COMMISSIONERS
The Parks and Recreation Commission meeting was called to order
in the City Council Chambers by Chairman DeDiminicantanio at
7:30 p.m.

APPROVAL OF MINUTES:

OLD BUSINESS:
Magee Park
The Commission reviewed the landscape plans which were submitted
to the Coastal Commission for approval. There was some
discussion as to providing vandal-proof restrooms and moving the
old City Hall to the property. A list of plant material was
also provided.
Irrigation plans were reviewed, one revision was made. Devices
are to be installed to allow for washing off of the courts and
sidewalks.
Commissioner Wollrich moved the conceptual plans be approved.
Commissioner Kinghorn seconded the motion.

An occupancy permit has been issued and the house is now avail-
able for use. Plans are now being formulated for an open house.
The Carlsbad Historical Society will present their renovation
ins to Council on March 6, 1979.
Old fashion electrical lights will be installed similar to those
at Maxton-Brown Park. There is some discussion with SDG^E re-
garding surveillance lighting
All buildings on city property are insured, however, the city
is not making provisions to insure the barn. Staff is recom-
mending that sprinklers not be installed in the barn.
Pine Field Lighting
Bids have been received on materials for the project ranging
from $8,900 up to $11,000. The budgeted amount is $6,100 for
the purchase of materials.
.o Carrillp Ranch
All items that were to be retained by the Delphy family have
been removed. The .resident caretaker is now on the property on
a full time basis.
Chase Field Alternate Parking
The Traffic Engineer has a very negative attitude toward clos-
ing Chestnut and to making any of the streets one way due to the

amount of work involved.
The Commission requested the Traffic Engineer attend the next
meeting to answer their questions.
Swimming Pool
Value engineering has been completed on the project and the
architect has been instructed to provided the estimated cost
of the changes suggested through the analysis.
GPRS Conference
The Parks and Recreation Director's registration fee is being
paid by the GPRS organization allowing a Commissioner or a
staff member to attend.

La Costa Canyon Park
Erroneous information was provided at the last Commission meet-
ing on the amount of money available in park-in-lieu fees for
the project. The Commission's recommendation was based on that
information. Upon presentation to Council, the Director stated
the Commission would have recommended the entire project be
completed if they had been given the correct information.
Council approved the project with the exception of the side-
walks .
Harding Street Community Center
Bids have been received with the low bid $25,000 above the
budgeted amount. Staff has recommended the low bid be accept-
ed with additional funds appropriated from park-in-lieu fees
and unappropriated reserves.
Other
The agreement with the Encinitas School District for operating
J-evante school site was signed on February 20.
NEW BUSINESS:
Travel Policy
Information item only.
School District Joint Development Request
The possibility of developing school land into park areas is
being discussed with the School District.
Commissioner Kinghorn moved staff pursue this possibility.
Commissioner Tarango seconded the motion.

Commissioner Tarango suggested turf renovation on the football
field by the city be explored.

Maxton-Erown Park
It was requested the gas lamps at Maxton -Brown Park be removed
due to vandalism.
Commissioner Wollrich moved the gas lamps be removed.
Commissioner Kinghorn seconded the motion.

Calavera Hills Park Development
Roy Ward has hired a specialist to set up open space maintenance
districts, do park designs and establish homowners associations.

D-I RECTOR'S REPORT
SB 174
Council has approved the request for purchasing the picnic
tables and benches under this grant.
Agua Hedionda Lagoon Study *&
Parks and Recreation staff will prepare a feasibility study
that covers fees, use, liability, and harbor patrol.
CAL-OSHA
The modular unit out to bid contains a shower, storage, rest-
room and office space, which was mandated by CAL-OSHA.
Other
Park Superintendent, Jon Hatch, has submitted his resignation
effective March 9, 1979.
r"~nmissioner Kinghorn suggested a letter of appreciation be
vxtten to Jon.

The meeting was adjourned by Chairman DeDiminicantanio at 10:15
p.m.
