The meeting was called to order by Vice-Chairman Murk at
6:47 P.M.
ROLL CALL

APPROVAL OF MINUTES
Minutes of the Regular Meeting, held April 19, 1932, were
tabled to the next meeting, due. to lack of a voting
quorum.
NEW BUSINESS
Racey Ladies Track Club Request for Reduction in Rental
Fees and Use-of Levante Center.
I.ynn Chase gave a brief staff report on the matter.
Ms. Sally Montrucc'nio addressed the Commission. She
distributed copies of the Club's fee schedule and budget
to the Commission for their review.
Ms. Moutrucchio continued to address the issue of the key
for the Levante Center, and expressed dissatisfaction with
the staff recommendation that the key not be chocked out
to members of her Club, and that a facility attendant be
scheduled during their use of the facility. She expressed
further concern regarding the treatment members 'of her
Club have received from Staff, and requested approval of
the reduction in fees.
Ms. Cheryl Johnson, 7639 Galleon Way, Carlsbad, addressed
the Cow.ission. Ms. .lohnson indicated she bus seen
City work crews inside the Levante Center during the
lunch hour, and suggested the possibility that they may
be letting the facility open. She also expressed her
opinion that it is -unfair for their children to be
confined to the smaller room in the facility.
Ms. Johnson continued, inquiring with regard to the
Club's classification of a Group 4, in that, they are a
recreational group, and meet the criteria, for a Group 2.
Lynn Chase responded that the duplication of the key was
handled by Chris Mees. She. added that tiie locks were
changed and the keys were reissued.
With regard Lo classification of the groups, Mrs. Chase
indicated that' department programs conducted by the Parks
and Recreation Department take priority. fih-e added that
Croup 2 is a sponsored group by a Carlsbad organization
for community services, and Group 4 is a resident, saci'il,
or service group, with a membership open to the general
public.

Mrs. Chase continued that Staff felt it was possible for
tlie Raeey Ladies Track. Club to pay a rental fee, as they
operate on a large budget, and do not need sponsoring by
the City.
Discussion related to the staff recommendation that a
facility attendant be scheduled during use of the
facility, and scheduling of the facility.
David Bradstrect indicated that Council has established a
goal for Parks and Recreation to be 652! SK\ f-r"ustained
within three years. He added Council Ceels adult programs
should not be subsidized by the City, and all fees will be
increased in the future.
Ks . Montrucrhio .indicated that the Club does not operate
on a large budget, and the Club is there no matter how
many people participate,
Mrs. Ch.-ide indicated that Council policy requires a Staff
person be ori duty say time a City facility is opc-a.
The Coronu r,s ion recommended that the Racey Ladies Track
Club pay $20.00 per week for use of the Levant'e Center
for a fix 'month period, or until. a new fee schedule is
adapted.
Commissioner McFadden suggested that the Club consider
becoming City sponsored.
Reouest to Use Agua' Hetiionda Lagoon by Handicapped Group
David Brndstreet indicated this item was on the agenda at
the request of. Chairman Dahlquist and Commissioner Boone.
The Commission continued the matter to the next regular
meeting, to allow for the presence of a full Commission.
Wind Surfing - Agua Hedionds Lagoon
With the aid of wall exhibits outlining the staff
recommended alternatives, David Bradstreel gave a staff
report on the matter, indicating that Staff is opposed to
relinquishing the lease to SDG&E for the middle lagoon.
He added that Staff is recpnrmending alternative "A".
A citizen expressed concern that alternative "A" would
require a windsurfer to sail through the skiing area.
Mr. D. Thorn-is addressed Lhe Commission, and suggested that
consideration be given to changing the eastern boundaries
in Alternat: i.ve "C", so the jet skis will not go through
the boat pattern.
Mr. Craig Li.bu.se addressed the Commission and suggested,
the $10.QO launching fee include a parking sticker or an
assigned parking space.
Mr. Steve Lees addressed Lhe Commission, and indicated
that the issue of mixed u^e if mitigated in Alternatives
"A" and "fi". He added that the ownur'of the Juvi'. Murni
Keslaurant: is willing In provide launching at a lesser
fee.

Mr. Jack Ross addressed the Commission. Mr. Ross
indicated that he lias-had some, difficulty with fishermen
in the small lagoon. He expressed his opinion that the
back lagoon area is best for sailing, and indicated he
does not feel the SDG&E alternative is a viable one. He
added that the front portion is not capable of supporting
sailboard activity as it is very Email, and v:heu the wind
is strong it is a difficult place to sail.
Mr. Dave Sammons, General Manager of Snug Harbor Marina,
addressed the Commission. Mr. Sammons stressed that jet
skiis and windsurfers cannot be mixed. He requested
approval of alternative "B"; however, indicated that the
ski area as outlined on the proposed map is too small
for power boating, and suggested it be modified to bring
the jet skiis int.o the sand bar area.
Commission discussion related to the staff provided
alternatives.
The Commission approved alternative "0" with tb* jet ski
area to be. in the Snug Harbor area only, recommended that
the hours' remain the same for sailing, that the middle
lagoon continue to be leased by the City for. sub-lease to
the YMCA', that tlie City lease the western lagoon from
SDG&E for non-motorized uses, and that a $10.00 permit fee
be charged to wind surfers or similar devices.
Facility Use Jj^e_S t_udy_
David Bradstreet indicated Staff was in the process of
bringing the matter before the Commission as requested by
the Chairman; however, the City i.s looking into leasing
facilities to church and political groups. Staff will be
proposing same to the Commission for discussion and
consideration at the next meeting.
NEW BUSINESS - Continued
Ra;-.a Unida - Request for Reduction in Facility Use Fees
Lynn Chase gave a staff report on the matter.
Mr. Felipe Martinez, President of the Raza llnida Youth
.Group, addressed the Commission. Mr. Martinez gave some
background on the matter, and requested approval of his
request.
The Corrani ssion 'approved facility usage of the Harding
Community Center to the Raza Unida Youth Group for a
six month period from May through November, 1982; and
that -half the fees be paid in cash, the other half to be .
paid in work projects by members of Raza Unida at various
recreation facilities.
Sale of City Property - Maxton Brovme Extension
With the aid of a wall exhibit, David Bradstreet gave, the
staff report, indicating that Council has authorized
Staff to retain an appraiser and prepare bid documents.
Vice-Chairman Murk suggested that if the property is sold,
the funds should be put into the pants budget. He further
suggested thnt the City consider leasing the property for
a restaurant.

The Commission recommended that the City consider leasing
the property for private concessionaire.
Volunteers to Help .Plan Birthday_ Month - July 1932
Director Bradstreet requested that any Commissioners
interested in volunteering to help plan Carlsbad's 30th
Birthday Month get in touch with him.
Legislative^ Action
Director Bradstreet gave a brief staff report on the
matter.
The Commission directed Staff to draft appropriate letters
to oppose SB 1785 (Fcran), restriction on park-in-lieu
fees (Quiinby Act.) •
DIRECTOR'S REPORT
Budget Hearing
Director Bradstreet reported that the first budget
hearing was held Tuesday, Kay 11, 1982, and Council
recommended a 10% cut on travel expenses. He added
Council also directed the City Manager to cut an
additional $200,000., and indicated he would provide the
Commission with a copy of the budget.
La Costa Canyon Park Phase II
Director Bradstreet reported that the lights are"still not
in as they are having problems obtaining certain parts;
however, it is opan to the public during the day.
Ci ty/School Joint I'se Agreement
Director Bradstreet reported on Staff' s meeting with the
School Board. He added that the City will be taking over
Valley Junior High and the tennis courts, continuing the
maintenance of Magnolia, and letting the School District
use the pool free of charge. He added that Council
approved the recommendation by th'e Commission and
eliminated Buena Vista.

Director Bradstreet reported that Staff is working on
Cadencia, and it. is moving along slowly.

regarding foul balls from Levante, and Staff action on

Fuerte
Director Bradstreet reported that the City is looking at
the joint use with the School District. HH added that
Council approved the request for funds for Robert! Z'berg
for Fuerte.
ADD1TIOMAL BUSINESS
Encinitas Optimist Request
Director Bradstreet indicated that the Encinitss Optimist
Club has requested permission to erect a small monument
at Levante Field in memory of three deceased Optimist
members who assisted in the construction of the r.ite.
The Commission approved the Encinitas Optimist request.

Subject: Agua Hedionda Lagoon Leases
Dear Bill:
To bring you up to speed regarding the Agua Hedionda" Lagoon leases,
the Parks and Recreation Commission has recommended that staff
pursue your plan of opening the western lagoon to passive water
activities, i.e. board sailing. I plan to take this proposal to
the City Council in the near future.. I will keep you posted.
The Commission also recommended that we not relinquish the middle
lagoon lease. They feel it is important the City and the Parks
and Recreation Department keep control of the water activities in
this subject area. "
The City should enter into a sublease with the YMCA for the water
use of the middle lagoon. I suggest that we set up a meeting with
you and the YMCA. as soon as possible to discuss this issue and to
vork out various use problems. .
Lynn Chase informed me that the YMCA is -still charging us a fee to
use their facility. I was under the impression we are not going to
charge each other to conduct programs. I would appreciate your
looking into this matter. Please phone me at your earliest
convenience. Thank you for your time.

The.Ci.ty Attorney explained the procedures to be followed
if Council desired to abate the nuisance. He emphasized
that it would require a finding that it is a public and
not a private issue.
Council adopted the following Resolution:

The City Manager gave a staff report on the matter., with
the aid of a transparency showing the Master Plan land
use. He explained the three issues under consideration
and a brief history of each.
Council Member Anear .suggested that if $150,000 is; all
that.prevents an agreement, the amount should be split.
Mr. Ken Wassman addressed Council, and requested that
Council accept the 3.95 acres f-oc park purposes. He •
stated he originally gave that property for park purposes
and expected credit for same.
Mr. Don Agatep, 2956 Roosevelt, Carlsbad, addressed
Council. Mr. Agatep stated a portion of th'e park was
going to be used for a fire station, but it was dedicated
as park.
Mr. Hall, President of the I.akeshore Gardens Homeowners
Association, addressed Council, Mr. Hall requested
Council consideration of the 7QO existing property owners
in the area.
Following brief discussion, Council approved the offer of
Occidental Land to resolve issues concerning MP-133,
directed Staff to notice .the public hearing to repeal
the existing Master Plan, and directed the City Attorney
to prepare .documents implementing the decision, to
include the following actions:
1) Agreement releasing,Occidental from any
.obligations concerning railroad overcrossing,
sewer reimbursement, in return for payment of
$274,000 less $35,QUO sewer deposits.
2) Agreement requiring I.usk to. pay for bridge
approaches ($841,000) and granting.725 units
.credit for park-in-lieu fees.
3) Resolution abandoning 3,95 acre site under. Park
Abandonment Act and calling for bids.
4'} Authorizing Staff to process development plans
within the MP-133 area.
5) No City Council hearings to-be held until
. designs reviewed and bonds pouted.

SUBJECT : Macario Canyon tree planting program
BACKGROUND;
Macario Canyon has now been purchased, is in the process of annexation and has
been Master Planned as the City's future premier park. Due to developmental cons-
traints much of the park will be left ungraded and is planned for more passive types
of recreation set under and around proposed tree groves. Developirent of the park
lies somewhere off in the future and the City Council is considering leasing some
of the bottom lands to an agricultural use in the interium.
RECOMMENDATION: ' -
The Master Plan provides us with a plan Of how the site may ultimately work as.
a park. With this, the department should now initiate a comprehensive tree plant-
ing program to help transform the site into a more enjoyable park atmosphere.
FISCAL IMPACT:
The cost of such a program is difficult to define. It should be cost effective
because it calls for the planting of small trees (commercially grown liners cost
between 25£-50£ each) and the use of volunteer help whenever possible. The depart-
ment can set a yearly limit on how much it can spend on that year's planting.
DISCUSSION:'
An approved program/plan will provide guidance for park planting and landscape
requirements for adjacent properties as they develop. • '
Planting now with very small .trees allows:
- A minimal "upfront" cost for the City.
- A chance to get the community involved.
. - A chance to use many different volunteers.
- The trees the best chance to adapt and grow within the constraints of
the site.
-. A head start in establishing the park.
- Support for the establishment and development of Macario Canyon Park.
This program proposes a plan of defined tree groves that is random (natural)
groupings of trees with a dominate species to define the character of that part-
icular grove and area of park. This dominate tree species, as is usually found in
natures natural plant succession, should represent the majority of trees planted
in that area. Additional support trees-will also be identified for planting,that
support the character of the grove.

SUBJECT : Monthly Report - May 1982
Program Activities:'
1. Aquatics : daily attendance, for recreational swim remains a steady 1,800 per
month in spite of the gray weather; lessons generated approximately $2,900
with 643 enrolled in Learn-To-Swim and specialty classes. Aquatics staff
volunteered 18 hours during April and May to teach youngsters from Casa de
Amparo. Swim team rental = $595.

2. Instructional Classes : George Emerson,' newly appointed Recreation Supervisor I
represented the department at the Spring Faire and coordinated performances at
the Book Faire (40 participants with 7 instructors). Spring classes (2S) ended
the last week in June (1,650 participants). All instructors, new and continuing,
will have contracts for fiscal year 82-83 prepared by "Word Processing". The
individually typed contract is. a improved:^professional. :look._over the old hand-
written and xeroxed form.
3. Daytrippers : the new brochure was distributed in May advertising 16 trips
from Jurfe~~through September. The 5 day California Costal Tour (May 1st -5th)
was injoyed by 29 Daytrippers lead by Guide Carmen Lopez. Another 29 enjoyed
"Chorus Line" on May 23rd.

5. Liability Insurance. : The City has pruchased a-users'liability insurance pro-
gram anT"staff~has been working with community and private groups to implement
the new option available. Previously each group had to provide their own liability
coverage. The cost to the City for the pdlicy will be offset by the fees from
groups that choose to use the new program.
6< Adult Sports : Three types of adult slow pitch softball leagues are now in
progress with 1,284 registered - participants; two baseball leagues are underway
with approximately 300 players.
•7. Special Events conducted in May include the Horseshoe Tournament at Holiday
Park during the Book Faire and the Youth JTennis "Tourney" with 31 players ages
10 to 18. The Tri-City Tennis Patrons co-sponsored and conducted the program.'
Jim Bruckvhaw attended Magnolia's Appreciation Tea and was recognized for his
work with the Able-Disabled Sports Program started this year. Jim and Val
Reimier organized the sports r>ro?~ram and recruited volunteers to "sign"
the 50 youngsters in the program.-

8. Staff has spent many hours performing the behind-the-scenes tasks including:

F. Negotiate and complete agenda bill regarding pool rental to local
Scuba Shop.
