Senior Cantor 7QQ Pino fluonnoCOMMISSIONERS CALL TO ORDER: Chairperson Dahlquist-Bursvoid called the meeting to order at 5:00 p.m. ROLL CALL: Present: Chairperson Dahlquist-Bursvold, Commissioners Castner, Strayer, Ward, and Welshons. Commissioner Lawson arrived at the meeting at 5:15 p.m. Absent: Commissioner Knox STAFF PRESENT: David Bradstreet, Director of Parks and Recreation Keith Beverly, Senior Management Analyst Ken Price, Principal Recreation Supervisor Lynn Chase, Recreation Superintendent Doug Duncanson, Park Superintendent APPROVAL OF MINUTES: The November 13, 1989 Parks and Recreation Commission Minutes were unanimously approved. The motion was made by David Castner. Kim Welshons abstained. APPOINT SCRIBE: Commissioner Welshons was appointed Scribe for the December meeting. PUBLIC OPEN FORUM: None. APPROVAL OF AGENDA: The Parks and Recreation Commission accepted the Agenda as presented. Motion was made by Commissioner Castner and passed unanimously. CONSENT CALENDAR: The Parks and Recreation Commission accepted the Consent Calendar as presented. Motion was made by Commissioner Castner and passed unanimously. 1. AB f1289-1 DIRECTOR'S REPORT. Parks and Recreation Commission accepted and filed the Director's Report for November/December 1989. Upon acceptance of the Consent Calendar, Commissioner Strayer requested a staff update regarding the progress on the development of the Municipal Golf Course at the Lake Calavara Site. David Bradstreet gave a brief report on the progress to date saying that RFP's had been developed for response to City staff with proposals for development, maintenance, and/or operation. Mr. Bradstreet stated construction was anticipated to begin December, 1990, with an anticipatedcompletion date of late 1992. PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 2. AB #1289-2 AFTER SCHOOL RECREATION PROGRAM ISSUE To review a staff report regarding after school and summer recreation programs as per citizen request made during the November Commission meeting. Commissioner Dahlquist-Bursvold introduced this item stating that the issue was addressed to the Commission during the November meeting and is before the Commission tonight for a staff report. Lynn Chase gave the staff report on this issue and stated that the issue came before the Commission last month with a request to establish recreation programs on an afternoon basis for the youth of Carlsbad in an effort to cut off potential gang activity which has recently been occurring in the City of Oceanside. Mrs. Chase statedthat at one time Carlsbad did in fact offer free recreation programs on an after school basis to the youth of Carlsbad. However, with the passage of proposition 13 limited the City's ability to provide those types of free activities due to budget constraints. Mrs. Chase outlined the report as presented for Commission discussion and gave an outline of the types of facilities and programs which are currently provided for the youth in the City of Carlsbad. In addition, she gave a brief outline of the types of recreation programs being offered to community youth in the City of Oceanside and indicated that those programs are made available at a cost of $56,000 to the Parks and Recreation Department for the City of Oceanside. That cost was representative of anafter school program, however, when the City expands the program to include summer time activities the cost will rise to $146,000. Mrs. Chase stated that since proposition 13 was voted in by the tax payers, the recreation division began to operate on a self sustaining basis, but could not be 100% self sustaining. For the most part, adult recreation activities were 100% self sustaining, however, the recreational activities provided for community youth were at a much lesser percentage in an effort to provide optimum recreational experience that could be enjoyed by a larger percentage of youngsters. In reference to the after school recreation programs which did occur in Carlsbad at one time, Mrs. Chase stated that after evaluation of those programs they were dropped for a number of reasons. She stated she felt that for the elementary aged school children that ample recreation is being provided for. However, she felt one area of improvement could be made to recreation activities for junior high and high school youth, and that one of the goals of the recreation department this year is toprovide those types of recreation activities. Mrs. Chase summarized her report in stating that current recreation programs being offered are in the process of being evaluated and that in the past couple of years the City's overall operating budget has been under some constraints of no new personnel, no new programs. She stated that we are this year starting to come out of that scenario and perhaps into a budget year of a little more prosperity and that the opportunity to provide types of recreation activities being discussed tonight may well increase. However, the divisions evaluation will consider again such duplication of services that are being offered to community youth through other organizations. Commissioner Castner at the conclusion of staff's report asked if any community youth had been turned away from our recreation programs due to the inability to pay. Mrs. Chase stated that to her knowledge no they had not, however did not know whether they had even been approached because of the inability to pay. She stressed that staff will make every attempt to provide for the needs of youth and a inability to pay through sponsorships provided through community donations, corporate entity donations and things of that nature. Dave Bradstreet stated that his office has never received a request to provide recreation to an individual due to that individual's inability to pay. Commissioner Castner stated he felt that we should do whatever possible to provide the types of recreation, however this issue may have been presented due to an over reaction to an article regarding the Community of Oceanside and may not necessarily relate to the City of Carlsbad. Lynn Chase referred to an article in Oceanside newspaper that stated that Oceanside was actively pursuing an increased recreation program for community youth and the new program was to be provided at no cost for community youth beginning at the first of the year. Commissioner Strayer stated that although the program is being offered to the community youth both in Oceansideand in Carlsbad are good programs but the number of people participating are relatively low and more effort needs to be made to draw community youth into these programs or in fact provide the type of recreation that more kids would be interested in. Commissioner Strayer made reference to an article written in the San Digeuto high school newspaper that makes mention of the types of activities that high school students are interested in. Mr. Strayer complimented staff for investigating teen recreational opportunities and providing for them. 0 7 MINUTES PARKS AND RECREATION COMMISSION December 18, 1989 Page 4 COMMISSIONERS DEPARTMENTAL REPORTS (continued): Commissioner Dahlquist suggested staff work with representatives of local junior high schools and high schools to get a feeling for the types of recreational activities that would be utilized by teenagers. Commission Lawson question one of the areas of discussion here referred to the latch key kids. Lynn Chase responded by stating that typically the latch key activities are provided by boys and girls clubs, and local YMCA's on an after school basis, and such would not be the case in these types of programs that are being considered. Commissioner Lawson asked whether there was a mechanism in place where by citizens can request the types of activities that the Commission are discussing tonight. Lynn Chase said that in years past, the junior high school has come to the Recreation Department to provide these types of supports, however, the public has not necessarily come forward to our department with requests. Commissioner Lawson questioned whether the use of surveys and questionnaires may be of importance in deciding the types of activities that would satisfy this type of need. Commissioner Ward asked Bill Sailor, who was in attendance, if in fact the activities that the boys and girls club provides for junior high school kids are taken advantage of by the age group level. Bill Sailor responded that yes, typically attendance in his program at the boys and girls club does drop off at the junior high and high school age group because the kids have a varying interest from dating to part time jobs. However, he also is investigating the types of recreational activities that would attract that age population. He stated that during the evening hours the club has been opened to junior high and high school kids and the attendance in that program during evening hours has been well received. Commissioner Dahlquist asked if the majority in attendance at the boys and girls club in the village area during those evening hours, lived in the area. Mr. Sailor responded that yes, in fact that was the case. Mr. Sailor commented that very preliminary plans are being discussed with the Carlsbad School District to provide portable structures on each of the campused facilities to provide recreation opportunities within walking distance for area residents. Commissioner Strayer asked Mr. Sailor, what types of facilities and activities should our Commission and other organization which provide recreation to this age group should we be thinking about. Mr. Sailor stated that dance programs are a popular activity as well as specialized trips such as Disneyland, Magic Mountain, weekend ski trips, and weight training classes - specialized activities. U 8 MINUTES PARKS AND RECREATION COMMISSION December 18, 1989 Page 5 COMMISSIONERS DEPARTHENTAL REPORTS (continued): Mr. Sailor stated that he felt there are many recreational opportunities provided for the kids within the community. However, he would like to see a more cooperative, joint venture between various agencies such as the City, schools, and Boys and Girls Club to adequately cover and provide and insure those activities. He would also like to put together a pamphlet that spells out to kids and parents just where various activities are being held and what organizations hold what activities so it can be an information resource that would help expand the knowledge of the amount and types of activities that are available to community youth. Commission Lawson motioned to support staff's recommendation that we make no changes to the recreational programs at this point. However, form a Commission sub-committee to further evaluate the types of recreation programs that are available and additional programs that could be provided. With that motion, Mr. Sailor requested that if such a Committee is formed by the Parks and Recreation Commission that he would like to make his services available to the Committee as he had been appointed spokes person for a Committee which he is representing to address the same issues. The Committee, Mr. Sailor was representing was the National Collaboration of Youth which he was elected to serve as the Community of Carlsbad representative. After Commission discussion, Commission Lawson's motiondied for a lack of a second. Commission discussion centered around the need for additional staff evaluation of this issue before appointment of a sub-committee of the Parks and Recreation Commission was made. And with that, by proper motion, the Commission passed two recommendations: 1. There should be no change in existing City sponsored recreation programs. 2. This issue will be referred to a Parks and Recreation sub-committee for study if necessaryafter further review by staff. The motion passed unanimously. 3. AB #1289-3 ESTABLISHMENT OF CARRILLO RANCH TRUST To consider the establishment of a Carrillo Ranch Trust. Staff had indicated that at the request of Mrs. Joan Kindle that this issue be pulled from the CommissionAgenda. AB f!289-4 APPOINTMENT OF SUBCOMMITTEE To appoint members of the Commission Park Site and Facility Planning Committee to review park enhancement opportunities in the northwest quadrant. After Commission discussion on this item relevant to the Northwest Quadrant Park issue report that was presented to the City Council on November 14, 1989, three sub- committee members were appointed to review and recommend Parks enhancement opportunities in the Northwest Quadrant. Those appointed were: John Strayer, CindyWard, and Kim Welshons. 5. AB #1289-5 ELECTION OF COMMISSION OFFICER FOR 1990. To elect the Parks and Recreation Commission Chairperson and Vice-Chairperson for 1990. The results of the election were as follows: Kim Welshons was elected as the Chairperson. David Castner was elected as the Vice-Chairperson. AGENDA ITEMS FOR JANUARY 19. 1990 COMMISSION MEETING John Strayer requested at this time to return tonight's Commission Agenda which was pulled regarding the establishment of a Carrillo Ranch Trust for a staff report during the January meeting. An additional issue that was requested to be presented at the January meeting was the recycling receptacles at Spinnaker Hill . ADJOURNMENT: By proper motion, the Parks and Recreation Meeting of December 18, 1989 was adjourned for the Annual Christmas Potluck Dinner of that same evening immediately followingthe Commission dinner.
