MINUTES OF:PARKS AND RECREATION COMMISSION

The Parks and Recreation Commission meeting was called to order by Chairman
George Hinds at 6:35 p.m.

APPROVAL OF MINUTES
Commissioner Donovan moved to approve the minutes of the regular meeting
November 17, 1980
Commissioner McFadden seconded the motion.

Alcoholics Anonymous Request - Information I tern
Director Bradstreet stated it is a Council policy that facilities wi.ll be
closed on holidays. Alcoholics Anonymous has requested that they be allowed
to use the Harding Community Center on a regular basis; including holidays,
for their meetings. • •
Director Bradstreet asked the Commission if they see a problem with issuing
a key to the facility for a one-day period to responsible, groups who use
-'Harding on a regular basis.
The Commission concurred with staff's recommendation to issue a key for
tl-"-ommuni ty center to responsible groups who wish to use it on holidays.
CounciImember Lewis stated there may be a problem with persons duplicating
keys if they are given out regularly.
Proposed Park Area

Catherine Nicholas from the Planning Department gave a presentation regarding
land dedication of the proposed Ponte San Malo area. Developers are interest-
ed in giving the land to the City rather than paying Park-in-lieu fees.
There is a question of ownership. The State may dedicate this area to the
City to hold in trust until litigation ends.
There is a problem with access and parking. The site would be used as an
interpretive/passive area with bicycle and pedestrian trails.
Director Bradstreet stated it is an attractive area between five and six
acres.. . . .

Commissioner Dahlquist moved to approve the concept of accepting the Pointe
San Malo proposed park site.
Commissioner Boone seconded the motion.

Council member Lewis stated the bid for the swimming pool was submitted to
Council and is being reveiwed. ;.

Swimming Pool
Director Bradstreet stated that bids were submitted. The low bid was rejected
The company Devco submitted the second low bid of $826,000. It will go to
• Council for approval and the awarding of the contract.
The total cost will be over one million dollars.
Director Bradstreet stated the Commission will be notified as to when the
Ground Breaking ceremonies will take place.
Relocation of Shapell Sales Office

'Director Bra'dstreet stated staff is trying to get volunteers 'to assist-with.
' the moving of the building. Paper work has been submitted for building the
foundation.. Foundation construction will cost approximately $4,200.
."Anderson House Movers will be moving the building at a price of $4,900. Staff
is trying to keep from going to a formal•bid .process.
Buena Vista Lagoon
Three meetings were held regarding the Buena Vista Lagoon. The fourth has
been set for January 15, 1981. A special meeting has been set for Tuesday,
De*—rnber 16 at 10:00 a.m. with a representative from the Attorney General's
o1 ,e, Fred Worthley and the City Manager.
Median Design
"[he Median Design standard, as recommended by the Commission, was adopted by
Council by a 3~2 vote. . •
| Public Faci1ity Fee
Director Bradstreet stated that neighborhood parks will be from one to ten
acres with a standard of 2.5 acres per thousand population. They will be
the responsibility of homeowners association and assessment districts.
Commun'ity parks will be funded through the Public Facility Fee and maintained
b> e City.
Open space and special use areas will be the responsibility of Planned Unit

COMMISSIONERS
Council accepted staff's report and increased .the Public Facility Fee from
two percent to 2.1 percent.
These standards are all subject the the consultant's recommendation.
.Staff 'is now in the process of revising park-in-1 ieu. Sta,ff is recommending
to change the districts from seven to four and base'fees on market value
rather than assessed .evaluation.
Parks and Recreation Element Consultant -.'-..
Iwanaga and Associates has .been selected as the Parks and Recreation Element
Consul tant. •:• ' '•*;.
Board of Commissions Workshop

Th"~~ workshop was designed to basically work out communication problems
be jen commissions, staff and Council. The workshop director felt that
problems should be worked out internally.
Update of CPRS Banquet

Director Bradstreet stated that three Carlsbad volunteers, Pat Walters,
Charlie Harp, and Jim. Kressin were award recipients at the CPRS Banquet.
There were approximately 125 persons in attendance.
ADDITIONAL BUSINESS
Commissioner Donovan commended staff on a job well done at the La Costa
Penney .Carnival. ' • .
•Commissioner Dahlqui.st asked that staff send a letter to the-three C'ar.lsbad
award recipents to extend the Commissions congratulations.
