PARKS & RECREATION COMMISSION
September 20, 1982
6:30 P.M.
City Council Chambers COMMISSIONERS
CALL TO ORDER
Following a tour of City facilities, the meeting was
called to order by Chairman Dahlquist at 6:45 P.M.
ROLL CALL
Present -Commissioners Dahlquist, McFadden, Wright,
Donovan, Popovich, Conti, and Cochran.
Absent - None.
Also present were:
David Bradstreet, Director of Parks and Recreation
Doug Duncanson, Parks Superintendent
Tom Hageman, Research and Analysis
Paul Klukas, Land Use Planning
Claude Lewis, Council Liaison
APPROVAL OF MINUTES
Minutes of the Regular Meeting, held August 16, 1982,
were approved as corrected; Page 2, Election of Co-
Chairman, changing the motion maker from Dahlquist to
Donovan.
INTRODUCTION OF NEW STAFF MEMBERS
David Bradstreet introduced Jane Meadows, the new
Department Secretary, and welcomed her to the City of
Carlsbad.
Mr. Bradstreet also introduced Mr. Jim Enos, from Chico
State, who is serving his internship in Carlsbad.
Director Bradstreet introduced James Popovich, John Conti,
and Norris Cochran, and welcomed them to the Commission.
UNFINISHED BUSINESS
School Location Plan Draft
With the aid of wall exhibits outlining the General Plan,
park sites, and school sites, Tom Hageman of Research and
Analysis gave a presentation on the school location plan.
CIP Update on City Entrances
Doug Duncanson, Parks Superintendent, reported that there
will be no medians at this time included in the CIP. He
added that all medians will be installed by developers
throughout the City, such as the Maxton Browne extension,
La Costa Avenue, Carlsbad Boulevard south just north of
the Batiquitos Lagoon, Palomar Airport Road, and future
Melrose Avenue. He concluded that the City may be
responsible for the medians on El Camino Real between
Chestnut Avenue and Highway 78.
Mr. Duncanson added that Staff will be requesting that
Cannon Lake Park be omitted from the CIP Program.

Commission discussion related to the design of the City
entrances. Commissioner Donovan expressed the opinion
that the four City entrances should have uniform designs.
NEW BUSINESS
Block Grant Funding
David Bradstreet gave a brief introduction on the matter,
referencing the memorandum dated September 1, 1982 from
Marsha Backlund on project requests for block grant
funding.
The Commission discussed the prioritized list of
Department projects for block grant funding provided by
Staff.
The Commission recommended to the City Council that the
project requests be re-prioritized for block grant
funding as follows:
1. CHASE FIELD DEVELOPMENT - Alternative II -
Improvements to include installation of auto-
irrigation system, planting of trees and turf,
concrete picnic tables, trash cans, fencing, and
horse-shoe pits. ($36,000)
2. PINE AND CHASE FIELD STREETSCAPE IMPROVEMENTS - Phase
I - Parkway and sidewalk improvements to include
concrete parkways, fencing, and irrigation on Harding
Street and Chestnut. ($30,000)
3. CHASE FIELD REFURBISHING - Refurbish the existing
ballfields. Improvements to include bleachers,
backstops, fencing, irrigation, and turf. ($30,000)
COUNCIL REPORT
Council Member Lewis indicated he has been contacted by an
individual regarding a project to re-plant used Christmas
trees for areas such as Macario Canyon Park.
The Commission expressed interest in same, and Council
Member Lewis indicated he would have the person contact
the Parks and Recreation Department.
COMMITTEE REPORTS
Committee Reports were tabled to the October meeting, at
which time Staff was directed to provide the Commission
with the list of the Committees for reassignment.
DIRECTOR'S REPORT
Pool 10 Month Summary
Director Bradstreet referenced the summary contained in
the Commission's packet, and discussion reflected same.
Casino Knight GPRS
Director Bradstreet indicated that the California Parks
and Recreation Society will hold a "Las Vegas Night" on
October 2, 1982 at 7:00 P.M., at the Harding Community
Center, to raise money for scholarships for potential
recreation employees.

Fall Brochure
Director Bradstreet distributed copies of the Department's
Fall Brochure to the Commission, and responded to
Commission questions regarding the costs for printing and
mailing same.
Doug Duncanson indicated that registration has increased
as a result of the brochures, including mail-in
registrations.
Roberti-Z'Berg Grants Program
Director Bradstreet reported that the City has applied
for a grant for Levante Park for playground equipment in
the amount of $5,000.
Developmental Services Reorganization
Director Bradstreet referenced the memorandum dated
September 9, 1982 on the matter, and indicated that it was
an informational item only.
COMMISSION ADDITIONAL BUSINESS
Parks and Recreation Employee Handbook
Director Bradstreet distributed copies of the Parks and
Recreation Employee Handbook to the Commission, and
indicated that same would be revised on an annual basis.
Commissioner Conti suggested that consideration be given
to including one or two employee synopsis' on the back of
the brochure.

By proper motion, the meeting was adjourned at 8:04 P.M.
