COMMISSIONERS
CALL TO ORDER:
Chairman Lawson called the Meeting to order at 5:00 p.m.
ROLL CALL;
Present - Chairman Lawson, Commissioners Castner,
Dahlquist, Donovan, Popovich and Welshons.
Absent - Commissioner Morrison.

APPROVAL OF MINUTES:
Minutes of the Regular Meeting held June 20, 1988, were
approved as amended on page k of the Minutes to indicate
the letter was not addressed to Cathy Regan, but to the
homeowners and given to her.
The Scribe Report and the Mayor's Comments of May 16
and Duly 18, 1988, were approved by the same motion.
Dave Bradstreet asked for a correction on page 23 of
the packet, AB #888-3, Item #2, the date should be 1989
and not 1988.
APPOINT SCRIBE:
Commissioner Dahlquist was appointed Scribe for this
meeting.
PUBLIC OPEN FORUM:
There were no requests to address the Commission.
PRESENTATIONS:
Mayor Lewis presented Certificates of Appreciation to
Commissioners Donovan and Popovich for their years of
service to the City.
Dave Bradstreet, Parks and Recreation Director,
introduced 3ohn Strayer, who will be a new
Commissioner on the Parks and Recreation Commission.
CONSENT CALENDAR:
Dave Bradstreet asked to have Item #6 removed from the
Consent Calendar.
Parks and Recreation Commission affirmed the action of
the Consent Calendar, with the exception of Item #6, as
follows:

WAIVER OF AGENDA TEXT READING:
Parks and Recreation Commission waived the reading of
the text of Agenda Items at this meeting.
1. AB #688 - 1 - DIRECTOR'S REPORT.
Parks and Recreation Commission accepted and filed the
dune - 3uly and July - August Reports.
2. AB #888 - 2 - BEACH AND LAGOON ACCESS UPDATE.
Parks and Recreation Commission accepted and filed the
report.
Commissioner Dahlquist commented the lagoon walk was very
successful.
3. AB #888-3 - REPORT OF CITY COUNCIL GOLF COURSE
SUBCOMMITTEE.
Parks and Recreation Commission accepted and filed the
report concerning recent Golf Course/Tennis Complex
Development Plans.
4. AB #888-4 - SAMMIS/ALTA MIRA PARK SITE.
Parks and Recreation Commission accepted and filed the
informational report.
5. AB #888-5 - TRIATHLON INFORMATION.
Parks and Recreation Commission accepted and filed the
statistical information regarding the 1988 Carlsbad
Triathlon.
6. AB #888-6 - STAGECOACH PARK - PLAY ART SCULPTURE.
This item was removed from the Consent Calendar.
7. AB #888-7 - AGUA HEDIONDA LAGOON AGRICULTURAL
PRACTICES.
Parks and Recreation Commission accepted the monitoring
procedures by SDG&E for reduction of siltatlon build-up
in Agua Hedionda Lagoon.
ITEM REMOVED FROM THE CONSENT CALENDAR:
6. AB #888-6 - STAGECOACH PARK - PLAY ART SCULPTURE.
Dave Bradstreet reported the play sculpture for
Stagecoach had been approved and he introduced Connie
Beardsley, Arts Program Manager.
Connie Beardsley stated the sculpture by Lloyd Hamrol
was chosen unanimously by the Selection Committee and
the Arts Commission. She explained that the selection
was narrowed to three and those three submitted
maquettes, which were on display for public comment.
There were over ^60 comments submitted by the public,
with the majority of those In favor of the Hamrol
sculpture. Ms. Beardsley stated construction would
start in November, with completion contemplated
sometime in February.

Ms. Beardsley thanked the Parks and Recreation staff for
their help and cooperation with this sculpture
selection. She added there will be another temporary
art exhibit starting October 30, and some of those art
works will probably be placed in parks and they will
work with the Parks staff on that.
Ms. Beardsley read a description of the planned
sculpture at Stagecoach, where the artist stated he had
lowered the height of the sculpture to no taller than
four feet, and that the sandstone to be used was from
Utah and was less pink than the model.
Ms. Beardsley also announced the Pops Concert to be
held September b, 1988, at the Carlsbad Research
Center.
Parks and Recreation Commission accepted the report as
presented by Connie Beardsley.
PUBLIC HEARING:
None.
DEPARTMENTAL REPORTS:
8. AB #888-8 - PACIFIC RIM PARK SITE.
Dave Bradstreet gave the Initial staff report as
contained in the Agenda Bill.
Mark Steyaert continued the report, using wall charts
to show the proposed park area and the possible
ammenity suggestions by ONA.
Dave Bradstreet stated there are not sufficient funds in
the PFF fund in the next few years to develop this park,
and the developer will upfront the money for 15 acres.
The park will be developed in two phases—15 acres and
then 9 more acres when the PFF funds are available.
The City wants to be certain it has 24.25 acres of
developable parkland. The City is negotiating with
Hillman Properties for another 5 or 6 acres located
below this area.
Mark Steyaert indicated the 17.5 usable acres on a map
and showed the 6.5 acres that are constrained—basically
because they are too steep. He described the
ballfields to be included; picnic area and open play
area; lookout area with a view to the ocean: tennis
courts; basketball courts; horseshoes and shuffleboard
and tot lots. There would be parking for 220 cars.
In answer to Commission query, Mr. Bradstreet stated
that access to the park would be provided by Hillman
Properties as part of the initial conditions.

Commissioner Popovich asked about the percentage of
passive area in the proposed park and staff indicated
it was approximately 10 percent.
Commissioner Dahlquist inquired whether the ballfields
would be lighted and Dave Bradstreet answered the City
tries to light as many ballfields as possible.
Commissioner Dahlquist requested that information be
published and made available to all people involved;
particularly prospective buyers for the properties
surrounding the park area. She asked whether there was a
sign at that site stating there would be a park there in
the future.
Mr. Bradstreet stated three signs are on order at this
time; one for Larwin; Alga Norte and Hillman-Hunt Park,
and these signs will be posted at the sites to inform
people that in the future there will be a park there.
Commissioner Dahlquist stated this information should
also be in the literature for those sites and should
say that lighted ballfields will be located in that
park.
In answer to queries about swimming facilities, Mr.
Bradstreet stated that is planned for Alga Norte, as
there Is more space in that park and it is more
centrally located. Commissioners Donovan and Welshons
both expressed a need for a swimming facility.
Commissioner Welshons also suggested a jogging course.
Mr. Bradstreet informed the Commission that the
amenities planned are strictly on a proposed basis at
this time and will be studied more closely at a later
time.
Mr. Bradstreet explained the time frame for this park,
stating the dedication of the land was about two years
off, with the money available a year after that. The
second phase of the park would not be part of the CIP
until 1993 plus. This park ranks behind Alta Mira and
the Sammis park.
Parks and Recreation Commission accepted the staff
report with the input from the Commissioners.
COMMITTEE REPORTS:
A. Parks and Recreation Element Revision (Lawson,
Popovich and Welshons)
Dave Bradstreet reported the subcommittee had completed
their work and all changes are now being made to the
Element. By the end of this week, the document will be
sent to the Planning Department; Engineering Department;
City Attorney; City Manager's Office, for comments and
recommendations.

Parks & Recreation Commission recommended a September
meeting in north Carlsbad and an October meeting in
south Carlsbad to review the revised Element and take
public input.
Chairman Lawson voted in opposition due to the schedule
suggested because staff Indicated the report would be
incomplete, with the graphics not ready by September.
Commissioner Welshons was in favor of having the
subcomittee take the Element to the north and south
parts of Carlsbad within one week and then bring the
comments back to the Commission.
Keith Beverly stated he believed the Commission could
not take any action on the Committee Report, other than
accept the report.
Chairman Lawson apologized for the previous action and
directed staff to continue to work on this item.
Mr. Bradstreet stated staff would present an outline at
the next meeting.
AGENDA ITEMS FOR SEPTEMBER 19, 1988.
Parking at Stagecoach - a study was to be made on how
many spaces would be lost with 60-degree angle parking.
Commissioner Donovan commented that the one-way traffic
at Stagecoach was working beautifully, and seemed to
have corrected all the problems.
Committee Assignments - to be reviewed.
Parks and Recreation Element.

ADJOURNMENT:
By proper motion, the Meeting of August 15, 1988, was
adjourned at 6:03 p.m., to the Conference Room for cake
and punch to honor Commissioners Donovan and Popovich.
