PARKS AND RECREATION COMMISSION
MEETING

COMMISSIONERS
The Parks and Recreation Commission meeting was called
to order in the City Council Chambers at 7:30 p.m. by
Chairman Don Egermayer.

APPROVAL OF MINUTES;
The minutes of the January 17, 1977, meeting "were
approved as mailed.
NEW BUSINESS;
A. APPOINTMENT OF NEW COMMISSIONER
Item'tabeled until next meeting.
> Mrs. Wollrich asked that changing the name of
Canyon Park appear on the next meeting's agenda.
B-. OLD ENCINITAS RANCH HOUSE ADOBE RUINS . ' .
The Old Encinitas Ranch House Adobe Ruins is a
portion" of the 28 acre community park. From the
first subdivision we are picking up 12.5 acres
for a park. As other subdivisions come in, we
•will receive no less than 5 acres. The ruins
within the park site will be fenced to -help
preserve the site.
Mrs. Wollrich asked if the archaeological site .
is included inside the fencing.
•Mr. Johnson said no, the fence is approximately
10 to 15 feet away from the adobe.
Mrs. Wollrich reminded Mr. Johnson no sprinkler
systems were to-be.,included in the archaeological
site.
Mr. DeDiminicantanio asked must the adobe ruins
be preserved.
Mrs. Wollrich said it had been named an
historical site of Carlsbad.
USAGE OF HOLIDAY PARK BANDSTAND
The Commissioners are being asked to. make
recommendations to the Council regarding the
types of usages to be allowed for the bandstand.
Currently, approximately 2 to 3 requests are
received monthly for the use of the facility.
Mrs. Wollrich suggested amplification be allowed
if all speakers and amplifiers face the freeway.
Mr. Egermayer questioned the need for amplifiers
Mr. Kinghorn said amplifiers had been used in
the park in the past. It seemed to be a matter
of control.

Mrs. Wollrich asked if the city could ban amplifier]
Mr. Johnson said yes, but why have a bandstand
if it can't, be used. There are devices that can
be installed into equipment to control volume;
however, there is the possibility of damaging the
equipment which would 'make the city liable.••
Mr. DeDiminicantanio expressed the desire to have
the facility used with control on the noise.
Mr. DeDiminicantanio moved that the facility be
used for dances and concerts under decimal control
Parks and Recreation staff are to establish hours
for use.
Mr. Kinghorn seconded the motion.
DISCUSSION:
Mr. Johnson asked if there were to be any
limitations on non-residents using the park.
Mr. Egermayer said if they charged a fee, 50
percent of the profit should go to the city.•
Mr. Kinghorn suggested the same type of fee
schedule and application for use of the community'
center be used.

Mr. Kinghorn moved that a tentative proposal for
a fee schedule for non-resident usage of the
bandstand be prepared for the next Parks and
Recreation Commission meeting.
Mr. DeDiminicantanio seconded the motion.

D. CAPITAL IMPROVEMENT PROGRAM
Mr. Johnson asked that 2 .or 3 Commissioners-be
appointed to a committee to discuss the CIP.
Mr. Egexmayer appointed Joe DeDiminicantanio,
Jim Kinghorn, and Betty Wollrich to meet with
Mr. Johnson on March 3, 1977, at 1:30 p.m.
Mr. Kinghron asked that all Commissioners who
could not attend submit any questions they may
have.

The summary of the meeting .is being prepared.
Mr. Kinghorn expressed gratitude for staff's
participation.
CANYON PARK
The Architect's Selection Committee selected
Dave Kater and Associates to design the park.
The recommendation will be presented to the
Council for approval March 1, 1977. Mr.
Johnson asked that 2 Commissioners work with
the architect on the design.
Raul Tarango and Joe DeDiminicantanio volunteered.
SWIMMING POOL
The preliminary draft of the EIR is due March 2.
Final drafts should be given to the Council March
23.
D. MAGEE HOUSE
Room allocations -for the Historical Society were
reviewed. Rooms for Parks and Recreation use
are L, M, N, Q, and J.
E. STATE; URBAN AND COASTAL PARK BOND ACT OF 1976
The City of Carlsbad is to receive approximately
$136,000 from Proposition 2 if approved .by the
County -Board of Supervisors. Recommendations
for use of the money will be requested at a later
date.
F. RECREATION SUPERINTENDENT INTERVIEWS•
Background checks and final interviews are being
conduction on the top three candidates.
COMMITTEE REPORTS;
Mr. DeDiminicantanio read a letter addressed to the
Parks and Recreation Commission from Pony League
President Ron Rollo requesting $625 from the Parks
_and Recreation .Department -for umpire cost.
Mr. Johnson told the Commissioners that umpire fees
for Pop Warner have been paid. The Parks and
Recreation Department provides field maintenance for
Little League and Pony League. Currently there is
not any money available to pay for umpires for Pony
League. He suggested monies be budgeted next year.
Mr. Kinghorn moved that a study be prepared- showing
what other cities provide J
Mrs. Wollrich seconded the motion.
