MINUTES MEETING OF: DATE OF MEETING: TIME OF MEETING: PLACE OF MEETING: PARKS & RECREATION COMMISSION October 21, 1985 5:00 p.m. City Council Chambers COMMISSIONERS CALL TO ORDER; The meeting was called to order by Chairman Wright at 5:04 p.m. ROLL CALL; Present - Chairman Wright, Commissioners Conti, Dahlguist, Donovan, Morrison, Popovich and Regan. Absent - None. Staff:Dave Bradstreet, Director of Parks & Recreation Doug Duncanson, Park Superintendent Also Present: Council Liaison Pettine PUBLIC OPEN FORUM; There was no one present for the Open Forum. APPROVAL OF MINUTES; The Minutes of the September 16, 1985, Meeting were approved as presented. APPROVAL OF AGENDA; Chairman Wright stated under "Unfinished Business", Item G. Macario Canyon Park Development Proposal should be changed from an Action Item to an Information Item. Under Additional Business, 12, add Item A. Update on Hunt Property. Commissioner Dahlquist asked for an item to be added regarding potential park land, and Chairman Wright said for this to be added to Item 10, Committee Reports. The Agenda was approved as amended. APPOINT SCRIBE; Commissioner Morrison was appointed Scribe for this meeting. Wright Conti Dahlguist Donovan Morrison Popovich Regan Wright Conti Dahlguist Donovan Morrison Popovich Regan MINUTES Page 2 October 21. 1985 COMMISSIONERS UNFINISHED BUSINESS: Chairman Wright referred to the information in the packet, stating Redevelopment had been contacted and had said that they, along with volunteer labor, would bring the granary up to code standards. Lynn Chase's letter stating the granary would be used six months as a pilot for the entire community and then the use would be re-evaluated. The foundation has been put' in by the Rotary Club, but the building has not been dropped onto the foundation. B. Scribe Report Chairman Wright asked Council Member Pettine to again relay to Council there has been no response to the recent scribe reports. If Council does not want this report, the Commission will stop including this on the Agenda. Dave Bradstreet stated he would check with Council on this. C. Purchase of Agua Hedlonda Lagoon Commissioner Dahlquist asked the Commissioners to make telephone calls and write letters as individuals to help obtain this area as a State Park. She added her disapproval of the suggestion of Mr. Briner to have this a wildlife habitat. Dave Bradstreet reported that SDG&E were still investigating the possibility of selling or leasing the lagoon. Chairman Wright asked Mr. Bradstreet to clarify the Commission's position with Mr. Schmidt. He further suggested a letter be drafted and copies sent to the Commissioners for changes or additions, and then mailed out stating the Commission's position on securing the lagoon as a State park. D. Median on Alga Road Extension Commissioner Conti stated he would like to see the City finish what it started in improving Alga Road. This Commission made a suggestion to Council, and if they do not wish to do anything about the median, then it is a dead issue. He stated he would like a reply from Council. E. Weed Fire Hazard Along Alga Road Chairman Wright referred to the information in the packet and stated it was self-explanatory. MINUTES Page 3 October 21, 1985 COMMISSIONERS F. Indoor Soccer Facility at the Monroe Street Tennis Courts Chairman Wright explained the Commission was concerned about the possibility of this project making "money" and Dim Courtney had been Invited to this meeting to explain this request. 3im Courtney, representing the Indoor Soccer of Carlsbad referred to a letter written to the Commission. He described plans for the soccer facility and stated that at the end of a year's trial, if the facility had not been successful, they would then replace the equipment to return the space to a tennis court. Mr. Courtney said the courts are in bad condition at the present time, and are being re-surfaced. At this point, there was a discussion about the courts being re- surfaced if this request was to be granted. Mr. Bradstreet stated there was a misunderstanding, and the re-surfacing would be halted. Mr. Courtney assured the Commission any money taken in by the soccer facility would be used to keep the program going and allow the sponsors to stop contributing out-of-pocket to those expenses. In discussion, It was pointed out these courts are the last to be used, due to the noise and condition of the courts. Mr. Courtney explained they hoped to instill some neighborhood pride in the soccer court, which would help keep the area free of debris. He felt this would be an important facility for the younq people as well as adults. Parks & Recreation Commission approved the request of the Indoor Soccer of Carlsbad to convert a court for a year trial basis. G. Macario Canyon Park Development Proposal Chairman Wright stated this was now an information item and not an action item. Oim Courtney read from a handout he had distributed to the Commissioners, stating there is a deficiency of nine ballflelds at the present time. The ones that are coming on line will be practice fields only, as they cannot be skinned infields. He used wall maps to show the conceptual plan for Macario Canyon Park which has never been formally adopted. Cannon Road Is being constructed at the present time, and Mr. Courtney stated he did not wish to change the plan, but asked the City to design the park and plan for ballflelds. He explained the parking plan and picnic areas. In answer to query, he stated CARA was asking the City to fund thisproject, and was not volunteering to complete the project itself. Wright Contl Dahlquist Donovan Morrison Popovich Regan MINUTES Page October 21, 1985 COMMISSIONERS Mr. Courtney suggested developers be qiven credit for a certain portion of money to be spent on Macario Canyon Park, instead of fees or other outside land for park purposes, and have the City seek negotiated contracts for the building of the park. Chairman Wright stated Macario Canyon Park is not listed in the City's plans until the late 80's or 90's, with the higher priority being given to other projects. He continued, stating CARA is able to build, maintain and provide fields for non- profit organizations, and the City is not in the business of giving up park lands for those organizations. Chairman Wright further stated that the Commission felt the City parks should be for the entire family, with passive areas included, and not Just include ballfields. The Commission represents the entire community. Commissioner Conti commented that it would be unwise to invest money in ballfields only to find they were not being used in the years to come. Dave Bradstreet stated the start-up date for Macario Canyon Park has been speeded up, and could be as soon as a year away. He confirmed that Cannon Road is being constructed now, and added that from his standpoint he would be willing to work with groups to accelerate the development of the park with an opportunity to provide a plan for outside organizations. He stated the problem is financing. Commissioner Donovan stated she would favor working with any group that wanted to do something at Macario Canyon. Dave Bradstreet stated he had no objection to working with anyone,, but this was not a project he had been directed to work on, and the work could be done by private groups. In answer to Mr. Courtney commenting that "kids were not an outside group", Chairman Wright stated he did not say kids were outsiders; he was referring to non-profit organizations who have the ability to get facilities and land other than coming to the City. In discussion regarding what CARA could do, it was stated that the City had adopted a plan and that was what Parks & Recreation would pursue, and there was nothing that CARA could do to change that. Chairman Wright stated he could like to see the report on the proposed golf course for Macario Canyon and the construction of the road prior to considering any other proposal. Dave Bradstreet stated this land proposed for ballfields was not the same as that proposed for the golf course, but the Fish and Game Department would have to be contacted first. MINUTES Page 5 October 21, 1985 COMMISSIONERS Dave Bradstreet stated that forty million dollars was the amount set for the development of the park, with one third to be paid by the City and two thirds by private development. The City would be responsible for access, sewer lines and all utilities, and the building of Faraday. He added that ballfields could be put in there now, with the Kelly development coming on line. NEW BUSINESS; A. Chamber o.f Commerce's Request to Use Cannon Lake Dave Bradstreet referred to the letter in the packet from Douglas Yavanian of the Chamber of Commerce. He stated that Pea Soup Andersen's has fallen through for the Chamber facility, and asked whether the Committee should consider this request and report back to the Commission. Commissioner Popovich reported the Committee had met on this land use and felt it should not be leased, but kept for this type of use. The question arose as to what the Chamber of Commerce status was as far as being a part of the City. The City does provide funding for them and the Commissioners requested more information as to Just what the Chamber of Commerce does fall under as far as being part of the City government. Dave Bradstreet said the Chamber was talking about a $1.00 per year lease, and this area had been dedicated as open space. The Commission would like to know whether Cannon Lake could be sold or whether it had been dedicated as a permanent park site. Following a discussion, the Commission by consensus, decided to refer this request to the Parks Site and Facility Planning Committee to investigate the possibilities of a lease, and to determine the status of the Chamber of Commerce within the City structure. Commissioner Conti requested Council Member Pettine to bring to the City Manager's attention the Commission's request regarding the Alga Road median landscaping. COMMITTEE REPORTS; A. Potential Park Land Commissioner Dahlquist stated she was looking for more park areas, and wondered about the land south of Buena Vista Creek bordered by Carlsbad Boulevard and the Pacific Ocean. Dave Bradstreet answered that land was in litigation with the State wanting to get the land for wetlands type of activity. He will include a report as an information item in the packet. MINUTES Page 6 October 21, 1985 COMMISSIONERS Commissioner Dahlquist reported there are some signs up on the streets and she wants signs for beach access and all current park lands indicating a future park site. Doug Duncanson reported the signs will be made as soon as the rainy season starts. C. Stagecoach Groundbreaking Chairman Wright reported on the Stagecoach Park groundbreaking, stating there was even a cake in the shape of a stagecoach. ADDITIONAL BUSINESS; A. Update on Hunt Property Dave Bradstreet reported 30 to *2 acres were to be dedicated for park purposes, and on-site, if possible. At first, it looked as though there was. no land available on the site and the developer would pay fees and the City would have to buy the land elsewhere. A letter was written to the developer stating if the land was not available on- site, the City wanted the developer to buy the land and dedicate it to the City. After a meeting last Thursday, it appears there is land available on-site of approximately *0 acres. The City is working with Sammis to get additional acreage at the same time. Sammis and Hunt will work together to meet the park concerns and buy land concurrent with the Hunt land. Mr. Bradstreet recommended the Site Committee meet with him to look at this situation and discuss at the next Commission meeting. The Committee will consist of Commissioners Popov ich, Conti and Regan. Dave Bradstreet stated the school district wants to buy land in that area right now, and with the development the streets will go through giving access to the area. Scribe Report Commissioner Morrison gave the Scribe Report. Box 1605 Carlsbad, CA 92008 Dear Mr. Yavanian: At the last meeting of the Park6 and Recreation Commission, the Commission referred your request to locate a "Mini Civic Center" at Cannon Lake to the/Site and Facility Planning Committee. The Committee has'discussed this issue and recommended that Cannon Lake be retained by the City as open space for some future recreational public use. They further recommended that the property should not be leased. This item was presented to the Commission at their meeting on November 18, 1985. They voted to accept the Committee's recommendation to leave the area as open space, instead of leasing it. We believe the development of the Mini Civic Center has some merit. We wish you the best of success on finding a suitable site for the facility. One of the options currently being entertained is the construction of a facility which not only would serve our needs, but also deliver a source of additional income through lease- able space. To that end, we would then need land on which to construct such a facility. Our location needs become somewhat focused as we need to build on a centrally located site easily accesible to visitors in close proximity to the freeway. One particular site which has been discussed as a possibility is a piece currently owned by the City of Carlsbad. Specifically, the piece we're talking about is located adjacent to "Cannon Lake" (Cannon Road at the railroad tracks). We would like to explore _the feasibility with you and the Parks and Recreation Commission of locating a complex on that site which might also be turned into a "mini civic center" that could include a senior's facility, Visitors Bureau, and Chamber of Commerce, within a park- like setting. This is a very futuristic and long-range consideration. If there is. any interest in this concept, please give me a call so that a meeting can be set. Sincerely, Douglas A. Yavanian Executive Vice President Attachment A2 DAY:dp October 31, "1985 TO: RAY PATCHETT, ASSISTANT CITY MANAGER FROM: DAVID BRADSTREET, PARKS & RECREATION DIRECTOR CANNON LAKE PARK I would like to meet with you as soon as possible to discuss two proposals for the Cannon Lake Park Site located west of 1-5 just off Cannon Avenue. Proposal One; Joel Prescott requested to use property for a storage facility. This proposal has been before the Parks & Recreation Commission and was denied. Proposal Two; ' ~ The Chamber of Commerce has requested to lease the park site for $1.00 per year to locate a mini civic center. - This proposal was brought before the Parks & Recreation Commission on October 21 for discussion. The Commission recommended to refer this to the Site Development Com- mittee for further study. The Commission also asked staff to find out if the subject 6.0 acre Cannon Lake site can be sold or if it is designated for park use only. I sent a memorandum to the City Attorney requesting his opinion of whether this site can be sold. He indicated to me that the question of "Should the park site be sold or not?" should not be of concern to the Parks & Recreation Commission at this time. The Commission's role would be one of finding out what type of park use should be planned for this area. The City Attorney stated that if the Commission feels that this site should be sold, they should make this recommendation to the City Manager's office. Then the City Attorney will render an opinion of whether it can be sold. I plan to meet with the Park Site Committee in two weeks to discuss the Chamber's proposal. In the picture, our house is the one in the middle. The foreground of the photograph is the HOSP GROVE PARK. One of the chief reasons I purchased this particular lot vas because it backed up on such a beautiful setting. The scheduled 6 foot high chain link fence is not my idea of aesthetically pleasing enclosures. Hy Tife and I Tould like to be able to enjoy a relatively unobstructed viev of the park from our dining room. I believe that the design I am proposing for my deck and railing Till perform tTO important functions: 1. It Till not disturb the edge of the natural amphitheater or other-wise encourage the collapse of the rim. It Till not add post holes or alloT planting or traffic near the edge. (In fact, my proposal Till protect the edge from any further erosion.) 2. The railing that I Tish to install at the edge of the proposed deck Till prevent visitors from venturing too near the edge. There they might fall. I understand that Resolution Ho. 2230 . adopted December 14, 1983, at paragraph 19, specifies a vinyl covered chain link fence. Please take a look at my proposal and reconsider this requirement. I have already spoken Tith several persons on the Architectural Committee for the CARLSBAD-YOODRIDGE HOMEDVHERS ASSOCIATION and they have no objection to the proposal. Correll, Owner Sept. 3, 1985 Attachment C3 Parks & Recreation Commission "The Green Sheet" November 18, 1985 Thanks to all who attended the Chase Field Open House Thursday, November 7th. There were about 30 people that attended the event. Vandals struck for the third time at Pio Pico Park. There was over $1,500 in damages done to the trees that are part of our forestation project. The Granary roof shingles were replaced and the building has been lowered on the foundation. The Rotary Club has a work party scheduled on November 16th to sand and paint the structure, The Parks crews were kept very busy on Tuesday morning, November 12. They were cleaning up debris left by the storm that hit the area over the weekend. The Winter Brochure will be mailed out to Carlsbad residents November 30. They will be available December 2nd to non- residents . Rosemary Eshelman started work as Recreation Supervisor I on November 12. We are happy to have her aboard. Rosemary has worked part-time for our department for nearly four years. Sign-ups are in progress for Youth and Teen Basketball. There will be a special basketball clinic on Saturday, December 7 from 10 AM - Noon at Carlsbad High School for 3rd - 6th graders. A second clinic for 7th & 8th graders is scheduled for December 14, Scott Wright along with his Varsity Team players will be available to help out and give pointers to the participants. All of the Parks & Recreation staff wish you a safe and happy Thanksgiving. B-T editorial Park plan disserves 2nd look The city of Carlsbad has been : handed an opportunity to do somd- tMng good for its citizens in the" ' immediate future. Monday night a coalition of * recreation leagues presented the* park and recreation commission ; wfth a plan to develop part of the city's Macario Canyon property into a series of playing fields. The plan calls for five dedicated • baseball diamonds that could be used in the off-season as soccer or football fields, four dedicated soc- cer fields that could be used dun ing that sport's off-season as prac- . tice haaahall fields, parking for 800 cars, picnic areas, two tot lots, utilities and an access road. The cost of the proposal was estimated at $3.2 million. It would' use some 25 acres of the 288-acre city holding. The need for more recreation facilities in Carlsbad is long-stan- ding and acknowledged and the ci- ty has already made a commitment to meet it. It is spending some $3.5 million in 1985-86 public faculties and in-lieu fees for park construc- tion and improvement in other areas of the city. The plan proposed by the Carlsbad Athletic and Recreation Association (CARA) would be a welcome addition to the city's ef- forts in this regard. ,,, : The Macario Canyon area al- ready is designated for future park use and playing fields are a part of those plans. Yet the parks and recreation .commission responded coolly to the CARA plan and filed it without action. We think the commissioners •should reopen that "file" as soon as possible. We think the CARA plan should be considered for possible inclusion in the city's 1986-87 capital improvement pro- gram. Park and recreation direc- tor Dave Bradstreet told the Blade-Tribune that that is possi- ble. Bradstreet endorsed the multi- use concept put forth by CARA. He said access has been the barrier to development of the Macario Can- yon property. But now, he ex- plained, access is expected to be provided by work that is now under way in conjunction with dearby development. The site . ,' ought to be available for fruitful phased development as a park ] within the time frame for 1986-87 i" Capital improvements, he said. Park and recreation commission * chairman Scott Wright said Mon- day that Macario Canyon ballfields would not serve all the citizens. That seems to us to be a little unreasonable. Large numbers of Carlsbad citizens are involved in recreation Softball . leagues, Little League baseball, Pop Warner football and the like. Previously, Bradstreet has said - • the city does not have the money to immediately undertake a plan like CARA's. Yet the city has some $900,000 in unallocated public facil- ities and in-lieu funds. Pressed about the possible use . of that money to fund the CARA plan, Bradstreet allowed Tuesday that there is a good chance some part of the first phase of the ! ,,,, j Macario Canyon project could be ' included in 1987 capital improve- ment plans. We think CARA's plan for Macario Canyon should be given a full and open-minded hearing by the park and recreation commis- sion. A time should be scheduled for CARA to present details of the plan and consideration should be given to trying to incorporate such plans into the conceptual design for the Macario Canyon project. In part, according to spokesman James Courtney, CARA sees its plan as a chance for the city of Carlsbad to undo some of the, damage caused by footdragging when it comes to providing recreation facilities that the citi- zens want. This is a good opportunity for Carlsbad city officials to regain some of their citizens' lost faith. They should rethink their ap- parent decision to "file and forget" the CARA proposal.
