TRAFFIC SAFETY COMMISSION

CALL TO ORDER:
The meeting was called to order by Chairman Hood at 3:02
p.m.
ROLL CALL;
Present: Chairman Wood, Commissioners
Melideo, O'Day and Harkins.
Commissioner Punches arrived at
3:08 p.m.
Absent: None.
Staff Members present: Steve Tisdale, Project Manager
Ron Bedcman, City Engineer
Vincent Jinno, Chief of Police
APPROVAL OP MINUTES;
The Minutes of the November 5, 1984, meeting were
approved as presented.
REPORT ON ACTION ReuuiaSTEU AT PREVIOUS MELTING
Steve Tisdale reported the updated traffic counts for
Edinburgh and Glasgow were available and copies were
distributed to the Commissioners.
ACTION ITEMS;
1. Cadencia between Del Rey Avenue and La Costa Avenue •
- Request for stop signs, speed limit signs and children-
at-play signs.
Chairman Wood reported the Traffic Committee recommended
a speed study, to establish a speed limit that could be
enforced with radar by the police. The Committee
recommended a "school bus stop ahead" sign for the area.
The Traffic Study has not been done at the present time.
Mrs. Jacquie Laskiewicz, 7575 Cadencia, spoke on this
item, stating the speeds down Cadencia are too high, and
there is no visibility to La Costa. She stated it is
very difficult to back out of driveways now, and there
will soon be six driveways instead of four, making more
traffic backing out into the street.
The Commissioners explained to Mrs. Laskiewicz that stop
signs are not used to control speed, and Ron Beckman,
City Engineer, continued, stating the Committee
suggested a speed survey and establishment of a speed
zone on Cadencia, along with a school bus stop sign.
He stated he would also add a warning sign advising the
southbound traffic there is a stop sign ahead. This
would be located between La Costa and Del Rey, closer to
Del Rey, in order to give the drivers adequate time to
stop.
Ron Beckman stated that when the speed survey is
completed, an enforceable speed limit will be
established, forming a habit pattern for the drivers in
that area, with a speed limit to be enforced by radar.

Steve Tisdale reported that when the area becomes more
developed, the traffic speeds will automatically
decrease.
Traffic Safety Commission accepted staff reoomnendation
to do a speed study on Cadencia at Del Rey Avenue and
install "School Bus Stop Ahead" sign for the downhill
traffic. Also, a warning sign of "Stop Sign Ahead"
should be added for southbound traffic on Cadencia.
2. El Camino Real and Kelly - Request for a signal.
Chairman Hood commented that this item originated with
staff.
Ron Beckman, City Engineer, stated the City was
proceeding on the premise that this Conmission would
approve this request. He stated this had been included
in the CIP. In answer to query, Mr. Beckman explalined
this was included in the public facilities fee program.
If there is an access granted opposite Kelly in the
future, that developer will have to put in the fourth leg
of the signal. He concluded, stating this signal will be
synchronized with the signal at Tammarack and El Camino
Real.
Traffic Safety Conmission approved the installation of a
traffic signal at El Camino Real and Kelly Drive.
3. Tamarack between El Camino Real and Skyline - Request
for a 35 mph speed limit zone.
Steve Tisdale gave the report on this item, referring to
the speed study in the packet, and stating the
recommendation of staff was for a 35 mph speed limit.
Ron Beckman added that the developer had been required to
put a chip seal coating on this area to make the surface
rough, to establish contact between the tires of cars and
the pavement during the time the pavement is wet.
Traffic Safety Conmission approved the 35 mph speed limit
between El Camino Real and Skyline.
Commissioner O'Day asked for re-consideration of the
stop siqn at Tamarack and Skyline, after the
improvements are put in
Ron Beckman stated this will be put on the agenda after
the street has been opened to traffic.
4. Tamarack between Skyline and Elm Avenue - No
Parking Ordinance.
Steve Tisdale reported this was a safety item. Staff
will not post this area until there is a problem, and
then that area will be posted "No Parking".

Traffic Safety Commission approved staff recommendation
of "No Parking" on Tamarack between Skyline and Elm
Avenue.
Commissioner Harkins commented that items 3 and 4 had
been pre-decided.
Ron Beckman answered that these items could have been
taken to Council, but were presented to the Traffic
Comussion, for their recommendation. He added that no
irrevocable actions will be taken by staff or the
Committee without first coming before this Commission.
By proper notion, the meeting was adjourned at 3:37 p.m.
