The Parks and Recreation' Commission meeting- was called to order

APPROVAL OF MINUTES
Commissioner McFadden stated a correction should be made in the
October 20, 1980 minutes where it states that a letter x^as sent
by the San Marcos Unified School District to the Commission. It
should read the letter was sent by the La Costa Youth Organizatior
to the San Marcos Unified School District regarding Fuerte Park
and the people in that area who would be affected by it's devel-
opment .
Commissioner Donovan moved to approve the minutes of the regular
meeting October 20, 1980 as corrected.
Commissioner McFadden seconded the motion.

NEW BUSINESS • • .
This item was moved forward on the Agenda to accommodate a
presentation made by the Engineering Department regarding Median
Design .
Median Design
City Engineer, Les Evans, explained that 35 miles of City streets
will require medians. Three alternatives were presented to the
Commission for their review as to which alternative would best
benefit the City's needs and 'make their recommendation to Council.
David Hauser, Associate City Engineer, in support of Alternative
"A" (fully lands-caped medians), gave a" slide presentation of
different median designs and a number of reasons why. Alternative
"A" should be made a City standard. It is their feeling that
this choice is best because of aesthetic reasons, community pride,
reducing local pollutant levels, regulate heating and cooling
as well as noise levels.
He stated that many visitors to this area would get their first
impressions of Carlsbad by the roads they drive on. and would
judge the City on them alone.

Director Bradstreet presented to the Commission Alternative "B"
(band lands cap"ed medians) .
Director Bradstreet stated the Parks and Recreation Department is
in favor of Alternative "B" for reasons that there will be a watei:
shortage in the future and it will be difficult to provide irri-
gation to a fully landscaped medians.
The maintenance impact has a great effect on.this decision.
Medians are very cpstly to maintain and additional funds would be
required to cover these costs along with additional manpower.
The department feels that landscaping is important but should be
done conservatively, using low maintenance/drought tolerant plaint
materials. •;-.'" ''l
The-Commission1s main concern was with the cost of developing and
m£ raining these medians, *. the safety factor, and accident
prevention.
It was felt that Alternative "A" would put a tremendous strain
on the Parks and Recreation Department's budget.
Mr. Bob Ladwig of Rick Engineering presented Alternative "C"
(striped, painted medians).
Mr. Ladwig stated that striped medians are economical, requiring"
very little or no maintenance. They are useful in the fact that
they can be changed as development occurs. They pose no site
distance problem and enable emergency vehicles*to travel freely.
He-also stated that because of the future water availability and
the high cost of maintaining landscaped medians, Alternative. "C"
would be most economical. * • '
Commissioner McFadden moved to recommend that City Council:
1. .Adopt Alternative "B" Band Median Design as outlined by the
visual aid'. ... .
2. Assure that the Parks and Recreation budget is increased
proportionately to meet the additional maintenance/and or
and future construction costs. •
3. _ The distance between the colored texture material and the
"landscaped band areas may be from 50 feet to 150 feet, depend-
in on location and that,
4. the use of striped medians may be used until such time as
development takes place, then they are to be replaced with
the raised median concept. -

Director Bradstreet stated the Encinitas YMCA is looking for a

site within the City of. Carlsbad to house a new YMCA facility.

The proposed Macario Park area would be the only suitable site.
The exact location within the park is not known.
Director Bradstreet stated that the Parks and Recreation Depart-
ment is now in the process of selecting a consultant to give
a recommendation if a YMCA would be feasible for this site.
Director Bradstreep stated he recommended the YMCA make a "written
proposal and bring it before the Commission.
There were no representatives of the YMCA in attendance, and
Director Bradstreet recommended that this be an information, itejpi
only. •••• '•;.
COUNCIL LIAISON REPORT

Co-uncilmember Lewis stated a letter had been received from the
Carlsbad Unified School District expressing their displeasure
with Council's decision on the tennis court land at the High
School. '
DIRECTOR'S REPORT

iCouncil has approved the plans as submitted by-the Engineering
Department and the plans are now out to bid.

Relocation of Shapell Sales Office
Parks Superintendent, Doug Duncanson, stated the plans have been
received by the State architect that will meet OSA approval.to
meet earthquake standards for location on school property.
The San Dieguito Optimist Club will no longer be able to build
the foundation-but will assist with the moving of the building.
Two bids have been received for cost of building-the foundation.
Both bids are approximately $6,000. The cost of moving the
building will be approximately $5,000. There has been no
de"~~Lite committment for moving the building by the Avco people.
Significant structural changes may have to be done before the
building can be accepted.
Buena'Vista Lagoon
Director Bradstreet has been appointed City Coordinator for the
"Save Our Lagoon" program,,.
November 20, 1980 at 10:00 a.m. will be the second meeting.
Reports will be given on the last appeal for funds for desiltation.
An on-going maintenance program in cooperation with the cities
of Oceanside and Carlsbad, along with the State will be discussed.

Capital Improvement Program
Council has tentatively adopted all Parks and Recreation projects
including La Costa Canyon Park, Jef ferson/Buena Vista, Macario
Park and Hosp . Grove .
Proposition One
-Proposition One pass.ed 52% to 48%. The City- will receive . $100 , 00(
to $150,000 from is passage. This matter will come back to the
Commission and Council to decide how these funds will be
distributed. " . ' .
Parks and Recreation Element Revision . A
The consultant selection for the Parks and Recreation Element
Revision and Macario Park in now in progress. Six out of ten
pr )sals will be considered for a final selection. Director
Bradstreet commended Mike Little for his efforts in coordinating
this project.
Fuerte Park Site
I Director Bradstreet stated that he and the Superintendent of the
I5 San Marcos Unified School District will be working together on a
I design for Fuerte Park. •
| ADDITIONAL BUSINESS
Commissioner McFadden stated that the Committee Reports should
be included in- the Agendas .
Commissioner McFadden stated there will be a Commissioner ;Wo.rkshop
on December 6th from 9 a.m. to 1 p.m. at Harding Community Center.
Topics will cover what to do as a commission and what are the
roles of a commissioner.
Director Bradstreet stated the next meeting will be- the Christmas
.Potluck held at Harding Community Center Rec Hall at 6:30 p.m.
Spouses are invited.
Commissioner Donovan commended Supervisor Ken Price on his First
An "~ al La Costa Turkey Trot Fun Run. The event was a big success
Commissioner McFadden inquired as to any policies the City has on
volunteer workers. Director Bradstreet stated they are used any
time there is a need for additional assistance with Department
programs. He also stated that they are covered on the City's
insurance policy if an incident causing injury should occur.
