planning Department a plan that is consistent wit
the policies represented by the specific plan. It
would than go with a recommendation to an advisory
board, which consists of design professionals. On
recommendation of the advisory board, the Planning
Commission would be the last stop, except on appeal,
to say yes. Once the design question has been ans-
wered, the next question to be answered is the
actual planning or land use question. From this
will evoive a design manual that will give criteria
for different areas.
The last proposal is to set up alagoon public ser-
vices maintenance district from Carlsbad .Boulevard
back to all areas subject to development. Because
of the resource potential, the city may get a tax
requirement to provide services and improvements
for the whole north shore and the city park. More
important, is the capability of providing a sinking
fund in conjunction with a tax that would be placed
on the launching ramp, so that there would be re-
sources if the lagoon had to be dredged and could
maintain the so call natural resource, the purpose
of the plan.
Mr. DeDiminicantanio asked if property values
could increase.
Mr. Agatep said yes. ,

Mr. DeDiminicantanio asked if this pla-n or some
version would become reality.
Mr. Agatep said yes.
Mrs. Rhodes asked how long would it take.
Mr. Agatep said portions of it could be implemented
by the end of the year. .
Mr. DeDiminicantanio asked if there was access to the
park. •
Mrv. Agatep said no.
Mr. Johnson said there is an access road off of the
existing Cannon Road to the park site.
Mr. Schwab thank Mr. Agatep for explaining the
specific plan.
COMMUNITY CENTER FEE SCHEDULE .
Mr. Johnson opened the discussion on the fee schedule
for useage of the community center. The Commission
was given supplemental information showing a comparison
of fees.
Mr. Johnson "also stated he would be meeting with
representatives of the senior citizens association
regarding space allocated for their use. He indicat-
ed staff recommends 60 to 65 per cent of the building
for their use.
Mr. Schwab requested discussion regarding the fees.
Mr. DeDiminicantanio suggested a nominal fee for
residents and an increase in the fees for non-residen1
Mr. Schwab concurred.
Mrs. Wollrich suggested no fees for residents holding
open meetings.
Mr.. Schwab pointed out those groups could be covered
under permanent and semi-permanent assigned catagory.

Mrs. Rhodes stated it best to pay now than to have
taxes increased because of increased budgets.
Mr. Schwab maintained Mr. Johnson should have the
latitude to catagorize groups.
After some discussion Mrs. Rhodes moved the proposal
be accepted in concept.
Mrs. Wollrich seconded the motion. . •
