Absent: None. Staff Present: Dave Rradstreet, Director, Parks and Recreation Keith Beverly, Senior Management Analyst Doug Duncanson, Parks Superintendent Mark Steyaert, Park Planner APPROVAL OF MINUTES; Minutes of the Regular Meeting held November 21, 1988, were approved as presented. (Page 1 was reprinted on properly lined paper) The Scribe Report was approved by the same motion. APPOINT SCRIBE; Commissioner Morrison was appointed Scribe for this meeting. PUBLIC OPEN FORUM; There were no requests to address the Commission. PRESENTATIONS; There were no presentations. APPROVAL OF AGENDA; Parks and Recreation Commission accepted the Agenda as presented. CONSENT CALENDAR; Parks and Recreation Commission affirmed the action of the Consent Calendar, as follows: Lawson Castner Dahlquist Knox Morrison Strayer Welshons Lawson Castner Dahlquist Knox Morrison Strayer welshons Lawson Castner Dahlquist Knox Morrison Strayer Welshons MINUTES PARKS AND RECREATION COMMISSION December 19, 1988 Page 2 COMMISSIONERS WAIVER OF AGENDA TEXT READING: Parks and Recreation Commission waived the reading of the text of Agenda items at this meeting. 1. AB #1288-1 - DIRECTOR'S REPORT. The Director's Report (November - December, 1988) was accepted and filed. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 2. AB #1288-2 - BALLFIELD STANDARD REVISION Dave Bradstreet gave the staff report, stating that staff had added the goal of 50 percent of future fields to be lighted, if possible. The second addition to the standard was to not count private tennis courts. Chairman Lawson inquired about Macario Canyon Park, which is listed in all four quadrants for 25 acres, but listed in the northwest quadrant. Dave Bradstreet explained that of the 288 acres in Macario, 100 are divided Into 25 acres for each quadrant, but the ballfields are credited in the northwest quadrant, as that is where the park is located. Chairman Lawson commented that any future agreements with schools for Joint use were not included In this report, and that this standard was a basis for a report to be compiled one year from now, for a comparison. Commissioner Welshons asked that additional activities be included in the statistics, to give the Commission more information about activities other than Just ballfields. Commissioner Strayer commented that the Commission should be mindful of the needs of other groups as far as facilities. Suggestions were made to include golf courses, swimming pools, picnic areas and other passive areas. Parks and Recreation Commission accepted the ballfield standard revision as presented and requested staff file the report for the basis of an ongoing review of ballfield standards. 3. AB 11288-3 REQUEST TO HOLD CAR SHOW AT HOLIDAY PARK. Dave Bradstreet reported that this Commission had discussed car shows some time ago and decided to eliminate car shows in City park areas because of the damage to the parks. 0006 Lawson Castner Dahlquist Knox Morrison Strayer Welshons X X X X X X X X MINUTES PARKS AND RECREATION COMMISSION December 19, 1988 Page 3 COMMISSIONERS DEPARTMENTAL REPORTS; (Continued) Mr. Bradstreet stated that the Sleeper's of Southern California Car Club had appealed that decision, and had requested permission to hold a car show next Duly at Holiday Park. The club donates the proceeds to charities and had agreed to pay for any damage to the park. The club also agreed to put up the funds in advance, and part of those funds were not refundable. Dave Bradstreet stated staff had set the amount at $100 non-refundable and $350 refundable, but he was certain the club would pay for any damages over that amount. The Commissioners discussed the policy adopted by the Commission earlier this year, and questioned whether this constituted a waiver of an adopted policy. Mr. Bradstreet stated he understood each case would be considered on an individual basis. Bill Dominguez, of the Sleeper's of Southern California Car Club, stated the Club would be happy to repair any damage done to the park grounds and he desribed the procedure used last year to avoid any damage. He said the event is a one-day affair, and they are In the park from about noon until approximately 5:00 p.m. Commissioner Castner suggested an addition to the contract that if the damage exceeds $350, it would be borne by the Club. $100 of the fee is not refundable, and Commissioner Castner wanted the other stipulation also included in the contract. Commissioner Welshons read from the Agenda Bill previously approved by this Commission where a deposit of $500 was required, with $250 not refundable. She asked why the fees for this show were different. Mr. Bradstreet stated he made the change, due to the type of show this Club holds. Commissioner Welshons felt this was a drastic change in policy. Mr. Bradstreet stated he felt this was an appeal from the policy established by the Commission, but did not refer to the amount of deposit. The consensus of the Commission was to place an item on next month's agenda to discuss the policy of the Commission. Commissioner Morrison stated the difference in figures did not affect the policy, as that was not part of the policy. She felt only one motion was necessary, to approve the request, as that would take care of waiving the policy. Commissioner Knox commented that a policy manual would be helpful for the new Commissioners. Parks and Recreation Commission approved the request of the Sleeper's of California Car Club to hold a car show in 3uly in Holiday Park. The contract is to incude the condition that if the damages exceed $350, the Club is to pay those charges. AB »1288-» ELECTION OF PARK AND RECREATION COMMISSION OFFICERS. Commissioner Morrison nominated Commissioner Dahlquist for Chairperson, and Commissioner Castner seconded the nomination. By unanimous vote, Commissioner Dahlquist was elected Chairperson of the Parks and Recreation Commission for 1989. Commissioner Lawson was unanimously elected to be Vice- Chairman of the Commission for 1989. COMMITTEE REPORTS: None. AGENDA ITEMS FOR JANUARY 16. 1989; Keith Beverly stated there would be an Item on next month's agenda to dicuss liaisons with the Arts Commission and the Historic Preservation Commission. Commissioner Dahlquist requested an item on the roads through the Kelly property and the status of those connecting roads. Commissioner Welshons suggested having the staff photographer take a group picture of the Commission. Commissioner Strayer stated there will be an agenda item to discuss the lights at Calavera Hills Park, with all groups represented. SCRIBE REPORT; Commissioner Morrison gave the Scribe Report.
