CALL TO ORDER;
The meeting was called to order by Chairperson
McFadden at 5:04 p.m.
ROLL CALL;

Commissioner Dahlguist arrived at 5:09 p.m.
Absent - Commissioners Popovich and Cochran.

PUBLIC OPEN FORUM;
Chairperson McFadden announced this item is for
public input on non-agenda items. No action will
be taken and no questions answered.
Speakers on agenda items will be given five minutes
for individuals and eight minutes for groups or
organizations. Written input is accepted.
APPROVAL OF MINUTES;
The Minutes of the May 21, 1984, meeting were
approved as presented.
APPROVAL OF AGENDA;
Additions to the Agenda were:
Turnkey parks; appearance of Commissioners at
functions; historical site letter and joint
Commission meetings.
By consensus of the Commission, the Agenda was
approved.
Mr. K. C. Dunlap, 801 Pine Avenue, Carlsbad Unified
School District, gave copies of a report to the
Commissioners for their perusal. This report was
the estimated cost for starting an aquatic program
for high school students, swim team and water polo.
Mr. Dunlap called attention to the rental of the
pool, which is over half of the estimated cost for
the program, or $27,360.00 for one year. He stated
the figure given for rental of the pool was $40 per
hour.
Mr. Dunlap requested the elimination of the rental
fee for the use of the pool or an adjustment down
to where the cost would accommodate the people
better. The program would directly benefit the
children of Carlsbad and Mr. Dunlap asked the
consideration of the Commission.

UNFINISHED BUSINESS:
A. Levante Tot Lot Location Citizen Complaint
Mr. George Gill, 7812 Gaviota Circle, addressed
the Commission on this matter. Mr. Gill spoke at
last month's meeting, and he reiterated his problem
with the tot lot at the rear of his home. Mr. Gill
stated the older children climb over the fence and
cut through his yard as a shortcut home, throw
trash and stones over into the patio and generally
create a nuisance with the noise, not only during
the daytime but in the evening with the teens.
Mr. Gill stated he forgot to tell the Commission
last month that he was willing to share half of the
cost of a fence.
Commission discussion reflected the opinion that
since the school district had decided upon this
spot and would be building a school there, it was
their responsibility to alleviate this problem.
The Commissioners felt the problem would be
compounded when the school is built.
Mr. Gill stated at the time he purchased this home,
nothing was said about a school being built there.
In answer to query from the Commission as to
whether he had contacted the school district, Mr.
Gill stated he had not. This is the Encinitas
Elementary School District, and Mr. Gill stated he
would contact them.
Commission directed staff to contact the Encinitas
Elementary School District about this problem and
return to the Commission in order to look at the
alternatives again. This was listed as Alternative
#5.
Amendment to motion was to have Mr. Gill become
involved with the School District and contact them
on his own regarding this problem.
B. Bridges to Leisure Report
Dave Bradstreet, Parks & Recreation Director,
reported on this item, stating the fund raiser has
been planned with Manny's supplying the food and
only the necessary wages of anyone who does not
donate his time to be paid from the profits, with
the balance of the profits going into the
handicapped program.
The Commissioners discussed this fund raiser, with
Chairperson McFadden expressing concern about using
staff's time for this type of program, and
Commissioner Donovan stating this could set a
precedent for other groups to approach the City.
Commissioners Wright and Dahlquist felt this was a
Parks & Recreation Department function and
certainly well within their scope.

Commission endorsed the Bridges to Leisure
Fundraiser on September 15, 1984, from 11:00 a.m.
to 4:00 p.m. at Manny's Restaurant.
Council Liaison Lewis suggested using the
brainstorming group to come up with the names of
people who would be willing to support this
fundraiser and supply other names for invitations.
COUNCIL REPORT;
Council Liaison Lewis reported that many people had
testified at the budget hearing asking for
ballfields. The six fields are in the budget and
the City is considering at a later date perhaps a
gymnasium/community center operation somewhere on
City-owned land. He stated this would be back to
Council by January 1985.
Council Member Lewis stated the seniors are asking
for expansion at the Harding Street Center. They
would like to have the entire Center. However,
Council is insisting on some type of a program and
over-all general plan to explain just what the
seniors have in rand.
Joint Parks & Recreation Commission/Council Meeting
Chairperson McFadden inquired about the joint
meeting and Dave Bradstreet answered it would be
July 29 at the Leo Carillo Ranch. There will be
another meeting the end of August. The July
meeting is on Friday, at 5:00 p.m., with a steak
dinner.
Council Member Lewis stated the notes taken by the
scribe at each Parks & Recreation Commission
meeting are very helpful to the Council Members.
COMMITTEE REPORTS:
Cultural Study - Wright
Commissioner Wright stated first that he wanted to
change the name of the Committee—it is not a
Cultural Study, but a Parks & Recreation Survey.
Commissioner Wright asked whether he was in charge
of the Committee and Chairperson McFadden stated he
should call the office and staff will contact the
people. She added that no demands should be made
upon staff's time, and Commissioner Wright stated
that was why they had suggested mailing the survey
out with the fall mailout. Commissioner Dahlquist
stated she did not want the computer use to be lost
and Commissioner Wright answered that was in the
written report.
Tree Committee - Donovan
Commissioner Donovan stated she had read an
interesting article about people in Los Angeles
planting a million trees. She asked for the
article to be copied and given to each Commissioner
for discussion at the next meeting.

Dave Bradstreet reported he had asked Doug
Duncanson to do a study to bring to the next budget
presentation on street tree removal and
replacement. He stated his concern for trees
planted 25 years ago causing liability for the City.
An intern from Cal Poly is helping this summer and
counting every tree and the names of the trees.
Ballfields
The Commissioners discussed the ballfields and
their concern about the fields at Roll and Relly
being for practice only and not for play. It was
determined the reason the Roll field is for
practice only is that property is for sale.
It was stated that CARA would do something next
year.
Dave Bradstreet has been directed to do a study of
Carlsbad needs as far as fields—how many needed,
etc,, for the City Manager.
Stagecoach Park was discussed, with the park
planned for next year, and construction to be
started the following year. The hope was
expressed that this park might be started sooner.
Appearance at Functions
Commissioner Donovan stated Marsha Backlund and she
were the only representatives from the City at
the groundbreaking at the La Costa Meadows School
Saturday, June 9.
Historical Sites
Commissioner Conti commented on the letter
regarding historical sites and agreed with the
decision regarding the chapel at Fidel's.
Council Member Lewis stated there will be a
meeting in July on this and he would like someone
from this Commission to serve on the Committee.
Commissioner Conti volunteered to serve on this
Committee.
DIRECTOR'S REPORT;
Dave Bradstreet stated he omitted the following
item from the Green Sheet.
Gift Catalog
Dave Bradstreet announced that the gift catalog is
in the hands of Council Executive Assistant, Lois
De Groot, on hold at the present time.

Turnkey Parks
Commissioner Donovan stated this is a concept
being followed by Chula Vista, with cooperation
between the residential developers and Parks &
Recreation officials, working together, to get the
parks put in quickly. She asked for the article
to be reproduced and distributed to the
Commissioners for discussion at the next meeting.
Joint Commission Meetings
Commissioner Dahlquist asked about the Joint Parks
& Recreation Commission Meetings and Chairperson
McFadden answered that Vista had been in the
process of appointing several new Commissioners
and felt there was no need to hold a meeting until
after they were appointed.
Chairperson McFadden stated she felt one item that
might be an agenda item would be the joint use of
ballfields by adults.
Triathlon
July 7 is the date for the Triathlon, and
Chairperson McFadden asked that all Commissioners
be present to circulate and answer questions from
the general public. It was stated that with hats
and T-shirts used as a uniform, the Commissioners
were more visible and people could question them
and discuss problems with them.
Public Open Forum
Chairperson McFadden asked Dave Bradstreet to give
the Commission more information on this item and
put this on the next agenda.
Dave Bradstreet stated any adjustment in fee
schedule must be approved by Parks & Recreation
Commission and City Council.
Commissioner Conti gave a summary of the scribe's
notes for today's meeting.

The City Council directed staff to trade land with Daon at Stagecoach Park
to accelerate the development of the park. This will provide more ball
fields for use by the department and community groups

Dear Dave,
At a recent School Board meeting the Board of Trustees directed
its staff to work on the creation of a before and after school
aquatics program. In considering all expenses involved in setting
up such a program, we would estimate a total cost of $66,096.
$27,360 of this amount is estimated for the rental of the pool
and this is figured at the rental rate of $40 per hour. As you
can see the rental fee constitutes over one-third of the cost of
the program.
It is respectfully requested that you look at the $40 per hour
rental fee and consider, if you will, an adjustment in that rate.
It is understood that the Carlsbad Unified School District would
require the use of the pool only and we would furnish all our
own personnel which would be needed to conform to all safety and
city policies.

Dear Sirs:
As a resident of the City of Carlsbad and holder of a 1984 board
sail permit, I would like to request a change in the current
rules and regulations governing the use of Agua Hedionda Lagoon.
The present rules governing Designated Use Areas and Seasonal
Restrictions, state under Rule No. 2, that "Non-powered boats,
including sail, rowboats, canoes, kayaks, and similar vessels are
not allowed to use the inner lagoon on Saturdays, Sundays and
holidays from May 24th through October 1st, between the hours of
9:00 A.M. and 3:00 P.M." Rule No. 5 states "Board-sails are
allowed in the inner lagoon Monday through Friday, except for
holidays from May 24th through October 1st. Between October 2nd
to May 23rd, board-sails are allowed any time.
I would like to request on behalf of all board-sail permit
holders, that board-sails be permitted to use the inner lagoon
after 3:00 P.M. Saturdays, Sundays and holidays from May 24th
through October 1st.
I feel that the present patrol and use regulations are doing a
fine job in making the lagoon safe for power boat owners and non-
powered boats alike.
Being that I live on the lagoon and am able to observe
recreational use patterns at all times, I see no conflict of use
or increased safety hazard from extending use privileges to
board-sails currently enjoyed by "non-powered boats" as stated in
rule No. 2.
I would like to have my case heard by the Parks Commission and
Carlsbad City Council at your earliest convenience.

Our organization, Las Madres '83, has submitted an application
with your office to hold a rummage/bake sale at the Recreation Hall
on Friday, September 21, from 3 p.m. to 9 p.m.
Barbi Nelson, a member of our fundraising committee, has
informed me that there is normally a fee for reserving this hall,
but because of our status as a not-for-profit organization, you
might be able to waive this fee.
Las Madres is a Mother's Club and support group in San Diego
with chapters for mothers with children born 1980 through 1984.
Activities include geographic playgroups, monthly newsletters, guest
speakers, park days, holiday parties, and babysitting co-ops. Our
fundraising efforts are directed at raising money to sponsor these
activities as well as to donate portions to charitable organizations.
Half of the proceeds obtained from our rummage/bake sale will
be used within our chapter, and half will be donated to a needy
organization within San Diego County, this organization to be decided
upon at our next Board meeting on June 27, 1984.
We would greatly appreciate any effort you can make on our behalf
to have this fee waived. Please let me know if I can provide you
with additional information about Las Madres.

"The Green Sheet"
July 16, 1984
The Triathlon was a tremendous success with over 700 participants and 125
volunteers. A special thanks should be extended to the Council and Commission
for all their assistance,and to Ken Price the coordinator of the event.
The Parks Division currently is renovating a portion of Pine Field. The project
includes replacing the fence on the east section of the field, building a brick
retaining wall, and applying asphalt under the bleachers.
Mark Steyaert, our Park Planner, will be developing the plans for the parking
improvements at Holiday Park. Mark will also be moving to Holiday House on
July 23.
The City will be hosting a Swim Meet for the San Diego Chapter of S.C.M.A.F.
on July 28 at 9:00 A.M. There will be approximately 120 competitors.
There apparently has been some tiny organisms in Agua Hedionda Lagoon that
have been stinging the skiers. The Fish & Game visited the lagoon on Thursday,
July 12 to discover what type of creatures they are.
Within the next two weeks, Ken Price will be moving to Magee House. Ken will
be working on the Recreation Survey for the department. He will also be hiring
someone on a part-time basis to assist him.
Dave Bradstreet went Albacore fishing on Wednesday, July 11. Believe it or not
he caught nine 15-30 Ib. albacore and missed the jackpot by only 1 Ib. When's
the fish fry?
The Recreation Division is now in the process of registration. Classes begin
the week of July 23.
July and August are very busy months for the Recreation Division. Some of their
activities are:
- Morey Boogie Bodyboard Championships at Pine Street on Saturday,
July 14 at 8:00 A.M.
- 1st Annual 3 on 3 Basketball Tournament at Carlsbad High on July 21
at 8:00 A.M.
- 1st Annual Women's Softball Tournament at Chase Field on August 4 & 5.
- 6th Annual Bodysurfing Championships at Pine Street on August 11 & 12
at 8:00 A.M.
- 7th Annual Men's Softball Tournament at Pine Field and the Carlsbad High
JV Field on August 17, 18, & 19.
Pending Matters:
1. Dredging of Agua Hedionda Lagoon: The Corps of Engineers is conducting
a Preliminary Report.

"The Green Sheet"
August 13, 1984
The Parks & Recreation Department, ARC, and Manny's Restaurant are
sponsoring a fundraiser for the "Bridges To Leisure" handicapped
program. The extravaganza will be held at Manny's (3050 Pio Pico)
on September 15 from 11 AM - 4 PM. There will be entertainment, prizes,
special guests, a complete buffet dinner and margueritas. The donation
for the event is $25 per person. Call Carol Behr at Ext. 5576 for
further details.
The fall brochure will be ready for distribution the first week of September.
Classes begin the week of September 10.
The Parks Division completed their project at Pine Field. A new chainlink
fence and a block wall have been installed on the east side of the facility.
A request has been submitted to the C.C.C. (California Conservation Corps)
to plant more trees and clear away brush at La Costa Canyon Park. Keith
Beverly from the Parks Division will supervise this project.
Dave Bradstreet, "Carlsbad Park Chief" (as quoted from the Blade Tribune)
will be on vacation from August 13-31. Doug Duncanson will be in charge
of the department during his absence.
Staff is looking into the possibility of converting one of the Monroe Tennis
Courts into a paddle tennis facility. This would be done on an experimental
basis.
The City Council directed staff to proceed with the construction of a Community
Center. The next step is to conduct an E.I.A. (Environmental Impact Assessment),
a C.U.P. (Conditional Use Permit), and come back to Council with detailed cost
estimates.
The development of Calavera Hills Community Park is in the preliminary planning
stages. Staff is going to prepare a R.P.P. (Request for Proposal) to hire a
consultant to design the park.
The contractors have started grading La Costa Meadows School. The excess dirt
will be used to fill the future Fuerte Park site. The City will also prepare
a C.U.P. before the park is built.
The 4th Annual Volleyball Tournament is scheduled for September 8 and 9 at the
Oceanside Harbor Beach. The event includes men's, women's, and coed doubles.
The City Council donated $500 to the Carlsbad Bobby Sox All Star Team. The team
is collecting contributions so they can compete in the National Championships in
Buena Park on August 18-24.
