COMMISSIONERS
Prior to the regular meeting, the Commission, their spouses,
members of the City Council, press and members of staff went on
a tour of the Leo Carrillo Ranch, The tour concluded with a
film and slide presentation.
The Parks and Recreation Commission meeting was called to
order by Chairman Raul Tarango at 8:30 p.m.

INTRODUCTION OF NEW COMMISSIONERS

•were introduced to the Commission as newly appointed Parks and
Recreation Commissioners.
APPROVAL OF MINUTES
Commissioner Boone moved to approve the minutes of the
August 20, 1979 meeting.
Commissioner Dahlqu,ist seconded the motion.

OLD BUSINESS
Commissioner Dahlquist requested the status of the Laguna
Riviera Slope Banks.
Director Bradstreet stated that this projec-t is completed, and
request for acceptance of work goes to Council September 18,
1979.
Commissioner Dahlquist requested the status of Woodbine Banks.
Parks Superintendent Duncanson stated that this area is
oroximately one third automated for watering. The necessary
equipment to complete automation is not available at this time.
Since this is the dry season, the area is being watered manually
daily.
' NEW BUSINESS
Appointment to Citizens' Committee -.
At their August 29, 1979 meeting, the City Council discussed
the appointment of a Citizens' Committee to review the need
for a Public Facilities Fee. Council requested that the Parks
and Recreation Commission appoint a representative to serve on
the committee. Following a brief discussion of the matter,
Commissioner Donovan volunteered to serve as the Commission's
representative. Chairman Tarango accepted Commissioner
^lovan's offer to serve on the Public Facilities Fee Citizens'
v jmittee.
Magee Park Landscape Bids
Sealed bids for this project were opened on August 29, 1979.
Mike Straub, general contractor submitted the low bid of
$177,000. This item will go before the City Council for

$150,000 in funds has been set aside for the project.
Director Bradstreet has recommended that the additional funds.
be taken from Area 1, Park-In-Lieu District. Chairman
Tarango expressed his concern over using a general contractor
for a landscaping project. However, it was pointed out that
the contract does list Ralph Wrisley, landscape contractor as
the subcontractor for the actual landscaping on the site.
Commissioner Boone moved to approve acceptance of the low bid
submitted by Mike Straub.
Commissioner Donovan seconded the motion.

Commissioner McFadden abstained from voting.
I olutions of Appreciation for Former Commissioners
Formal resolutions have been prepared by the City -Council .
Director Bradstreet stated that he will make the necessary
arrangements to present the resolutions to the Commissioners
at a later date. Additionally, Commissioner Dahlquist request'
ed that staff prepare letters of appreciation to the former
Commissioners on behalf of the Parks and Recreation Commission
California Conservation Corps Grants
Parks Superintendent Duncans on gave a brief -background of the
Corps and outlined the proposed projects being submitted.
The projects are: Restoration and reroofing- of the adobe
Indian house; erosion control and rechanneling of the creek;
restoration/relandscaping of the cabana and swimming pool area
(Carrillo Ranch) ; development and renovation of Holiday Park
between the Scout House and Krueger House; construction of trash
enclosures for various park sites. The California Conservation
Corps supplies the labor and has its own liability and worker
compensation coverage. The City provides the materials, plans
and overall supervision. Final approval for the projects must
be obtained from the City Council.
Commissioner Dahlquist moved to accept and submit the proposals
to the City Council for approval. ;

COUNCIL LIASON REPORT
Councilman Claude Lewis stated that. in the near future, the
City Council will be seeking the Commission's findings and
recommendations regarding control and general usage of Agua
Hedionda Lagoon. Staff has submitted a report on this topic
to the City Manager's office for review.
'Councilman Lewis 'emphasized that the Magee Park Landscaping
project will be carefully screened by the City Council, espe-
cially with regard to the employment .of a landscape contractor
e*^ the job. .
Director Bradstreet stressed the fact that Capital Improvement
Projects, such as Magee, are being handled by the Public Works
Department, and that Parks and Recreation merely serves in an
advisory and reviewing capacity.

Chairman Tarango adjourned the meeting at 9:30 p.m.
