COMMISSIONERS
The Parks and Recreation Commission meeting was called to
order in the City Council Chambers by Chairman DeDiminicantanio
at 7:30 p.m.

INTRODUCTION OF NEW COMMISSIONER
Mrs. Shirley Dahlquist was introducted to the Commission as
the newly appointed Parks and Recreation Commissioner.
APPROVAL OF MINUTES;.
Commissioner Wollrich moved the minutes of the August 21, 1978
meeting be approved.
Commissioner Donovan seconded the motion.

OLD BUSINESS
A. Ken Cox Memorial Fund
The memorial fund hlfs been established and $620 has been
deposited. The money is to be used for the enjoyment of
the children of Carlsbad. There is no stipulation that the
money has to be used during this fiscal year. The Parks
and Recreation Commission will make recommendations to
Council on how the funds are to be expended. Chairman
DeDiminicantanio and Commissioner Boone will provide
research materials for Commission to base their recommenda-
tion. Suggestions from the Commission were solicited.
B. Use of Holiday Park/Sound Amplification
The City Manager has requested guidelines from the Com-
mission on the use of sound amplification in Holiday Park.
Commissioners Donovan and Dahlquist volunteered to provide
information for guidelines.
C. Recommended Revised Recreation Program
Fulltime positions were requested in the original budget
which were deleted by the City Manager prior to Council
presentation. The City Manager requested a revision on
these to part time position. The positions requested are
arts and crafts specialist, youth sports officials, seas-ona
arts and crafts specialist for special events, and coordi-
nator for instructional classes for .a total of $31 482.
Commissioner Dahlquist asked for the procedures followed
in recruitment.
Mrs. Chase said the Personnel Department sends out job
announcements to the colleges and local newspapers for each
position. Lynda Betts has made contact with an instructor
at Mira Costa who teaches a class in officiating. He has
been provided with a set of flag football rules as means
of training the students. There will be a written test for
the applicates on the flag football rules.

D. CUSP Fee Schedule
A letter was sent to the Carlsbad Unified School District
requesting reconsideration of their fees. A response was
received from Mr. Crawford stating the school district
could no longer subsidize programs and activities conduct
ed by other agencies for noneducational services.
Commissioner Boone suggested the school district and
Mira Costa College are still negotiating fees and per-
haps the City should wait for the completion of their
negotiations before pursuing the issue.
Commissioner Donovan said the school board and Mr. Craw-
ford have made it clear they are not going to subsidize
the City's recreation program regardless of their agree-
ment with Mira Costa.
Commissioner Wollrich said it would force the City to
provide facilities for the citizens, which has been need-
ed for years.
Mrs. Chase stated she is working directly with the
principals at each school to determine what the fees are
and when payment is due. Classes are being scheduled in
City-owned facilities as much as possible. The Planning
Commission did not approve assemblies in the Magee House
and that facility is not being used.
To date it would appear the school district is planning on
charging the City for the use of the exercise room at
Valley Junior High for gymnastics. The equipment in the
.exercise room is the property of the City and has been
used by the school district for their gymnastics program.
Commissioner Wollrich suggested the school district be
charged rental for the use of the equipment.
E. Department Proposed Budget Status
The proposed budget will be presented to Council on
September 19, 1978. The original total of the budget
was $768,907. The cuts that have been looked at total
$68,854, which is an 8.991 cut. The budget Council will
look at is $700,053.
The original budget for Administration was $65,924, $2?387
was cut leaving $63,537. The reductions were made in
overtime, government meetings, travel expense, books and
equipment.
The original budget for Park Maintenance was $310,467,
$19,377 was cut from utilities, equipment rental, and
development at Holiday Park along Pio Pico.
The original budget for Trees was $101,509, $1,575 was cut
from equipment.
Chairman DeDiminicantanio asked if there were any priori-
ties set when considering these cuts. It would appear
trees have a higher priority than children,

Mr. Eggleston responsed that priorities were set when
the department was requested to make a 20% reduction.
The City Manager made recommendations to Council on those
reductions.
Chairman DeDiminicantanio asked what were the percentage
cuts for each section.
Mr. Eggleston said Park Maintenance was cut 6.2%, Trees
1.6%, Recreation 8%, Fee Supported Services 10.1%, and
Aquatics 87.4%.
Mrs. Chase explained that the term Recreation was used
for recreational services provided at no charge. Cuts
in that area were the intersession program, open play at
the high school gym, beach volleyball tournaments, teen
programs, and summer playgrounds for a total of $11,679.
Fee Supported Services are for such things as instruction-
al classes, Day Tripper program and adult sports where
participants pay a fee to cover a majority of the cost of
the activity. Cuts in that area were for a file cabinet,
contract salaries, and snecial supplies for a total of
$12,165.
The Aquatics section was cut 87.4% because it became appai
ent the pool would not be in operation during this fiscal
year. It was more advantageous to make the cuts in this
section than in some other section. There are still enoug]
funds to conduct the swim program at the Boys' Club next
summer. Next year's budget will reflect a hugh increase
for operating the pool.
Items that have been retained and will be considered by
Council under the Capital Improvement Program are Harding
Street Community Center Renovation, Holiday Park Comfort
Station, one-half of the cost of the parking lot at Pine
Field, one-half of Pine Field lighting installation, north
Ocean Street beach access, swimming pool, winter storm
damage repair, Magee House street improvements, and Magee
House landscaping.
Items that have been deferred are lighting of Chase Field
Holiday Park Shelter House, Laguna Riviera Park Banks,
lighting of 2 tennis courts at pool site, lighting of 9
tennis courts at high school, trail system design study,
Larwin Park design, Altamira Park design, windscreens at
tennis courts, Carrillo Ranch Park design and one-half
Pine Field lighting.
F. Other
The Parks and Recreation Department requested occupancy
of the Magee House for recreational classes. The Plannin
Commission denied this request. The house may only be
used for storage and office space.
Commissioner Tarango stated we would not like to see the
facility used for storage unless we have use of the
building because of vandals.
Commissioner Wollrich moved the Planning Commission de-
cision be appealed to Council if only hardxvare is missing

the letter of appeal.
City Council will consider accepting a 5 foot beach access
Commissioner Wollrich moved the access not be accepted
as it is too narrow.

Recent City Council Actions
On September 5, the City Council accepted a gift of $50
for a tree in memory of Rose Gianriacusa; and the swim
complex again approved as previously approved.
B. Other
The Parks and Recreation Department is receiving numerous
requests for the use of Pine and Chase Fields for extended
periods of time. Guidelines for usage and fees were
requested. Staff recommendations are to set time limit
on when to apply prior to requested date, charge a fee
to cover utilities, field maintenance, etc., and set a
priority system for usage.
Commissioner Tarango moved that outside groups have a low
priority and be charged a fee.
Commissioner Wollrich seconded the motion.

Chairman DeDiminicantanio asked Mrs, Chase to prepare a
list of recommendations for the Commission to consider.
On September 14, 1978, the Parks and Recreation Department
was inspected by Cal OHSA, All facilities were inspected
and some violations were found. All violations must be
corrected and deadlines were established for correction.
COORDINATOR'S REPORT
The position of Parks and Recreation Director has been re-
announced. Applications close on September 22 ? 1978,
The grants approval for the renovation of the Harding Street
^Community Center have been approved. Project is out to bid
'ith construction expected to start in October.
ADJOURNMENT
