CALL TO ORDER:
Chairperson Dahlqulst called the Meeting to order
at 5:05 p.m.
ROLL CALL:
Present: Chairperson Dahlqulst, Commissioners
Castner, Knox, Morrison and Welshons.
Commissioner Lawson arrived at 5:10 p.m.
Absent: Commissioner Strayer.

APPROVAL OF MINUTES;
Minutes of the Regular Meeting held April 17, 1989,
were approved as amended to Include the following:
"the Finance Director to discuss with Council the
opportunity to show support (by fee limitations) for
competitive swim and youth sports programs".
Minutes of the Regular Meeting held March 20, 1989,
were approved as presented.
The Scribe Report was approved by the same motion.
APPOINT SCRIBE;
Commissioner Castner was appointed Scribe for this
meeting.
PUBLIC OPEN FORUM;
Stephen McDonald, 2704 Via Collma, has children In the
dance classes held by Parks and Recreation, and
expressed concern that one of the best dance Instructors
was about to be lost to the children due to a
misunderstanding between that teacher and the Parks and
Recreation Department. He said she was the most
popular teacher In Carlsbad, and holds a recital each
year.
The conflict has to do with Calavera Hills Center and
the fact that she Is being denied use of It for tap
lessons, as It was felt that might damage the floor.
Mr. McDonald told of the dangerous situation at Harding
Street for the children, and how pleased the parents
were when Calavera Hills was finished. However, they
found out that tap classes would not be offered on the
hardwood floors. The teacher, Grace Ann, stated she
could not teach If the classes were not offered on
hardwood floors. She was offered linoleum floors, and
that Is very harmful for young children.

Mr. McDonald felt tap classes would not harm the floors
and after surveying dance studios, It was found that the
consensus was that tap classes would not be harmful.
Ken Price had written to Mr. McDonald stating that
the teacher had decided to stay at Harding, and Mr.
McDonald said that was not so, as she plans to leave.
He told of the difficulty of reaching anyone at Parks
and Recreation, and said this would be going to
Council, but he wanted this Commission to know the
situation.
Mr. McDonald asked for someone from the Commission or
staff to talk to professional dance studios and find out
what the reality Is behind amateur tap for little girls
on a ballet floors, and whether the wear and tear from
tap shoes Is worse than that of sports, tables and
chairs or high heels, and whether re-surfacing around
the bar area would solve the problem.
Chairperson Dahlqulst stated this would be an agenda
Item at the next meeting, for a full report.
PRESENTATIONS;
There were no presentations.
APPROVAL OF AGENDA:
Parks and Recreation Commission accepted the Agenda as
presented.
CONSENT CALENDAR;
Parks and Recreation Commission affirmed the action of
the Consent Calendar, as follows:

1. AB 0589-1 DIRECTOR'S REPORT.
Parks and Recreation Commission accepted and filed the
Director's Report (April 1989 - May 1989).
2. AB #589-2 - CARLSBAD BOULEVARD IMPROVEMENTS UPDATE.
Parks and Recreation Commission reviewed and filed
Information regarding current and future development
plans for Carlsbad Boulevard.

PUBLIC HEARING:
3. AB #589-3 NORTHWEST QUADRANT PARK ISSUES.
Mario Monroy, 3610 Carlsbad Boulevard, said he was
confused as to whether the Parks and Recreation
Commission wanted the public to speak before they
addressed the Issue or after, and he said copies of a
letter that had been sent to the Council should have
been given to the Commissioners. It was determined that
they did have copies.
Mr. Monroy said their group had not discussed this Item
as It was not received until Friday, and he would just
say a few words tonight and after the staff presentation
the other citizens could then make any statements they
wished.
Mr. Monroy said he wanted to comment on the packet given
to the Commission by Dave Bradstreet. He referred to
page two, where the word "supplement" appeared, and Goal
1, Policy 1C, you use the word "supplement" for school
grounds. In this memo, Mr. Bradstret had another
meaning for that word, which then makes the citizens'
group not certain about the meaning of that word.
Mr. Monroy said that since the Element has been approved
by this Commission and sent forward, the citizens' group
was concerned about the change In the meaning of the
word "supplement". He said the Growth Management Plan
had created some problems for the Northwest Quadrant
that nobody has addressed. In the other three
Quadrants, the things that happen In the parks are
through the Growth Management Plan or associations.
However, In the Northwest Quadrant, there are no
associations, but Just a group of citizens. Those
citizens have gotten together to look after the
necessities of their Quadrant. They do not Intend to
Interfere with the building In the Northwest Quadrant,
but they feel they are running out of time. They are 75
percent built out—but there Is nothing In the budget for
that Quadrant. If they wait until 1998, when most things
are planned for the Northwest Quadrant, there will not be
any land left for parks.
Mr. Monroy said they had looked at the land holdings of
the City In the Northwest Quadrant and feel there Is an
opportunity to use some of these lands for parks, and are
taking this matter to Council In the hope of not losing
another budget year. They have also requested of Council
to delay approving the Park Element and create an ad hoc
committee of members of staff, Parks and Recreation
Commission and residents of the Northwest Quadrant to
look at the portion of the proposed Park Element that
does not deal with the Northwest Quadrant. Mr. Monroy
added that the Element does a beautiful job for the
other three Quadrants, but not the Northwest Quadrant.
Mr. Monroy mentioned the money listed by Dave Bradstreet
to be spent In the Northwest Quadrant over the next ten
years, and said that If an Item was to be put out on
what was spent In the Northwest Quadrant, then they
should put In how much Income there was In the Northwest
Quadrant In the last ten years.

Chairperson Dahlqulst said that Mr. Monroy was saying
that the Northwest Quadrant Is unique and there are some
problems there. There Is committee work being done on It
at this time, and she said that an ad hoc committee was
an excel lent Idea.
Mr. Monroy said the matter was being taken to Council as
they were the only ones who could Initiate an ad hoc
committee.
Commissioner Lawson asked Mr. Monroy whether the
citizens' group was In concurrence with staff's position
at this time, and Mr. Monroy said "no", because of the
budget and the Parks Element. He said they did not want
to lose that one year of the budget, and that was why
they went to Council to create the ad hoc committee.
Dave Bradstreet highlighted the report and opened the
discussion for questions.
Mr. Bradstreet said Mr. Monroy appeared before the
Commission at the time of the reviewing of the Element
and said there was a citizens' group with areas of
concern about the Northwest Quadrant and asking about a
linear park along the railroad right-of-way.
Mr. Bradstreet said there were some errors In the
Element which were discovered, and he said the
sub-committee reviewed this report and did supply some
comments. He said concerns 1 - 6 were those of Mr.
Monroy, and 7 and 8 were the concerns and sub-concerns
In the letter of Thelma Hayes.
Council directed staff to review the economic Impact If
certain leased properties were not counted In the
Inventory, and that was answered In the report.
Thelma Hayes, 580 Laguna Drive, spoke about the Block
Grant funds for the Redevelopment Area, and stated that
this year there Is over two hundred thousand dollars In
that fund. Anyone can make suggestions for projects for
Block Grant funds and the projects can be anywhere In
Carlsbad. She said the Redevelopment Area Is an
Integral part of the Northwest Quadrant.
In answer to Commission query regarding the school
grounds being counted for 100 percent toward the park
requirements, Mr. Bradstreet explained that there are
agreements with the schools, and those could be made
stronger, If that was felt necessary. He said staff had
no problem with the school agreements as they exist.
In discussion, It was felt that the statement,
"Development of a five year plan to determine the most
effective method to Implement the Park Enhancement
program" should read: the £ark jsnhancement program,
eliminating the capital letters.

Marjorle Monroy, 3610 Carlsbad Boulevard, stated that
the citizens' group envisioned a transition period where
40 percent of the school park land would be counted
temporarily, as long as there was a plan to take up the
slack and not count that land as park land. She said
those areas are not for the people of the Norl-hwest
Quadrant—as the schoolyards are chained off and there
are signs warning people to stay out. Mrs. Monroy
stated those should not be counted as parks.
Mrs. Monroy said there was a recommendation to study
the Impacts of schoolgrounds not being counted In the
other three Quadrants—but the Northwest Quadrant was
left out. She said the attitude was that the Quadrant
was built out and nothing could be done If those were
taken out.
Phil Carter, Growth Management Manager, stated that It
would be premature to make a decision on whether or not
to count schoolgrounds to meet the standards untlI
there had been a study made of the Impact of such a
decision.
Mrs. Monroy said that the parks should be near the
people, and In the Northwest Quadrant most of the
people live between the railroad and 1-5. She said she
felt the parks should be where the people live who use
them the most, and added that a lot of apartment houses
were not Included In the 1980 census.
Chairperson Dahlqulst stated that the school districts
rely on the Parks and Recreation Department to schedule
their facilities, and have to be open to the public.
Dave Bradstreet stated that for clarification, the word
"supplement" was created by the sub-committee, and as
used In Concern #9, was to be In addition to and
counting toward meeting the park standard.
The Commission discussed the concerns of the citizens
and their desire for an ad hoc committee, and all
expressed the desire to cooperate with them to work out
the problems of the Northwest Quadrant.
The consensus of the Commission was to not delay the
passing of the Revised Parks Element, as It could be
amended at any time.
The Parks and Recreation Commission dlreefed the Park
Site and Facility Planning Subcommittee to meet with
representatives from the Northwest Quadrant and return
to the Commission with recommendations; and
further recommended that the 1989 proposed Parks and
Recreation Element Revision be approved as submitted,
with a condition that If any subsequent approved change
Is to be made to the document, It can be done by an
addendum at any time.
