The Special Meeting on Trails for the Parks and Recreation
Commission was called to order in the City Council Chambers
by Chairman Tarango at 7:36 p.m.

SAN DIEGO COUNTY TRAILS COUNCIL PRESENTATION
A presentation was given by Mrs. Mary Augustine, Trail Coor-
dinator and Vice President of the San Diego County Trails
uncil.
The Council was formed approximately 3 years ago. It was
formed so that trails could be planned during the planning
stages of projects.
Trails were set up with riding (horses) specifically in mind,
however they can be used for hiking and biking, or tri-use
trails. Mrs. Augustine commended the Commission on their
open mindedness for at least considering a trails system in
Carlsbad. The majority of trails were built by volunteers.
She stated that the Sweetwater Trail in the South Bay area is
.funded by CETA funds and that labor is being done by Californi|a
Youth Authority parolees.
An easement was given to them by the City of National City and
the South Bay Irrigation District for the use of this trail
and by doing this, it qualified for the use of a federal grant
as it is public land.
The trail is no\v into its third mile of a 5% mile trail.
She stated that sometimes people will come up with some of the
equipment that is needed to help build the trail.

s. Augustine stated that it was just a natural cover.
Commissioner Egermayer asked-jsffeat the grade limitations were
and Mrs. Augustine stated that htey were no more than 15%.
Mrs. Augustine went into detail about the problem of water
washing out trails, which happened with the heavy rains this
year. She stated that a new technique was now in use, called
water undulations, which takes the place of water bars. Un-
dulations are placed where the water wants to go and an ener-
gy dissipater (rocks) is placed at the end of it so that it
doesn't erode away when it hits the edge. Logs and rocks are
no longer needed like they were for water bars. She explained
that a water undulator consisited of a dip, a flat area, and
other dip in the trail. This carries the water through and
, er the energy dissipater with no damage.
At this time, a thirty minute slide presentation was shown
entitled, "Trails for Today and Tomorrow." It showed some of
the trails in Contra Costa and Alameda Counties, an area
approximately 30 by 50 miles.

Basically, the slides showed the type of areas the trails were
in. Most of them began near, housing areas, giving the resi-
dents a chance to get out and explore, without having to go a
great distance.
Mrs. Augustine mentioned that some of the land can be aquired
through meeting with utility companies and requesting an
easement. Several slides showed how drainage had been adaptec
to be used for passage.
At the•conclusion of the slide show, Mrs. Augustine explained
the San Diego County trails map, and the Sweetwater Trail.
'Trails are planned through the San Luis Rey River valley in
""".eanside to the Anza Borrego desert; Penasquitos area; San
_j.ego River basin in Mission Valley; Santee area, etc.
The Sweetwater Trail is located in Sweetwater Park.
Commissioner. Boone asked how far along the plans were for the
trail in the San Luis Rey River valley, and a't that time, Mrs
Augustine introduced Sue Baughman, who has .been working with
the Oceanside Trails Committee on this trail.
Regarding this trail, the developer offered to give the land
to the City of Oceanside and they refused to accept it. The
developer offered to build the trail if Oceanside would just
accept the land which Oceanside refused. If the developer
offers land to a city for trails use, the city does not have
to accept it right away. They can have up to 25 years to
accept it.
Sue Baughman stated that in January she went to the Oceanside
City Council and proposed the trail plan to .them. She is an
avid rider and owner of a horse', and felt that the riding
trails were being taken away. She proposed a trail from the
back gate of Camp Pendleton through the Whalen property,
along the creek to the golf course. Another section of the
trail went through the Rancho Guajome area and. ended at Lake
-^alaveras, near Vista.
Chairman Tarango asked if the trail from Camp Pendleton was
supposed to follow the river.jtJwough the Whalen property to
the ocean.
Sue Baughman stated that it would, but it was not yet determin
what side would be used for the trail.
Mrs. Augustine stated that Sue had pursuaded the City of Ocean
side to set up a trails committee just by being an interested
citizen. The committee has a chairman and they are just be-
ginning to function now. Sue is an Oceanside resident. She
has approached the military and asked them about a trail sys-
tem from the base into Orange County, and they have not turned
~xr down.
Joe Eggleston asked Mrs. Augustine if San Marcos or Vista had
set up any kind of trail committee. She stated that a group
in San Marcos is working with developers, along with a group
in Vista.

Commissioner Egermayer asked Mrs. Augustine why the signs
that were shown in the slide presentation said "No Dogs
Allowed".
Mrs. Augustine stated that it is against the law to have a
dog in the State Parks, that dogs would be allowed on local
trails, as they are an excellent source of exercise.
There was some discussion of trails in San Marcos leading in-
to San Marcos Canyon.
Commissioner Egermayer asked what the treadway distance was
..and 'Mrs. Augustine stated that it was 10 feet. In some
jplaces , it is 20 feet, if they are given the land for use.
Commissioner Boone asked what the Commission could do as a
group to become involved in the trails program in this area.
Mrs. Augustine stated that if Carlsbad didn't have a trail
plan, to see. that one was put together as part of the General
Plan, and to encourage people to work on a volunteer basis to
help with the implementation. She stated that the San Diego
Trails Council would help wherever they could.
Joe Eggleston asked about keeping motorcycles off of the trailjs
Mrs. Augustine gave him a copy of a plan, for a gate designed
for that purpose.
Joe asked about Oceanside. They do have a Trails Committee.
It would be up to our Commission to get together with Ocean-
side to see what plans have been made. Thelma Lindsley is in
charge of the group in San Marcos. Olivenhain did show some
interest in the trails, but has not done anything as yet.
Chairman Tarango asked if the presentation had been given
to any other cities in the area. Mrs. Augustine stated that
she has shown it to groups. She stated that people in Vista
already had their plans made for trails.
Commissioner Egermayer expressed his-thanks for their time.
Funds can be obtained through grants.
Chairman Tarango requested a copy of the Grant papers sub-
mitted by Mr. Miller so that we could have- an example to go
by.
Chairman Tarango adjourned the meeting at 8:57 PM.
