COMMISSIONERS
The Parks and Recreation Commission meeting was called to
order in the City Council Chambers by Chairman Tarango at
7:30 p.m.

INTRODUCTION OF NEW PARKS AND RECREATION COMMISSIONER
CL _rman Tarango introduced Mrs. Barbara Donovan to the
Commission.
APPROVAL OF MINUTES
Commissioner DeDiminicantanio moved the minutes of the April
17, 1978 meeting be approved.
Commissioner Wollrich seconded the motion.

NORTH COAST JUNIOR WOMEN'S CLUB PRESENTATION
Ms. Karen Gary, Patti Harold, and Beth Parks represented the
North Coast Junior Women's Club. The Club has purchased a
flag pole for installation at Holiday Park.. It was requested
the pole be located near the gazebo.
Commissioner Boone commended the group for such a community
oriented activity.
Ms. Gary stated the pole is in three parts and is easily re-
moved.
Cqmmissioner DeDiminicantanio moved the flag pol_e be accepted
ai recommended it be placed near the gazebo and a letter of
appreciation be sent to the club.
Commissioner Kinghorn seconded the motion.

Commissioner Wollrich requested a committee be established to
..select a site for the flag pole.
Chairman Tarango will appoint two Commissioners to work with
staff and representatives from the club to select a site for
the flag pole.
07" BUSINESS:
Carrillo Ranch Park Study
The Carrillo Ranch Scope of Work has gone to the Public Works
Administrator. The date it is to be presented to the City
Council is unknown at this time.

Commissioner Wollrich requested the movie on the Carrillo Ranch
•that was made by the Library be shown to the Commission. Pro-
ject Planning Worksheet indicates an EIR is needed, does that
mean a second EIR is needed.
Mr. Eggleston stated he did not know .but would check with the
Planning Department.
Commissioner Wollrich requested the Carlsbad Garden Club and
the San Diego Archeological Society be added to the Project
Planning Worksheet as other interested groups.
Harding Street Community Center
The. project is out for bid with 30 days on the bid.
Holiday Park Comfort* Station
Plans will be presented to City Council during the month of
June.
Laguna Riviera Park Banks
The Master Plan for the Laguna Riviera Park Banks was presented
to the Commissioners with an estimated cost of $16,000. The
architect has been told to revise the plan to be within budget
of $11,000. Revised plan to go to Council latter part of June.
Commissioner Wollrich requested she be allowed to review the
plant list for the project.
Magee Park Landscaping and Street Improvements
Commissioner Wollrich stated she has received comments indicat-
ing the lack of citizen input on the design of the landscaped
area. There are people who wanted the entire area landscaped
in the style of the 1900's. Due to the economic factor, plans
were to have that type of landscaping around the house only.
Comments have also been made indicating a dislike for winding
pathways.
Mrs. Kay Christiansen, Carlsbad Historical Society, addressed
the Commission. She stated it was the Historical Society that
d?-^ not like the winding pathways because it is *iot compatible
w^ x the time the house was built. Plantings of the 1900's
does not have to be extensive. A children's playground is not
applicable to that time. At one time, there were plants of the
period on the property but have^>b-een destroyed by heavy equip-
ment on the property.
Commissioner Wollrich stated some of the plants were badly
burned and it was more economical to replace them. She has a
contact that will make available to the City roses that are from
the turn of the century.
Commissioner DeDiminicantanio asked if the plans had been
finalized.
M.Hatch s-tated modifications could still be done to the plan.
Commissioner DeDiminicantanio moved that the Historical Society
and other interested parties be allowed to sit in on a meeting
with the architect to indicate their desires before acceptance
of final plans.
Commissioner Boone seconded the motion.

Mr. Don Brown of the Chamber of Commerece stated He had been
contacted by .some people who are interested in expending their
own efforts and time on the garden on the property.
Commissioner Wollrich asked Mrs. Christiansen if the Historical
Society was still planning on furnishing the front rooms of the
house. • '
Mrs. Christiansen stated the Historical Society has six rooms
of the house and plans are to furnish a part of them with items
tha,t will be loaned or given to the Society.
Magee House
City Council has approved the transfer of $3,800 from park-in-
lieu fees of Area 1 to pay off the renovation. An inspection
has been conducted, however, there are still pieces of hardware
missing that are difficult to find. Final inspection and pay-
ment are contingent on receipt of the hardware.
Pony League Field Lighting
Plans for lighting the Pony League Field were presented to the
Commission and will go to Council in June. Plans include re-
novating exterior lighting and existing poles. -$13,000 is
budgeted for the project.
Swimming Pool
Site Plan for the swimming pool was presented .to the Commission
The pool has been moved approximately 30 feet to facilitate
parking. Plans show the location of the pool building, tennis
courts, entrance from high school to site, drop-off area, out-
side lockers, check-in center, snack bar and open roof area
with indoor planters. Specifics on pool design have not been
accomplished.
Commissioner Kinghorn requested a time table from the architect
to_keep the Commission informed of their progress.
Sw-Lmming Pool Site Tennis Courts (2) Lighting-
Staff provided no additional information.
Cha'se Little League Field "'""
Renovation of Chase Field has been completed. Little League
and Bobby Sox are playing at the location. Staff has been
complimented on the excellent work performed.

Commissioner Wollrich asked if the site was owned by the City.
Mr. Eggleston stated the deed has been received by the City.
High School Tennis Courts (9) Lighting
C issioner DeDiminicantanio stated the concrete is complete
anu has a 28 day curing period, the fence is being installed,
it is stubbed for electricity, sidewalk and steps will be
installed within a week.
Commissioner Wollrich asked if the city would be allowed to use
2 of those courts during school hours.

COMMISSIONERS
Commissioner DeDiminicantanio stated it is his recommendation
the city not be allowed to use the courts during school hours
because the school's program cannot function on 7 courts.
La Costa Canyon Park
The signed grant agreement, bid documents, plans and specifica-
tions have been sent to the State Department of Parks and
Recreation which provides the screening for the Land and Water
Conservation Fund grant ($50,000 grant for first phase of La
Costa Canyon Park) .
1978-79 BUDGET
The initial 10 section budget submitted has been developed into
a Jtwo division, 6 section budget that will consist of Parks
A-" "nistration, Park Maintenance, Trees, Recreation, Program
and Aquatics.
Commissioner DeDiminicantanio asked if there were any indication
of Parks and Recreation status if Proposition 13 passes.
Mr. Eggleston stated he had been notified there_ will be cuts
in capital improvement and very likely other cuts within the
budget but nothing specific.
1978-79 THROUGH 1982-85 CAPITAL IMPROVEMENT PROGRAM
City Council has directed staff to provide additional monies
for the completion of the Harding Street Community Center in
the amount of $20,000; $100,000 for Magee House Landscaping;
and $432,853 for the swimming pool.
Commissioner Wollrich moved the additional allocations be approv
ed as per Council request.
Commissioner Kinghorn seconded the motion.

LACUNA RIVIERA TENNIS COURTS USE
The women ' s tennis club is playing on Tuesday and Thursday with-
oii>- reserve time.
The Commission directed staff to start necessary procedures to
establish a city tennis team.
CARLSBAD YOUTH ATHLETIC COUNCIL' MEETINGS
Lynn Chase has been attending the meetings. The group's. main
purpose is to get athletic fields for the youth of Carlsbad.
Their aim is for a sport's complex for soccer, football and
"•softball. They have contacted other cities to compare facilitie
and get ideas on how to operate.
NEW BUSINESS:
R r~~ ~eation Disco Dance Class
TL department has been requested to offer a Disco Dance class
for adults. Other' cities in the area are offering the class
and Carlsbad residents are attending those classes. A program
outline has been submitted by Judi Missett.
Commissioner DeDiminicantanio moved a Disco Dance classs be
established.

Use of City Property by Individuals
The department is receiving request for use of equipment and
property from individuals and groups. It is necessary to
establish a policy for use of property.
Commissioner Kinghorn moved that ireqae&ts for use of city equip-
ment or property be approved by the City Manager and/or City
Council.
Commissioner DeDiminicantanio seconded the motion.
Discussion: Equipment is not to be moved from one city owned
location to another without approval by City Manager and/or
City Council.

San Diego County Trails Council
The San Diego County Trails Council wishes to make a presenta-
tion to the Commission and discuss the use of the multi-trails
system within the city of Carlsbad.
Commissioner Boone moved a special meeting, be held before the
next regular Commission meeting with the San Diego County Trails
Council at 7:00 p.m.
Commissioner Kinghorn seconded the motion.

Renaming Recreation Facility on Harding Street
A letter was submitted to the City Council from the Commission
recommending the Harding Street Community Center be renamed the
Ed Johnson Community Center. The City Manager will recommend
to Council denial of this request as being inappropriate.

Consent Calendar.
Commissioner DeDiminicantanio seconded the motion.

Substitution of Projects Under the 74 Bond Act
'Hosp Grove was selected as the project to be funded, however,
due to time constraints, it is suggested the $83,048 be used
for La Costa Canyon Park Expansion.
Commissioner Wollrich moved the funds be used for La Costa
C ron Park Expansion.
Commissioner Kinghorn seconded the motion.

COMMITTEE'S REPORTS
Chairman Tarango informed Commission the Open Space Maintenance
District Specifications prepared by Jon Hatch, have been com-
pleted. It is being reviewed by the City Manager'and will be
forwarded to.Council.
Chairman Tarango attended a League of California Cities meeting
designed for Commissioners. Information regarding that meeting
will be provided to the Commission. It was suggested the
Commissioners attend the next meeting.
Commissioner DeDiminicantanio expressed concerned over the con-
dition of the fields at the high school after softball games
sponsored by the department. The problem must be solved or the
d " artment may be denied use of the fields.
Mrs. Chase asked that the department be contacted when the
fields are found in such condition to determine if the damage
is done during department sponsored activities. The score-
keepers will patrol the area and advise participants of the
possibility of,losing the facility.
COORDINATOR;s REPORT
The dedication of the adobe ruins at the future Stage Coach Park
by E Clampus Vitus will be on May 21, 1978 at 10:00 a.m. In-
vitations have been sent to the Commission, City Council,
Planning Commission, and City Manager.
Information was provided to the Commission on things of interest
to parks and recreation via the Legislative Report and addition;
information on Proposition 13.
