COMMISSIONERS
The Parks and Recreation Commission meeting was called to
order by Chairman Raul Tarango at 7:05 p.m.

Commissioner Dahlquist arrived at 7:10 p.m.
APPROVAL OF MINUTES
Director Bradstreet stated that Commissioner Tarango is the >
Commission's representative on the Public Facilities Fee ,:
Citizens' Committee, instead of Commissioner Donovan.
It should also be noted fhat Commissioner Dahlquist volunteered
serve on the Master Plan Citizens' Committee.
By consensus, the Commission approved the minutes as amended.
OLD BUSINESS
Resolutions of Appreciation for Former Commissioners
Chairman Tarango presented Resolutions of Appreciation to
Betty Wollrich, James Kinghorn and Joe DeDiminicantanio . On
behalf of these Commissioners, James Kinghorn' extended their
assistance and support to the Commission.
Review of Pool Plans
Lynn Chase, Recreation Superintendent presented. a report on the
Calrsbad Municipal Swim Complex. Final plans have been re-
ceived from the architects, Kammeyer and Partners, and most of
staff's recommended changes have been incorporated. However,
there is a problem with the handicap ramp design, which was
modified by the architects. A brief discussion followed.
Review of Joint Meeting - School District/City Council
At the September 11, 1979 City Council meeting, Council ap-
proved, in concept, Phase I of the proposed three-phase
development plan for athletic areas and directed staff to
arrange a joint meeting between the Carlsbad Unified School
Bojard and the City Council for the purpose of discussing
c perative development. The areas under consideration in
Pj.Kd.se I are Magnolia Phase I (lower section), Chase Field
Lighting and Levante Park. A joint meeting was held on
'October 9, 1979. The School Board expressed concern that
x there was only one project involving their school district in
Phase I and requested that Council consider including Magnolia
Phase II and either Kelly Elementary or Valley Jr.' High in a
revised proposal. Council requested further staff input
before making a final decision on the matter. On October 11,
1979 Director Bradstreet met with Superintendent Bob Crawford
in the City Manager's office to discuss incorporating the
above-mentioned projects in Phase I. a revised proposal is in
progress and will be submitted to Council on November 6,. 1979.

NEW BUSINESS
Commission Introductory Packet
Recently staff compiled an introductory packet for the Com-
mission. The packet contains all pertinent information re-
lated to Parks -and Recreation, and in the future will be
given to all newly appointed Commissioners.
Commissioner Dahlquist moved that the packets be returned to,
the Parks and Recreation Department at the expiration of a\
commissioner's term.
Commissioner Boone seconded the motion.i

New Commission Committee Assignments
Chairman Tarango deferred this item until the November 19,
1979 Commission meeting.
Park-In-Lieu Update
Director Bradstreet stated that he is in the process of pre-
paring a final draft of the Park-In-Lieu Report, and upon
its completion will present it to the Commission for review.
Proposed Revision - Community Center Policy
With completion of Harding Street Community Center approach-
ing it was necessary to revise the regulations governing use
of park.s and recreation facilities. "Superintendent Chase
distributed copies of proposed rules and regulations and
asked for the Commission's input, especially with regard to
resident versus non-resident usage, since this issue was not
addressed in the proposal. A discussion followed and Director
Bradstreet asked the Commission to review this item and make
recommendations at the next meeting, so that a final proposal
can be submitted to Coucil.
•Ma'gee House '-•' Naming Rooms
Superintendent Chase stated that presently the rooms atMagee House are identified numerically, and that it was
^sirous to assign names to the various rooms. Commissioner
Dahlquist stated that she felt that for political reasons,
the rooms should not be named after families. A discussion
followed and Director Bradstreet requested that the Commission
review this item and return with suggestions at the next
Commission meeting. ,<.
Overview of Recreation Division
Superintendent Chase outlined the structure and functions of
the Recreation Division. A brief discussion followed.
New Commission Photographs
A photographer will be on hand at the November 19, 1979 meeting
Jto take pictures of the new commission for display at the
.rks and Recreation office. Director Bradstreet asked the
commissioners to come 15 minutes early for the next meeting.

DIRECTOR'S REPORT
Magnolia Phase I
The irrigation is 90% completed and the School District has
begun grading the site, however staff has suspended work on the
area and is awaiting further direction from the School District
and City Council.
Levante Park
Soil amendments have been added and the site has been disked
in. The Encinitas School District is going out to bid for
irrigation materials. Further development is pending until it
is determined by the City Council the amount of money the City
will expend for this project. . ),
Magee Park Landscaping
Utilities work and excavation began on October 15, 1979 and
main clearing, grading and landscaping will begin approximately
l^veiaber 1, 1979.
Harding Street Community Center
This project is on schedule.Faving will be done on October
16, 1979. Landscaping is ongoing and the recreation hall will
be completed by the end of the week, with painting to be done
the following weekend.
Magee House Use Agreement
Recently,Director Bradstreet attended a meeting of the
Carlsbad Historical Society to make a presentation on the
proposed use agreement between the.Society and the City. The
Historical Society felt that the wording in the agreement
was too harsh, however, to date no further input has been
received from them.
ADDITIONAL BUSINESS
Commissioner Hinds brought up the subject of open space
maintenance districts, as outlined in Council Policy Statement
No. 23, and moved that the process which established them be
amended to include the Parks and Recreation Commission. A
discussion followed and Commissioner Hinds withdrew his motion
to amend the procedure, and instead moved to have staff present
additional information on open space maintenance districts.

Director Bradstreet distributed copies of the recently compiled
Parks and Recreation Table of Organization. The table depicts
the various positions under the Parks and Recreation Divisions.
Commissioner McFadden stated that she would like to see a
Commission meeting held at Magee House in the near future, and
Superintendent Chase felt that December would be an ideal time.
By consensus, the Commission agreed to hold the December 17,
1979 meeting at Magee House. • •
I -missioner Dahlquist moved to have the January 21, 1980
Commission meeting at Harding Street Community Center to give
the Commission an opportunity to see the new facility.

At the September, 1979 Commission meeting, Director Bradstreet
asked the Commission to consider changing the starting time
of the monthly meetings from 7:00 p.m. to 6:00 p.m. The matter
was tabled until more Commission members were present.
Commissioner Dahlquist brought this item up for discussion,
and made a motion to change the time from 7:00 p.m. to 6:00
p.m. Commissioner Hinds suggested waiting to vote on this
matter until Commissioner Donovan was present. Commissioner
Dahlquist tabled the motion until November 19, 1979.\
Commissioner Hinds requested that at the conclusion of the
Commission meetings, the date of the next meeting be announced
The Commission agreed by consensus.
