HomeMy WebLinkAbout1979-06-18; Parks & Recreation Commission; MinutesCITY OF CARLSBAD MINUTES OF: DATE OF MEETING F~'E OF MEETING K .CE OF MEETING PARKS AND RECREATION COMMISSION MEETING June 18, 1979 6:00 p.m. City Council Chambers COMMISSIONERS Following a 3:QG p.m.tour of the City of Carlsbad parks system the Parks and Recreation Commission meeting was called to order in the City Council Chambers at 6:00 p.m. by Chairman Joe DeDiminicantanio. ROLL CALL Joe DeDiminicantanio Shirley Dahlquist Laurie Nelson Boone Raul Tarango Betty Wollrich Barbara Donovan Commissioner Kinghorn arrived at 7:25 p.m. APPROVAL OF MINUTES Commissioner Donovan requested that the minutes be changed -to show that she and Commissioner Tarango voted no on the swimming lessons fee, instead of yes. Commissioner Wollrich moved the minutes be approved as amended, raiissioner DeDiminicantanio seconded the motion. AYES ' INTRODUCTION OF NEW STAFF MEMBER Director Bradstreet introduced Valerie Hughes, Secretary. OLD .BUSINESS : Cannon Lake Park Project No action was taken on the issue at the June 5, 1979 City Council meeting. Council referred the matter back to the Commission for -further study, evaluation and prioritization with the Capital Improvements Program. Swimming Pool The matter was brought before the City Council at the May 29, 1979 meeting. The architect indicated that the plans were only 40% complete, instead of 9070. Council expressed concern over the solar heating system and, value engineering input versus the architect. These issues were referred back to staff and the architect for further report. Additionally, it was decided that the mechanical room shall have a roof. L7"~' Chase, Recreation Supt., reported on the Swimming Pool me -ing between staff.and architects held on June 12, 1979. The architects expect to submit the plans to the City for build ing and public health checks by July 19, 1979. Presently, ther is a delay with the solar design. Also, it was requested that the Commission propose a name for the pool. Commissioner Wollrich moved that the proposed name be the Carlsbad Municipal Swim Complex. Commissioner Donovan seconded the motion. AYES Parks and Recreation Day. Ly—Chase reported that Parks and Recreation Day (June 9th) wa. a tremendous succes and well-received by the public. It wa an excellent way to promote summer programs. X X MINUTES OF: DATE OF MEETING : TIMS- OF MEETING : PU OF MEETING: CITY OF CARLSBAD PARKS AND RECREATION COMMISSION MEETING June 13, 1979 6:00 p.m. City Council Chambers - 2 - COMMISSIONERS Commissioner Dahlquist moved that staff prepare a letter of commendation to Lynda Betts for her efforts on Parks and Recreation Day. Commissioner Boone seconded the motion. AYES Chase Field Utilization andCpncessioh Agreement Commissioner DeDiminicantanio reportecF on the meeting he attended on May 25, 1979 with Bobby Sox and Little League, He indicated that both groups appear receptive to working, out an agreement for concessions. It xvas suggested that there be a 40% (Bobby Sox) - 60% (Little League) split, with a $2,500 pay-back from Bobby Sox over a five-year period, Lynn Chase stated that in conversations with Bob Garrett, President of Little.League, all indications are that the status of the concessions is still pending because Bobby Sox wants a more equitable agreement. C. -^nissioner Wollrich suggested that no sign^-ups be allowed for next year, until an agreement is reached. Commissioner Tarango raised the question of an agreement to eliminate City ownership or release the City from liability/ .Director Bradstreet stated he would study the matter of liabi-^ lity further and report back to the Commission, NEW BUSINESS: Capital Improvement Program A list of the results or th~e paired weighting exercise (general fund & federal revenue sharing) was distributed, Director Bradstreet requested that the Commission repriortize? evaluate and make deletions or additions to the list. DISCUSSION: It was agreed that Items 15, 20, and 24 be deleted from the list, and Items 19, 44, and 45 be added. Commissipner DeDiminicantanio suggested that each Commissioner assign a priority number to each item, with the results to be given at the next meeting. Commissioner Dahlquist suggested that the lists be returned to t. Director June 26, 1979 for tallying, Multi-Purpose Athletic .Fields Needs Director Bradstreet read an Athletic Facilities Status Report, dated May 25, 1979, which was presented to the City Council at its June 5, 1979 meeting. Council directed the Parks and Recreation Commission to report back on the feasibility of working with the school district to develop multi-purpose athletic fields. Director Bradstreet stated that the Parks and Recreation Master Plan Element should be readressed and updated, with regard to park funcitons. A.discussion on developing the park system, in general, and possible sources of aid and funding followed. Director Bradstreet stated that he would invite re Bsentatives from the Finance Department and City Manager's of_ce to present a budget to the Commission. A new application was given to Commissioner Kinghorn Commissioner Wollrich stated that her application, has already been submitted. Commissioner DeDimini.cantanio indicated that he did not wish to be considered for another term of office. Director Bradstreet read a letter from Les Evans, City Engineer regarding the parking situation at Chase Field. After observ- ing .the field, during the evenings for one week, he found that no parking problem exists, and would not recommend any changes to the current parking arrangements; however he did wish to meet with some of the Commissioners at the field, during evening hours to insure that no problems have been overlooked. After a brief discussion, the Commission deferred the matter to a later date. ADJOURNMENT Commissioner Kinghorn moved the meeting be adjourned. Cuinmissioner Tarango seconded, the motion.
