MEETING
August 20, 1979

The Parks and Recreation Conrnission meeting was called to order
in the City Council Chambers at 7:40 p.m. by Chairman Raul
Tarango.

APPROVAL OF MINUTES
Commissioner Wollrich stated that the word "lights" should be
added to Page 2, Council Liason Report (Par. 6, Ln. 3).
Commissioner Dahlquist requested that the minutes be changed
to show that parking at Chase Field was a problem on the
weekend of the Bobby Sox Tournament only, not all weekends as
indicated in the minutes.
Chairman Tarango moved that the minutes be approved as amended.
Commissioner Dahlquist seconded the motion.

OLD BUSINESS
Review of Athletic Facility Report
The City Council has incorporated $50,000 into the Parks and
Recreation budget to develop potential athletic areas jointly
with the school district. Director Bradstreet has met with
Superintendent Bob Crawford and the school district has indi-
cated their.willingness to work in a joint venture with the
City and various community groups. However, no firm commit-
ments .have been made by either the school district or the
community groups, with the exception of the Rotary and
Optimist'Clubs, who are working on projects at Magnolia and
Levante/School Park, respectively. Definitive negotiations
between the City and the school district cannot begin without
approval by the City Manager and/or City Council. Director
Bradstreet read excerpts from his Athletic Facility Study,
which is in the process of being revised. The potential areas
are Magnolia Phase I, Chase Field, Levante, Kelly, ValleyT ta Jr. High, Buena Vista, Magnolia Phase II, Carlsbad .High
S^nool and Jefferson Elementary.
Clean-up Schedule at Laguna Riviera Tennis Courts
At the last meeting,Commissioner Dahlquist stated that due to
heavy weekend usage at the tennis courts, the courts needed
cleaning again by Monday morning, when tennis instruction is
held.
Director Bradstreet investigated the situation and reported
that it was not feasible to change the existing schedule at •
this feime, however staff will pick up large pieces^of trash and
debris, on Mondays prior to tennis instruction.
Chase Field Parking
I the last meeting, Commissioner Dahlquist stated that on the
weekend of the Bobby Sox Tournament parking at Chase Field
presented a problem, and requested the matter to be reinvesti-
gated.

Director Bradstreet consulted Les Evans, City Engineer, and
reported that the City Engineer is satisfied that no problem
exists at Chase Field, and suggested that the issue be referred
to the City Council if it is still felt that there is a
problem.
Agua Hedionda Lagoon Study jjjjf
• Commissioner Dahlquist reported on the tour of Mission Bay
she attended on August 9, 1979. The purpose of the tour
was to examine and compare the facility at Mission Bay with
Agua Hedionda Lagoon.
Director Bradstreet stated that a report by staff which examine*
liability, noise control, lagoon enforcement and lagoon use
fees is forthcoming.
NEW BUSINESS
Cistern - Magee Park.
The Carlsbad Historical Society has requested permission to
i ctivate the cistern at Magee Park by installing a pump and
failing the cistern with water. After a brief discussion, the
Commission decided to deny the Historical Society's request on
the basis that it would not be feasible from a safety stand-
point.
Commissioner Dahlquist moved to direct staff to send the
appropriate correspondence to the Carlsbad Historical Society,
informing them of the Commission's recommendation.
Commissioner Kinghorn seconded the motion.

Departmental Loaning of Equipment for Public Use
Director Bradstreet asked for the Commission's guidance with
regard to loaning equipment to the general public.
Chairman Tarango stated that the Commission's policy is no
loaning of equipment, with certain exceptions; i.e. schools,
Chamber of Commerce, etc. However, these loans are made at
the discretion of the Director, and with the approval of the
City Manager and/or City Council.

Commission Agenda Packet Policy
C'^lrman Tarango asked for clarification on the policy for
p^.King up Commission agenda packets. The secretary, Valerie
Hughes, stated that the packets would be available for pick-
up on the Thursday afternoon before the meeting, at the Parks
and Recreation office, after 3:00 p.m.
Director Bradstreet suggested that the practice of calling the
Commissioners for a quorum be eliminated, because of the extra
staff time involved in contacting everyone;- '-'- A brief discussion
followed, and Commissioner Kinghorn suggested that the new
practice be given a two to three month trial. The Commission
concurred with Commissioner Kinghcmn's suggestion.
Park Land Dedication
Commissioner Boone expressed her concern over Parks and Recrea-
t: participation in the acceptance of land from developers
for parks purposes. A discussion followed.
Commissioner Boone moved to establish a policy of having this

aspect of the developer's process reviewed by the Parks and
Recreation Commission and/or Department prior to final
acceptance, with the emphasis on flat, useable land.
Commissioner Wollrich seconded the motion.

Hazardous Condion at Carlsbad State Beach
Commissioner Boone stated that broken bottles in the volleyball
court area at Carlsbad State Beach presented a hazardous
condition, and requested that something be done to alleviate
the problem. A brief discussion followed.
Commissioner Kinghorn moved to direct staff to bring this un-
safe condition to the attention of the State of California
Parks and Recreation Department.
Commissioner Boone seconded the motion.

DIRECTOR'S REPORT •
Review of Magee House Use Agreement
Director Bradstreet distributed copies of a proposed agreement
between the City and the Historical Society for use of the
Magee House. A discussion followed. Commissioner Wollrich
requested that a stipulation that the City not be held
responsible for the Historical Society's personal belongings
be added to the agreement.
Commissioner Kinghorn moved that the Commission approve the
proposed agreement with the addition of the personal belongings
statement.
Commissioner Wollrich seconded the motion.

Update of City-wide Projects
Harding Street Community Center
Director Bradstreet reported that the contractor is ahead of
schedule, however a slight problem with replacing floor tiles
^ a section of the building exists.
Magee Park
At their July 17, 1979 meeting the City Council approved the
plans and specifications for Magee Park. A bid opening will
be held on August 28, 1979, for landscape plans.
Commissioner Dahlquist requested the status of .the Old City
Hall Building, which was moved to Magee Park. Director
Bradstreet stated the City has received a request from the
Historical Society and Senior Citizen's Association for a
sewer connection. The matter will be .brought before the City
Council, but. it appears doubtful that their request will be
approved.
Costa Canyon Park
luis project is slightly behind schedule. However, the tot
lot boundary has been constructed, concrete curbing for the
parking lot has been formed and poured, rough grading has been
completed, dynamiting has been done and light standards are

Laguna Riviera Slope Banks
There are problems with irrigation design and the weed eradi-
cation is still being being done at this site.
Greenwood Park Expansion
"The a/c is in and the fencing has been completed. Acacia and
escallonia will be planted in front of the fencing. Additional-
ly, a turfed area with picnic tables will be installed to serve
as a lunch and break area for park employees . Director
Bradstrret congratulated Park Super in tne dent Duncans on for
his efforts on this project.
Commissioner Kinghorn moved that the Commission commend Supt.
Duncanson and the Parks Division for their achievement.
Commissioner Dahlquist seconded the motion.
Levante School/Park .
Over the past three weekends , rocks have been cleared and the
field area is presently beind disced to incorporate the soil
amendment .
Commissioner Wollrich asked whether the speed limit has been
posted in the area^
Director Bradstreet stated that a 25 mph speed limit has been
posted. •
Carlsbad Municipal Swimming^ Pool .
Recreation Superintendent Chase reported that 100% plans have
been submitted to the City. Plans have' been distributed to
the Planning, Engineering and Parks and Recreation .Departments
as well as the Health Department. The Health Department
returned the plans because thirty items had .to be corrected.
Most of the corrections were due to a lack of information and
oversight on the architects' part. All but of five of the
items have been corrected and the plans must be resubmitted.
Parks Division Work Schedule
Director Bradstrret distributed copies of the work schedule
for all parks personnel. The schedule identifies all the
r^^ws, as well as days, times and areas currently being main-
L ^ned by the Parks Division.
Leo Car r i 1 lo Ranch
Staff is presently writing grant proposals for Carrillo Ranch
improvements, through the California Civilian. Corps . $5000
has been budgeted for this purpose.
Joint Meeting - City Council and Parks and Recreation Conroission

Director Bradstreet stated that the September 17, 1979
meeting will be held at Carrillo Ranch, to give the Commission
and City Council an opportunity to see the progress being
made toward restoring the Ranch. The meeting will begin at
6:00 p.m. with a tour, followed by the regular meeting.

Commissioner Wollrich requested the status of the Parks and
Recreation Element update. Director Bradstreet stated that

COMMISSIONERS
he has been directed by the City Manager to do a major revision
of the Master Plan, Parks and Recreation Element, in-house, with
the assistance of a Citizen's Committee. The Committee will be
appointed by the City Council.
ADDITIONAL BUSINESS
Commissioner Dahlquist moved that the Commission send a letter
of appreciation to Joe DeDiminicantanio for his service on
the Parks and Recreation Commission.
Commissioner Kinghorn seconded the motion.
