CALL TO ORDER
The meeting was called to order by Chairman Dahlquist at
6:40 P.M.
ROLL CALL
Present - Chairman Dahlquist, Commissioners McFadden,
Boone, Wright, and McKee.
Absent - Commissioners Donovan, and Murk.
Also present were:
Lynn Chase, Recreation Superintendent
Carl Pope, Aquatics Supervisor
APPROVAL OF MINUTES;
Minutes of the Regular Meeting, held September 21, 1981,
were approved as corrected.
INTRODUCTION OF NEW COMMISSIONER
Chairman Dahlquist introduced Mr. Dennis McKee as the
newest member of the Commission, and welcomed him to the
Commission.
INTRODUCTION OF NEW STAFF MEMBER
Lynn Chase introduced Mr. Carl Pope, the new Acquatics
Supervisor, and indicated he started with the City on
October 5, 1981.
On behalf of the Commission, Chairman Dahlquist welcomed
Mr. Pope to the Parks and Recreation Department.
OLD BUSINESS
YMCA Lease Update
Lynn Chase gave some background on the matter, and a brief
update on same.
NEW BUSINESS
Presentation by Richard Rowden on Water Slide in South
Carlsbad Area.
Chairman Dahlquist introduced Mr. Richard Rowden,
representing The Design Works, Inc., Salt Lake City, Utah.
Mr. Rowden distributed fliers with information about the
"Hydrotube" tubular water slide, as well as copies of
newspaper articles depicting similar water slides in
Salt Lake City and St. George, Utah.
Mr. Rowden continued to give some background on the
company, and indicated that the "Hydrotube" concept is
approximately three years old. He added that there are
currently ten tubes in operation in the United States;
however, none in San Diego County.

Mr. Rowden showed a preliminary sketch of the "Hydrotube"
to the Commission, and explained the operation of same.
Discussion reflected the usual fees imposed in other areas
for use of the water slide, and age restrictions.
The Commission then discussed possible locations for a
water slide, and Mr. Rowden suggested consideration be
given to locating the water slide near the new swim
complex. He stated his opinion that it would boost pool
attendance also.
Discussion also reflected on maintenance and expenses
of the water slide, and Mr. Rowden briefly explained
the concession program and fees.
Mr. Rowden indicated that the City of Palm Springs has
just signed a Concession Agreement for construction of
the "Hydrotube" water slide.
Commissioner McFadden pointed out that Council will not be
taking any action on the Parks and Recreation Element
until December, and indicated that a request such as this
would require Council to establish separate policy. She
suggested that the City monitor the progress in Palm
Springs, and bring the matter up for discussion and
consideration at a later date. The Commission concurred.
The Commission briefly discussed the results of the Parks
and Recreation Survey done by the consultant, Iwanaga
Associates.
Lynn Chase indicated that the presentation was provided for
the Commission as informational only at this time, and did
not require any action.
Pool Fees
Lynn Chase gave a staff report on the matter. She
distributed copies of background information on the matter,
outlining fees charges by other agencies in San Diego
County. Mrs. Chase indicated that the survey was done in
March, 1980, and updated in March, 1981. She added that
several of the agencies plan to raise their fees before
next summer.
With the aid of a flip chart, Mrs. Chase explained the
proposed fees recommended by Staff for the Community
Swimming Pool Complex, as well as the proposed hours of
operation and fees for different instructional classes,
acquatics fitness classes, ocean safety, water polo, and
sychronized swimming.
Commissioner McFadden inquired regarding senior citizen
and handicapped classes. Mrs. Chase indicated that programs
for same will be provided.
Discussion reflected such activities as the A.A.U. Swim
Teams, and leasing the pool for same. Carl Pope indicated
that they are also looking into Masters Teams.
The Commission then discussed the proposed fees, as
outlined in the Agenda Bill on the matter.

In response to Commission query, Mrs. Chase indicated that
a brochure outlining pool hours of operation, classes, and
fees will be printed and distributed after Council approves
the fees. She added that the hours of operation will be
included in the dedication brochure.
Commissioner McKee stated his opinion that there is not
enough differentiation between the resident and non-
resident fees for the seasonal swim pass.
Discussion included the fees for instructional classes.
Commissioner McFadden stated her opinion that the daily
admission fee of $1.00 is too high for children.
Carl Pope indicated that Staff was considering providing
a free swim period possibly on Saturdays for low income
families.
Following discussion, a motion was made recommending that
Council approve the proposed fee schedule, as recommended
by Staff. The motion died for lack of a second.
Commission concensus reflected that the fees for daily
admission and season swim passes are too high for
children.
RECESS
Chairman Dahlquist called a recess at 8:00 P.M., and the
Commission reconvened at 8:19 P.M., with five members
present.
The Commission continued discussion of the daily admission
and season swim pass fees for children, indicating that
the lower youth rates would encourage children to learn
to swim.
Commissioner Wright stated his opinion that the City must
concentrate on usage for the first year.
Discussion then reflected a fee schedule for senior
citizens.
The Commission agreed that all the fees proposed by Staff
be recommended to the City Council for approval, with the
following changes:
1) Daily Admission
12 yrs. and under - $ .50
13 - 17 yrs - $1.00
18 yrs. and up - $1.25
2) Youth Season Swim Pass
12 yrs. and under - $16.00
13 - 17 yrs. - $24.00
3) Non-Resident Adult Season Swim Pass - $35.00
Election of New Chair
Chairman Dahlquist indicated that the new Chairman would
take over duties as of November 1, 1981 for the following
year, and requested nominations for same.

Commissioner Boone nominated Chairman Dahlquist for
re-appointment as Chairman.
Lynn Chase indicated that Commissioner Donovan wished to
nominate Commissioner Murk for the position of Chairman.
Nominations were then closed.
After the votes were collected and tallied, Lynn Chase
announced that the votes were in favor of Chairman
Dahlquist.
The Commission agreed to nominate Commissioner Murk as
Vice-Chairman.
Consultant response to Staff and Task Force Review
Lynn Chase indicated that this was an informational item,
and suggested that the Commission contact David Bradstreet
or Bob Wilkinson if there were any questions on the matter.
COMMITTEE REPORTS
Joint Meeting of City Council and Library Board
Commissioner Boone briefly reported on the October 13, 1981
joint meeting of the City Council and Library Board of
Trustees, regarding the library site acquisition. She
added that Council Member Casler spoke in favor of the
work done by the Parks and Recreation Department and
Commission.
Citizens Arrests
Commissioner Boone reported on her discussions with the
Police Department regarding citizens arrests, and
indicated that they encourage people to make citizens
arrests; however, not alone.
DIRECTOR'S REPORT
Swimming Pool
Lynn Chase reported that the swimming pool is near
completion, and outlined the activities for the opening day
dedication on Saturday, October 24, 1981.
Mrs. Chase added that the City has gone to bid for the pool
equipment, which they plan to have by mid-November.
In response to Commission query, Mrs. Chase explained the
security measures to be provided for the pool. She added
that the man who installed the solar panels has suggested
barriers also be installed to protect the panels.
In conclusion, Mrs. Chase indicated that the architect
and engineer have been apprised of the potential problems
with regard to security of the pool.
Commissioner Boone suggested that the City look into the
possibility of group donations for equipment for the
pool.

Commissioner Boone also suggested that the idea of support
groups or a boosters club also be brought up at the
dedication, to solicit public input on same.
La Costa Canyon Park Development
Lynn Chase gave a brief report on the matter, indicating
that Phase II is progressing, and invited the Commission
to visit the site.
Park Land Exchange - La Costa
Lynn Chase reported that Council approved the deletion of
San Marcos Creek Park at their October 6, 1981 meeting; as
well as the addition of Alga Norte. She added that Staff
was directed to look into the sale, trade, or exchange of
Levante Canyon Park.
Fence problems around Agua Hedionda Lagoon
Lynn Chase distributed copies of letters to L. R. Partner-
ship Ltd., and Mr. Alan Kelly, dated September 30, 1981
from Doug Duncanson, Park Superintendent, and indicated
that Mr. Kelly has advised the City that he is willing to
put up a fence, if the City will agree to provide a barrier
and clean up the debris. She added that there has been no
response from L. R. Partnership Ltd., (c/o Kamar Construc-
tion.)
ADDITIONAL BUSINESS
Cadencia Park
Lynn Chase reported that this item is in a holding
pattern; even though it has Council and Commission
approval. She indicated that the City is awaiting input
from the neighborhood, which is why it is on hold.
Jefferson/Buena Vista Agreement
The Commission accepted the agreement between the School
District and the City for maintenance.
ADJOURNMENT
By proper motion the meeting was adjourned at 9:06 P.M.,
to Monday, November 16, 1981, 6:30 P.M., at Heritage Hall.
