PARKS AND RECREATION COMMISSION
December 14, 1981
6:00 P.M.
Harding Community Center COMMISSIONERS
CALL TO ORDER was made by Chairman Dahlquist at 6:20 P.M.
ROLL CALL
Present - Chairman Dahlquist, Commissioners McFadden,
Donovan, Boone, and McKee.
Absent - Commissioners Murk and Wright.
Also present were:
David Bradstreet, Director of Parks and Recreation
Claude Lewis, Council Liaison
APPROVAL OF MINUTES:
Minutes of the Regular Meeting, held November 16, 1981,
were approved as corrected; Page 3, Paragraph 4,
correcting the spelling of the speakers' name to "Mr.
Ernest Walski."
NEW BUSINESS
Report on Levante Sub-Committee
Chairman Dahlquist and Commissioner Donovan gave a report
regarding the status of the Levante ballfield expansion.
They indicated that they met with representatives from
the ballclubs, and area residents.
Following discussion, the Commission recommended the
following:
1) Portable backstops be provided by the City.
2) The City remove turf and skin the infield
for the ballfields.
3) The City and ballclubs jointly install
additional fencing.
4) The Parks and Recreation Department regulate
the hours for adult Softball use.
5) The City re-seed old infield areas with
appropriate turf.
6) The City provide trees along the boundary
line between the housing area and ballfield.
ADDITIONAL BUSINESS
Chairman Dahlquist requested information regarding
outdoor basketball courts at Levante.
Director Bradstreet indicated that this project would
commence the middle of January, 1982.

Dear Mr. Bradstreet,
I just thought I'd send you a report on our recent
Special Event at the Snug Harbor Marina on December
19th. As you are well aware things with the City began
in turmoil due to a misunderstanding by one of our em-
ployees, but, when the event got underway things went
smoother than planned. A total of 80 participants sh-
owed up and everyone that participated called the event
and the site one of the best ever. There were quite a
few local spectators here and they enjoyed it as well,
of course the beautiful weather made it even better.
On the monetary side of the event we faired very well,
as did a few of the local merchants, many people stayed
at local hotels and ate at different restaurants in
town, which sure helps out during the slow winter months.
We issued a check to the City for $60.00, because we
launched 60 boats that day. I would like to point out
the way the races were run, there were no more than 4
Jet Skiis on the lagoon at once. This worked out very
well, because we did not have one noise complaint from
anyone around the rim of the lagoon all day. We also
had a lane open for the boaters;.to use the launch ramp
and ski on the rest of the lagoon. All in all the event
was a total success and I see a good future for these
type.;of events at the lagoon.

Dear Mr. Bradstreet
The intent of this letter is to request a City
Special Event Permit. I would like this permit
issued to my company, Snug Harbor Marina Inc. We
plan to hold a Jet Ski race identical to the one
held on December 19 1981, which came off without a
hitch. We would like to have 2 races a month up
until May and if possible, obtain a single permit
for all of them. These races would stimulate our
winter income and add additional revenue to the
City, probably around $900.00. While these races
are going on the boat launching ramp will still be
open for boaters with City permits. The dates I r.j
would like to request are:

your department in regard to the 5th Annual
Bike for Breath.
Per the enclosed flyer, the event will take
place on Sunday, February 7th, from 9:00 AM
to 4:00 PM.
The route will be staffed by our volunteers
and those of the Carlsbad Optimist Club and
the Oceanside Seacoast REACT members.
The route is shown on the reverse side of
the enclosed Bike for Breath flyer.

Special Projects •
1. Cleaned, graded and installed drainage on City property adjacent
to Monroe Street tennis courts.
2. Installed new poles, nets, fencing and lumite to make two north-
erly tennis courts at Monroe :Street playable.
3. Installed concrete drainage swail along western edge of La Costa
Can-on Park, •.
4-. Began assembling bleachers at Pool.
5. Installed underground drainage lines for parking lot at Pool.
6. Continued root pruning throughout city to assist with curb and
gutter program.
7. Completed safety repairs to City buildings including Kruger House,
Levante and the Scout Hut as per Safety Engineer's recommendation.
8. Installed downtown Christmas decorations.
9. Began annual Christmas tree recycle program.
10. Reparied 15 broken tables for Recreation Division.
11. Installed new water lines at Monroe Street courts for court
maintenance.
12. Began installation of new irrigation system along Monroe
parking in front of Pool area.
13. Assumed landscape maintenance of Community Swim Complex.

1. Set up programs for six months (Jan. - Jun, 1982) and prepare
copy for Winter Brochure.
2. Solicit advertising to pay for 5,000 brochures.
3. Set up class registration book for Jan. 4th week of
registration.
4. Termite control four buildings at Harding £ Scout Hut;
coordinate staff relocation with Housing £ Redevelopment.
5. Develop babysitting program for those whose parents are
enrolled in recreation classes. Val Remmer worked with
students at high school taking training.
6. Recruitment for Facility Attendant.
7. Facility repairs, maintenance and changes to comply with
Safety Inspection Report.
8. Design and have printed "Gift Certificate" for purchase by
public to give lessons or trips as gift.
9. Alarm System: finalize cost analysis for upgrade at Harding,
take over monitoring Harding and Magee, install protection
against fire and intrusion at Heritage Hall; inspect Checkmate
Protective System central control office (Chase, Rossal, P.D.,
and Smith, F.D.)
10. Make up booklet with Recreation Division written policies and
procedures.
11. GPRS Installation £ Awards meeting, San Diego 12/9: Ken Price
in charge of awards and presentation for the Federation.
12.. SCMAF Installation & Awards meeting, Oxnard 12/4: Lynn Chase
in charge of awards and presentation for the Federation.
13. GUJrations t:o install shades and curtains at Heritage Hall.
14. Establish pool use rules, find source to make permanent signs
(Carl Pope).
15. Meet with pre-school parents who requested City Council
install fencing at Kruger House (Chase £ Remmer).
16. Negotiate terms of use agreement for pool with swim team and
two dive shops (Pope £ Chase).
