Commissioner Egermayer seconded the motion. Ayes CORRECTION OF JANUARY 16, 1978 MINUTES Minutes of March 20, 1978 show correction that E Clampus Vitus is a historical organization rather than an archaeological, organization. APPOINTMENT OF COORDINATOR, PARKS AND RECREATION DEPARTMENT Joe Eggleston has been appointed as Coordinator of the Parks and Recreation Department which is a provisional appointment. He will work in this capacity until a Director is hired. COASTAL BIKE ROUTE PRESENTATION Ken Whitson of the Engineering Department addressed the Commission. The Consultant has provided plans for a plan check The City of Oceanside has been contacted because part of the project will encroach into Oceanside, Additional money for overlay is being requested from Council. . rial photos were presented to the Commission of entire route All standards meet Cal-Tran's minimal bicycle standards. An expert rider has reviewed the concepts. Coastal Commission approval is needed on the final design. Financing will be with $192,000 from CPO, $14,000 from Cal-Tran and $30,000 from Council. Consultant has estimated job at .$210,000. Commissioners were invited to contact Mr. Whitson if they desire further explanation. LACUNA RIVIERA TENNIS COURTS USE T~in Chase, Recreation Superintendent, presented a listing of j. olic courts in Carlsbad and at Mira Costa College. There are two lighted courts at Laguna Riviera, 6 lighted courts at Mira Costa College and 4 courts at Carlsbad High School. X CITY OF CARLSBAD MINUTES OF: DATE OF MEETING : TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING April 17, 1978 7:30 p.m. City Council Chambers COMMISSIONERS Laguna Riviera Tennis Courts Use (continued) Currently, the courts at Laguna Riviera are being used by a women's tennis club that was organized a few years ago. Basically the same group of women have been playing for a num- ber of years. The club uses the courts on Tuesday and Thurs- day from 9:00 - 1:00 and on one day 1:00 - 3:00. There are 8 people at each time frame. Public complaints have been re- ceived regarding useage of the courts during those time frames. Signs are posted indicating rules and times of court reserva- tions for instructions and the tennis club. The signs were removed and repainted indicating Monday and Wednesday 9:00 - 11:00 for instructions and Tuesday and Thursday 9:00 - 1:00 Women's Tennis Club. There are also times reserved 'for ^"structions for evening classes on Monday 5:00 - 8:00, Tuesday V..OO - 8:00 and Thursday classes have been cancelled. Complaints are from too much reserve time and not enough time for public use. There are 32 women in the club who are primarily from Carlsbad. Mr. Jim McNear addressed the Commission. As a resident of Laguna Riviera and a tennis enthusiast, he expressed displea- sure with the reserve time on the courts. A private organiza- tion having the cour 8 hours per week is out of hand. Court rules are ignored when there is reserved time for a private club. Public courts maintained with public taxes should be open at all times. Mr. McNear stated his wife had asked to join the tennis club and had been told there were no openings and she would be put on a waiting list. Mr. McNear also stated he has been asked to leave the court after being there only 10 minutes. He had asked Mr. Ed Johnson if he could reserve time at the courts and had been told no. Commissioner DeDiminicantanio stated he did not approve of reserve time for groups because it sets a precedent. 'If the arts are reserved for one group then anyone can reserve the courts resulting in the courts being tied up all the time with small groups. Mrs. Gail DeWeese spoke on behalf of the tennis club. She stated the club is called the Carlsbad Tennis Club and is not a women's club. There are 64 members, not 32 with 32 actively playing and 32 on the substitute list. She felt the tennis club was a special interest group and should get reserve time as other Parks and Recreation Department sponsored activities i.e., Jazzercise. Carlsbad doesn't qualify for a tennis team because there must be 3 courts available and there are only 2. The club was organized by the city and sponsored by the city. . jn asked to define sponsorship, Mrs. DeWeese stated the city takes care of making up schedules, rosters and all paperwork passed out to the group and established the rules by which the club plays. Rosters and other materials are given to the department by the club. Commissioner Boone did not agree with analogy of a Jazzercise class and the tennis club in that participants of the Jazzer- cise class pay a fee to participate to defray any cost to the city for use of facilities and/or any other expenses. She also asked if men were encouraged to join the tennis club. Mrs. DeWeese stated men had been asked to play with them when they were short of players, r/~ s. Carol Pennington addressed the Commission on behalf of ^e tennis club. She stated her son had played with the club when a substitute was needed. There are-many hours the courts are not in use and criticized Mr. McNear for going to the court at 5 minutes of 9:00 for the purpose of creating a scene The time reserved for the tennis club does not seem to be a popular time as there have been few conflicts. Commissioner Boone asked why the tennis club needed a reserved court if there were few conflicts and the courts were available many hours. The tennis club should play the same waiting game as the rest of the public. Mrs. Pennington said she didn't know why they needed a re- served court. She also stated the club would be willing to pay a fee to keep their reserved time. Commissioner Boone suggested they check the possibility of joining a private club. Mrs. DeWeese stated not all the ladies could afford to pay a fee and that's why they like the public courts. Mrs. Pennington stated they were not a private club, anyone ^n join. Commissioner Egermayer disagreed with Mrs. Pennington. There are only 64 members, and no one can join until there's a vacancy which makes it a private club. The rest of the city has to defer to a group of 64 people. As long as there are only 2 tennis courts, reservation should be only for official city teams. It's rank favoritism to reserve courts at any time for any given group. Commissioner Wollrich stated it had been the city's policy for years to allow a closed group of Little Leaguers to useeball fields for all the time they want. Commissioner DeDiminicantanio stated the fields used by Little ague were owned by the School District, not the City. Mrs. Chase surveyed the Cities of Oceanside, Vista, San Marcos Escondido and National City and none of them reserved courts for any group except for instructions and tournaments which were limited . Mrs. Chase said there was one letter dated November 8, 1976 requesting a 2 hour time block. The action taken on the re- quest is unknown. Commissioner DeDiminicantanio asked the ladies representing the tennis club how often was there anyone waiting to play \vhen they were there. They replied, never. Once again, Commissioner Boone asked why the tennis club needed reserve time. M Lynn Wilderson said the times were set up by the Parks and Recreation Department prior to the courts opening. She stated the club was not private and they did not pay dues. Commissioner DeDiminicantanio moved that the tennis courts not be reserved for any group. Commissioner Egermayer seconded the motion. Discussion: Commissioner Wollrich asked if the courts at the high school were owned by the City. Mr.- Eggleston said the courts are owned by the city; however, the school's athletic program was underway prior to the swimming pool agreement and the City elected not to interfer with that program. In June the courts will be at City disposal. Question: Ayes : The Commission explained to the ladies present they had not been voted off the courts, just the reserve time. However, repeated- ly the ladies insisted they had been voted off the courts. Commissioner Boone stated it was the principle with which the C ission disagreed. The ladies stated they would have to change their rules because they would be allowed to play 1 set of doubles and they usually 2 sets. They questioned how the rules on the court could be enforced. Commissioner Wollrich suggested they call the Police Department if there was a problem. The ladies wanted to know if the city still sponsored them. It was not clear to the Commission what was considered as sponsored. Commissioner Wollrich moved that representatives o^~-he tennis club contact the Parks and Recreation Department to ./ork out details of sponsorship. Commissioner Boone seconded the motion. Ayes X MINUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING CITY OF CARLSBAD PARKS AND RECREATION COMMISSION MEETING April 17, 1978 7:30 p.m. City Council Chambers COMMISSIONERS It was explained to the ladies the second action did not cancel the first action, they no longer have reserve time on the courts.) Commissioner Wollrich asked for clarification on the status of the tennis courts at Carlsbad High School. Mr. Eggleston stated the City has the deed to the property. The courts are not being used because of school scheduling. In June the courts will be available for city use and if desired, a city tennis team could be formed Commissioner Wollrich asked for the status of Chase Field. Mr. Eggleston snid he did not know the status of Chase Field but would check into it. The property is in escrow. Mr~ Larry Kampley, President of Little League, said the School D.X _rict had to make a motion and make it of record in order for the deed to be valid. Carlsbad Youth Athletic Council Presentation Mr. Larry Kampley, President of Carlsbad Little League addressed the Commission. A group is forming called the Carlsbad Youth Athletic Council whose members are Bobby Sox, Pony League, Little; League, Pop Warner and Soccer League. The primary concern of th<; Council is to provide organized group programs and facilities. They are interested in looking at the City's program and would like to work together with Parks and Recreation Department to make recommendations. Commissioner Wollrich advised Mr. Kampley the City had a soccer field for several years and no one has played on it. ^ Mr. Eggleston stated he had attended a meeting of the Council and was impressed. They are coordinated and have a goal in mind A member of the Parks and Recreation Staff, Lynn Chase, will be attending their monthly meetings. It might be beneficial for a Commissioner to participate with the group. The Council will hold it's monthly meetings in the Community Center at Harding Street at 7:30 p.m. the first Wendesday of each month. N'BUSINESS Advisory Commission Workshops Mr. Eggleston informed the Commissioners of an Advisory mission Workshop being presented in La Habra on April 29. Topics included: Purpose of Commissions, Source and Scope of Authority, Commission Relationships and Responsibilities, Commission Meeting Feature Role Playing and Decision Making. Anyone interested in attending should contact the Parks and Recreation Department. I Urban Open Space and Recreation Program (SB 174 Block Grant) T""~-; is a $10,000 Block Grant, two of which have been received, Ic is being recommended the County split their allocation with half to county parks and half to regional parks. It is also being recommended the population count be taken from the most current census instead of the 1970 census. This would give the City 1.6V instead of 1.1%. The City Manager has been directed by Council to write a letter to CPO specifying their desires. CITY OF CARLSBAD MINUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING April 17, 1978 7:30 p.m. City Council Chambers COMMISSIONERS Capital Improvements Program Three additional projects have been submitted in the Capital Improvements Program to the City Manager. $13,600-is being requested to provide lighting for the third ball field at the south portion of the Chase Little League Field, $187,000 to develop 6.75 acres of La Costa Canyon Park (second phase), and $13,600 to provide necessary lighting and a vehicle gate to the two tennis courts at the community swimming pool site. Commissioner Egermayer moved the additional three items be approv ed in principle. Commissioner Wollrich seconded the motion. A;-""" OLD BUSINESS Naming of Bandstand The Chamber of Commerce wanted to name the bandstand in Holiday Park after John Phillips Sousa; however, these plans have been abandoned. There will be a band concert on April 30 but there is no indication that they are going to name the bandstand. Holiday Park Trees Lost Due to Storms During the -course of the winter storms several trees were lost in Holiday Park some of which were unique specimen. Federal inspectors have assessed the damage for a possible grant, however their replacement program will only provide 15 gallon trees. Commissioner Wollrich asked the names of the trees lost and would they be replaced in .kind. Mr. Hatch stated the Monkey Hand Tree, Torrey Pines, Acacias, and a Victorian Box were lost. As Mira Costa College uses the area to instruct students on botanical names, any additions would desirable. C, .issioner Wollrich suggested a list of trees be given to the Garden Club. Perhaps they would be willing to assist in the tree replacement. FY 78-79 Budget The budget has been presented to the City Manager. It has not been discussed at staff level with the Manager. It was pre- sented for Commission discussion and approval. Commissioner Egermayer stated he was very much impressed with the budget. It represented a good equipment list and the department should be commended for working without such needed items. C .issioner Boone asked for an explanation on increases in some salaries and not in others. Mr. Eggleston explained some people were working at their top pay and would not get an anniversary increase while others would. Commissioner Egermayer moved the budget be approved as presented. Ayes ..... La Costa Open Space Maintenance District La Costa Land Company petitioned the City to establish an open space maintenance district in Green Valley Knolls, Carlsbad Tract 75-7. There were not standards set at that time. The City hired an engineering firm to access the housing area within the area while the City established standards for an open space maintenance district. The document is before the City Council Commissioner Wollrich asked if this would be a district where homeowners would be assessed a fee. Mr. Hatch stated it was such a district. Copies would be avail- able for the Commissioners. Status of Development Projects Project Planning Worksheet The Project Planning Worksheet is submitted to the City Manager, on request, which list the status of park projects. It is the desire of the department to provide the Commissioners with the worksheet instead of the Progress Report. Commissioner Wollrich moved the Project Planning Worksheet be substituted for the Progress Report. Commissioner Boone seconded the motion, Ayes X X X Carrillo Ranch Park Study Cc—lissioner Wollrich presented a brief study on the Carrillo Rt ,h. As a movie historical site, the ranch was built in the style and mood of early Califonria ranch. There are many re- tired movie people in North County who have shown some interest in holding a movie festival presenting the twenties and thirties period. Several groups have shown interest in having meetings there. Rooms are not particularily large but there's plenty of space outside. The barn could be used for several activities, i,e,, art gallery or art work shops. The San Diego County Archaeological Society has presented the department with a very highly in-depth report on what they would l?-3^ to do in the area. It has archaeological sites and they we -d like to meet there. There are many sites in Carlsbad that should be under direction therefore, the Society should be sponsored. The North County Concert Association has talked of the possibility of utilizing some of the land for an auditorium. However, the property is in the flight path of Palomar Airport. X X CITY OF CARLSBAD MINUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING April 17, 1978 7:30 p.m. City Council Chambers COMMISSIONERS Carrillo Ranch Park Study The Palomar Cactus and Succulent Society would like to set up a native plant and cactus and succulent graden that would be com- patible to gardens of that period. Some article of Carrillo's should be left there, perhaps a pic- ture. Mrs. Delphy should be asked for assistance. When the property is vacated, someone should be on the property 24 hours a day. Mr. Eggleston said a scope of work for the property had been prepared. $32,000 has been budgeted to hire a consultant to prepare a study on the Carrillo Ranch. Commissioner Egermayer moved it be recommended to Council approval of the scope of work and an early start requested. Commissioner Boone seconded the motion. Ayes..... Harding Street Community Center The final plans and specifications will go before Council April 18". Cost is $311,819. Currently funds are available to com- plete the project; $80,000 General Fund, $55,000 2nd year Block Grant, $20,000 SB 174 for the auditorium only and $137,000 from the 76 Bond Act for a total of $293,000. There is $12,000 in Park-in-Lieu fees Area 4 which is unobligated. Commissioner Wollrich moved it be recommended to Council to expedite the approval of the plans and specifications and allocate funds for completion. Commissioner Egermayer seconded the motion. Ayes F-°.iday Park Comfort Station Specifications are being prepared. The comfort station is to be located south of the Scout House in the vicinity of the Oak tree. The total concept of the'comfort station is similar to the one at Laguna Riviera but more vandal r.esistant. It's a bit larger in the middle interior area, so as to provide storage. Laguna Riviera Park Banks A firm has been hired to prepare the landscape plans and speci- fications. The concept is to plant Eucalyptus of different varieties, trails and a sitting area. Estimated cost is T ,000 for the 4 acres. X X CITY OF CARLSBAD MINUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING April 17, 1978 7:30 p.m. City Council Chambers COMMISSIONERS Magee Park Building Renovation Study, Landscaping, Street Improvements ''.../'".'.. The Magee Park Master Plan will be before the City-Council April 18. The original Master Plan was rejected by City Council and they requested a plan within budget. Several have been prepared, Plan 1A does not provide for the City Hall to be moved to the property, there is no lighting and the guest house has not been relocated. Cost: $90,000. Plan 2A includes irration, land- scapeing, walkways, parkinglot, lighting, lawn bowling, shuffle board and a picnic table for $139,000. The alternatives do not include the cost of preparing plans and specifications which is from $8,000 to $18,000. Street improvements on Garfield, Beech and Carlsbad Boulevard estimated cost is $48,000. A-"'lable funds include$68,000 in revenue sharing, $48,000 for public improvements and $38,000 in park-in-lieu fees. It will be recommended Council direct staff regarding scope of proposed Magee project and authorize staff to initiate selection processes to retain an assigned firm to prepare the construction plans and specifications and instruct the Parks and Recreation Department to include in the 1978-78 budget the necessary funds to complete the project authorized by Council. Commissioner DeDiminicantanio expressed his displeasure with the cost of the project.. Chairman Tarango asked for the cost of Plan 2A with the restroom Mr. Eggleston said Plan 2A with restrooms was $182 ,,000 and with- out restrooms $139,000., Commissioner Wollrich asked if there would be lawn bowling. The City of San Clemente has a non-lawn bowling green that is ex- cellent for play and low maintenance. The name of the surface used was unknown. Mr. Hatch pointed the cost of maintenance would double with lawn bowling. It is estimated that maintenance would be $15,000 per ye»-~r without lawn bowling and $30,000 with it. Mrs. Chase said the City of Long Beach has a lawn bowling associ ation where their members pay $1. .per week which is applied to maintenance costs. Commissioner DeDiminicantanio said there didn't appear to be much interest in lawn bowling, thereforef something inexpensive could be utilized with something more elaborate installed later has interest was generated through an assessment to it's member. Commissioner Wollrich moved it be recommended to Council to institute the landscaping of Magee House as soon as possible and include as much as possible, hopefully to include shuffle^ b'"~-d and a low maintenance lawn bowling court. Commissioner DeDiminicantanio seconded the motion. Ayes..... Mr. Eggleston asked for clarification on which plan was being recommended. It is desired that as much as possible be developed. Magee House Renovation The City has not accepted the property. There are some minor hardware to be installed and clean-up to perform. There were some leaks during the storms and repair is needed in those areas. Pojay League Field Lighting Funds are available in this budget. There are two poles that are not being used. According to the Project Planning Worksheet Coastal Commission approval has not been granted. Swimming Pool Architect is in design process. Mr. Lynch will meet with staff in approximately 2 weeks to give a review. There is an administrative amendment to go to Council on April 18, specify 15 years for the school to use the pool. Commissioner Wollrich asked if solar heating was being explored^ Mr. Eggleston said it was being studied. Swimming Pool Site Tennis Courts It is being recommended to Council the two courts at the swimmin pool be lighted in the 1978-79 budget. Commissioner Wollrich stated if the others being built by the School District were being lighted, the City's should also, r~ se Little League Field Lighting at Chase Field is in and has been checked by City staff Parks and Recreation staff has been preparing the facility for opening day on April 22 for Bobby Sox and April 29 for Little League. Commissioner Wollrich requested something be done to get require signatures from the School District to release the property to the City. The organizatior will be told where to enter and exit the park, New Parks and Recreation Commissioner The appointment of a Parks and Recreation Commissioner will be considered at the April 18, meeting. Other Commissioner Boone wanted the reason for not holding the Disco P. ~e class in Carlsbad, The City of Oceanside is holding the and most of the participants are Carlsbad residents. Mrs. Chase stated the lack of facilities and the feeling that it was not an appropriate activity for the city were the reasons for not holding the class in Carlsbad, Committees' Report Commissioner Wollrich attended a flower show in Las Vegas which was sponsored by the Parks and Recreation with all expenses paid It was commendable for the Parks and Recreation Department of Las Vegas to get that involved with a flower show, Coordinator's Report The Newcomers Club of Carlsbad has offered a donation of $150 to renovate the Magee Park privy. Their request has been forwarded to the City Council, The Newcomers Club earned money to donate something to the com- munity center because it is for the community and not for one special group. They have $350 for the project and would like recommendations from the Commission on how the money should be spent. 1 Commission recommended patio furniture, permanent type, be considered and expressed gratitude for the club's civic interest ADJOURNMENT Commissioner DeDiminicantanio moved the meeting be adjournment, Commissioner Boone seconded the motion, Ayes Chairman Tarango adjourned the meeting at 9;45 p.m, R ;ectfully submitted, X XK Sharon C.
