PARKS AND RECREATION COMMISSION
MEETING

The Parks and Recreation Commission meeting was called to
order in the Council Chambers by Chairman Tarango at 7:30 p.m,

APPROVAL OF MINUTES:
The minutes erf the November 21, 1977 meeting were approved as
mailed.
^D BUSINESS:
COMMISSIONERS
A. Status of Development Projects:
Magee Park Landscaping, Magee Park Buildings and Magee
Park Street Improvements •
Mr. Johnson stated the landscaping of the property is to
be done in phases. The city is waiting for the determina-
tion of the Land and Water Conservation Fund grant of
$50,000. Plans are to go to Council before the January
Commission meeting.
Harding Street Community Center
Specifications and plans are to be completed in January
and should go to Council in February. Some civic groups
are still requesting commercial kitchen facilities; how-
ever, Council's position is that kitchen will remain as
planned with residential kitchen facilities.
Chase Little League Field
Electrical lines are installed at Chase Little League
Field.
— Commissioner DeDiminicantanio asked the cost of the land.
Mr. Johnson stated he did not know the cost of the land,
but would get that information.
Commissioner Wollrich asked if the land for the swimming
pool was purchased from the school district.
Mr. Johnson stated the land was dedicated to the city
in exchange for use of the pool and in lieu of partici-
pating in maintenance of the pool.
Commissioner Wollrich asked how the city acquired Chase
Little League Field.
Commissioner DeDiminicantanio stated the city agreed not
to apply for a public works grant and be in competition
with the school district. The following year the city
would apply for the grant and the school district would
not.
Mr. Johnson said he was not certain that was the agree-
ment.

COMMISSIONERS
Commissioner DeDiminicantanio stated the most;significant
thing is the cooperation between the city and the school
district.
Commissioner Wollrich stated she would like to know who
paid for the property and how much it cost.
Mr. Johnson stated he would get the information.
Commissioner Wollrich asked what kinds of activities
were held there now.
Mr. Johnson stated there were no activities at the
site at this time.
La Costa Canyon Park
Mr. Johnson stated the city is waiting for the determina-
tion of the Land and Water Conservation Fund grant of
$50,000.
Carrillo Ranch Park
Mr. Johnson stated a sub-committee of Commissioners will
be asked to work on the park plans.
Commissioner Wollrich asked if the Historical Society
requested naming the area an historical site.
Mr. Johnson stated he had not been contacted.
Holiday Park Comfort Station*£>EMr.Johnson asked Chairman Tarango to meet with him to
discuss the location of the comfort station. The master
plan for Holiday Park is being prepared by Jon Hatch.
Laguna Riviera Park Banks
Ideas for landscaping the banks at Laguna Riviera will
be presented at the January Commission meeting.
Pony League Field Lighting
Mr/Johnson stated a consultant has been hired and will
prepare a cost estimate for installation and make recom-
mendations to improve lighting. Funds are budgeted for
the lighting of two poles.
Commissioner Wollrich asked if more lights were being
installed.
Mr. Johnson said additional poles would not be installed,
but a different type of candle may be used.
Coastal Bike Route
Mr.Johnson suggested a representative from the Public
Works Department be asked to attend January's Commission
meeting to outline the bike route. Funds are available
for the route from gas taxes collected.
Commissioner Egermayer asked why cities like Encinitas,
Del Mar, Solana Beach, and Cardiff have such beautiful
bike routes and Carlsbad has nothing.
Commission DeDiminicantanio stated those areas are
county not city.

Commissioner Nelson-Boone asked how money is allocated.
Mr. Johnson stated money is allocated according to popula-
tion.
Commissioner Wollrich moved that a representative of the
Public Works Department be asked to attend the January
Parks and Recreation Commission meeting to discuss the
bike route.
Commissioner DeDiminicantanio seconded the motion.

LeVante Park
"~ Mrs.Chase stated approximately 150 people attended the
December 17, dedication of LeVante Park. Several residents
expressed pleasure in recreational activities being pro-
vided for that area. Playground activities will be held
Monday through Friday from 2:30 until 4:30 p.m.
Pool
Mr. Johnson stated staff is not prepared to present a total
concept of the swimming pool. Additional information is
needed before such a presentation but should be available
for January's Commission meeting.
DIRECTOR REPORTS:
Commissioner Wollrich asked if there would be a state rec-
reation convention for Commissioners to attend next year.
Mr. Johnson stated the GPRS meeting would be in Fresno during
the month of February and it would be possible for Commissioners
to attend.
Commissioner Egermayer asked if anyone had read an article
regarding allocations of state funds for park acquisition of
which two projects are in San Diego County. One of those
projects is Batiquitos Lagoon.
. Eggleston stated information regarding the allocations
was enclosed in the Commissioners packets.
Mr. Johnson stated the county is still interested in develop-
ing a regional park in that area. There are some legal pro-
blems that are expected to be resolved. As information be-
comes available it will be provided to the Commissioners.
Chairman Tarango asked if there would be any basketball
leagues for children.
Mrs. Chase advised there are plans for an after school basket
ball league in January.
