CALL TO ORDER:
Chairperson Dahlquist called the Meeting to order
at 5:05 p.m.
ROLL CALL:

Absent: Commissioners Castner and Lawson.

APPROVAL OF MINUTES:
Minutes of the Regular Meeting held March 20, 1989,
The Scribe Report and the Mayor's Comments were
approved by the same motion.
APPOINT SCRIBE;
Commissioner Morrison was appointed Scribe for this
meeting.
PUBLIC OPEN FORUM;
There were no requests to address the Commission.
PRESENTATIONS;
There were no presentations.
APPROVAL OF AGENDA;
Parks and Recreation Commission accepted the Agenda as
presented.
Lynn Chase Introduced Nancy Qulntana, the new
Receptionist/Cashier at Calavera Hills Park.
CONSENT CALENDAR;
Parks and Recreation Commission affirmed the action of
the Consent Calendar, as follows:

CONSENT CALENDAR; (Continued)
1. AB #489-1 DIRECTOR'S REPORT.
Parks and Recreation Commission accepted and filed the
Director's Report (March 1989 - Apr I I 1989).
2. AB #489-2 COMMISSION/COMMITTEE MASTER SHEET.
Parks and Recreation Commission accepted and filed the
updated (April 10, 989) Master List of Carlsbad
Commissions and Committee Members.
PUBLIC HEARINGS;
None.
DEPARTMENTAL REPORTS:
3. AB #489-3 - FEE REVISIONS.
Dave Bradstreet reported that this Commission and the
City Council had directed staff to review the fees
pertinent to the Parks and Recreation Department. Jim
Elliott, Finance Director, had his staff review all
fees throughout the City. This did not include fees
for classes or daytrlps.
Jim Elliott, Finance Director, continued the report,
giving the history behind the material before the
commission and to answer any concerns. Mr. Elliott
stated the City's Intent had been to encourage the use
of Its fact 11Ities and not make the cost too high for
the citizens, and had attempted to recover 50 or 60
percent of the cost of operation, by making the fees
cover the direct costs and some overhead costs.
Mr. Elliott said the second Issue was to determine
whether the City's charges were In line with other
agencies. He referred to the charts in the packet and
used transparencies to show those charts.
Lynn Chase explained the fees for the Agua Hedlonda
Lagoon, and stated that the majority of the Income Is
for permit fees, with non-residents paying higher fees.
The swimming pool was discussed, with Mrs. Chase
explaining that there were three kinds of users for the
pool; one, commercial, two, non-profit, and three, the
School District. She further explained that for non-
exclusive use, the charge was $2.50 per lane.
Mr. Bradstreet stated that there is no charge to the
school for use during the day, and the goal in setting
the fees was to charge the same fee for any group
entering a use agreement.
There was a discussion about swimming teams that would
represent the City, and the idea was suggested that the
City could carry a larger part of the cost for those
teams, with the idea that the publicity of a winning
team could be of benefit to the City.

Lynn Chase stated that If the City were to subsidize the
use of the pool, that would open the door for others to
say they wanted free use of the pool. She reiterated
that the Intent was to equalize the fees across the
board.
Dave Bradstreet added that Council had directed staff to
determine if fees should be equal.
Commissioner Welshons suggested adding a comparison with
the YMCA and Olympic Resort.
Mr. Elliott stated that Carlsbad's competition Is with
other Cities and not with private pools. However, he
said those two could be added in the areas that do
apply.
By consensus, the Commission agreed to add YMCA and
Olympic Resort to the fee comparison as long as
qualifiers were placed there.
Parks and Recreation Commission accepted the Aqua
Hedionda fee structure changes, as printed.
Parks and Recreation Commission accepted the Aquatics
fees, as revised.
The fee comparison figures are to include the YMCA and
Olympic Resort with qualifiers that stipulate they are
private membership pools.
4. AB (C489-4 STATE WHALE WALK IMPROVEMENTS AND
MAINTENANCE PROPOSAL.
Dave Bradstreet showed slides of the blufftop area and
slopes In the area of the State beach where staff was
directed to look into the feasibility of making
Improvements and taking over some of the State land and
the maintenance and operation.
Mr. Bradstreet explained that the seawall is part of
the beach area and no dogs are al lowed there. The
blufftop Is called the "Whale Walk" and dogs are
allowed along the sidewalks.
Council felt the area under the control of the State
was In disrepair and needed improvements. Staff was
directed to negotiate with the State for ownership and
making improvements to the slopes, fence and irrigation
system. However, Council only wanted Improvement of
the grass area, and the State does not agree.
Mr. Bradstreet said that staff was to look Into getting
a grant to do some of the Improvements and letters were
to be written to Assemblyman Frazee and State Parks and
Recreation. He said that the State said the City could
not take part of the area, but must take all. Mr.
Bradstreet said the City could ask the State to do a
better job of maintaining this area. Also, the slopes
are controlled by the Coastal Conservancy, and nothing
could be done without their approval.

Parks and Recreation Commission received and filed the
City Council Agenda Bill regarding improvements to and
maintenance of the State Whale Walk adjacent to Carlsbad
Boulevard.
