The Parks and Recreation Commission meeting was
called to order in the City Council Chambers at
7:30 p.m. by Ed Johnson, Director of Parks and
Recreation

APPROVAL OF MINUTES;
The minutes of the December 20, 1976, meeting were
approved as mailed.
NEW BUSINESS;
A. Election of Chairman
Mr. Johnson opened the floor for nominations for
chairman of the Commission. The elected person
would complete the term vacated by Mr. Schwab.
Juanita Rhodes nominated Don Egermayer.
Mr. Egermayer declined the nomination.
Joe DeDiminicantanio nominated Raul Tarango.
Mr. Tarango declined the nomination.
Mr.' DeDiminicantanio nominated Mr. Egermayer,
asking' him to reconsider.
• Mr. Egermayer accepted the nominated.
Mr. DeDiminicantanio moved that nominations
be closed.
Mr. Kinghorn seconded the motion.

B. North Coast Junior Woman'.s Club
Mr.Johnson distributed copies of a letter
received from the North Coast Junior Woman's
club indicating they want to donate a flag pole
to the City to be placed in Holiday Park.
Ms. Karen Gray explained they wanted the pole
erected near the gazebo. The flag is not to
be flown everyday, only on special occasions.
She proposed a 25 ft. aluminum pole with a 3x5
nylon flag.
Mr. Egermayer if asked if the pole !would be on
cement base and level with the ground.
Ms. Gray said it would be level.
Mr. Johnson thanked the Junior Woman's Club
for their offer. There is a cement base at
Holiday Park where there was a flag pole. Due
to vandalism, it was removed. There's a flag
pole at Maxton-Brown Park which has been

vandalized each time flags have been erected.
There isn't lighting at Holiday Park which
increases the chances of vandalism.
He suggested a pole that could be unscrewed
and laid down for adjustments. ' .
Mr. DeDiminicantanio suggested something that
could be attached to the gazebo for special
occasions • rather than a flag pole.
Mrs. Rhodes.; asked if they; were working within
a budget.
Mrs. Gray said the pole and installation would
cost $149.00.
Mr. DeDiminicantanio moved that the gift be
accepted and Mr. Johnson and the representatives
of the Woman's Club decide the type of pole to
be installed.
Mr. Kinghorn seconded the motion.

Mr. Egermayer thanked the ladies for the gift.
Canyon Park
Mr. Johnson explained that park-ih-lieu fees are
available for the development of Canyon Park.
'La Costa has re-subdivided the area under the
PUD which changes the original suggestions of a
passive park. Under the PUD the developer is
required to develop a private park within the
subdivision.
Letters have been mailed inviting proposals
from architects for the development of this
park. Monies are budgeted for fiscal year
76-77 for the development of Canyon Park.

Mr. DeDiminicantanio expressed the opinion that
the city should develop active parks rather
than passive. He pointed out that all ball fiel(
in the city are school property.
Mr. Egermayer asked for timetable for develop-
ment of the park.
Mr. Johnson said 'after Rancheros is completed,
the city will receive approximately 11-15
acres of land which is ample space for ball
f -ields .
Mr. Egermayer expressed the desire to have the
two parks connected by a trail system.
Mr. Johnson said the element indicates the
plan to connect the two parks by a trail system.
After the consultant is selected, the Commission
will be asked for their input. ' . •

D. Buena Vista Lagoon Dedication
The Department of Fish and Game will have Buena
Vista Lagoon dedicated to them by the State on
January 21, 1977 at 1:30 p.m. on the Oceanside
side of the lagoon. Commissioners were asked
to attend. •
E. Play Equipment (Holiday Park and Cannon Park)
Play equipment has been ordered for Holiday
Park and Cannon Park to replace the old equipment.
OLD BUSINESS
A. Magee House
The Conditional Use Permit for the Magee House
is being prepared for presentation to the Planning
Commission. The Commissioners were asked to
visit the site before the next meeting.
B. Counfcy Parks and Recreation Commission Meeting
The agenda for the January 29, 1977, meeting
has been sent to all cities in San Diego County.
Commissioners' assignments have been. Any
research material needed will be provided.
Mayor Frazee will not be availalbe for the'
opening address and has requested Vice-Mayor
Lewis to deliver the address.
DIRECTOR REPORTS;
Mr. DeDiminicantanio asked if the recreation
superintendent's position had been announced.
Mr. Johnson said the position was announced Jan. 17.
Mr. DeDiminicantanio prepared and distributed a
brief report on useage of scho'ol facilities by out-
side organizations. . •. .

ADJOURNMENT;
The meeting was adjourned by Chairman Egermayer at
9:00 p.m.
