Vice Chairman Castner called the Meeting to order at
5:02 p.m.
Present: Vice Chairman Castner, Commissioners Dalquist-
Bursvold, Knox, Lawson and Ward.
Absent: commissioners Strayer and Welshons.

APPROVAL OF MINUTES:
The Minutes of the Meeting held August 20, 1990, were
approved as. presented.
APPROVAL OF SCRIBE REPORT;
The Scribe Report for the Meeting of August 20, 1990, was
approved as presented.
APPOINT SCRIBE;
Commissioner Lawson was appointed Scribe for this Meeting.
PUBLIC OPEN PORUM:
There were no requests to address the Commission on a non-
agenda item.
PRESENTATION;
Jim Bradshaw, Sports Supervisor, Parks and Recreation,
introduced Cheryl Bradstreet, Fieldstone Company Community
Relations, who presented a check for $1,500, a donation from
the Fieldstone Company, to be used for the volleyball and
basketball camp.

CONSENT CALENDAR:
The Parks and Recreation Commission affirmed the action of
the Consent Calendar, as follows:
WAIVER OF ORDINANCE TEIT READINQ:
The Parks and Recreation Commission waived the reading of
the Parks and Recreation Agenda Items at this meeting.
1. AB *990-1 DIRECTOR'S REPORT (INFO)
The Parks and Recreation Commission accepted and filed
the Director's Report for September, 1990.
2. AB *990-2 CARRILLO RANCH TRUST ACCOUNT UPDATE (INFO)
The Parks and Recreation Commission was informed of the
current balance in the Carrillo Ranch Trust account.

3. AB »990-3 LANDSCAPE MANUAL REVISION (ACTION)
David Bradstreet introduced the item, stating staff had
revised the Landacape Manual.
Mark Steyaert continued the report, explaining the
changes made in the manual. He stated the document was
complete except for graphics (copies of which were
displayed on the wall), and those were not included due
to the time constraints.
David Bradstreet stated that if the Commission wished to
have a completed document before it, this could be
provided by next month's meeting. The idea was to
forward any recommendations of this Commission to the
City Council, and once they approve the manual, it could
be returned to this Commission for final approval.
In reply to query regarding when this new manual would
take effect, Mr. Bradstreet stated it would be 30 days
after Council approval.
Commissioner Ward expressed concern about turf
replacement in development landscapes and what was being
used. Mr. Steyaert stated that is discussed in the
manual and the principles of landscape design that save
water.
Vice Chairman Castner opened the Public Hearing at 5:35
p.m., and issued the invitation to speak. Since no one
wished1to speak on this matter, the Public Hearing was
closed.
Commissioner Lawson asked that the term "open space" be
eliminated from this manual and change it to
"environmental resource plan" each time it is used. He
also asked about an application form and whether one
would be included in the manual. Staff indicated this
would all be managed through the Planning Department.

Commissioner Lawaon asked about the water conservation
section and said his understanding was that one of the
major influences of being able to conserve water was not
necessarily the material you have, but the way you
manage and maintain that area. He asked how this manual
put more "meat" into that concern.
Mr. Steyaert stated that the City or Parks and
Recreation has no control over the maintenance of
private areas and that was not addressed in this manual.
The only way to do that is through the Water Department.
He agreed that maintenance is where water is saved, and
added that all parks are designed to follow this manual.
Commissioner Ward expressed concern about the fire
protection plan with regard to shake roofs and
vegetation. Staff indicated they had researched this.
However, Commissioner Ward stated she did not want shake
roofs, and if the houses were within 60 feet of
vegetation, wanted that researched. She said it
depended upon what you were next to, as the native
vegetation in Carlsbad is considered high risk to
insurance companies. She asked that section of the
manual to be researched and the Fire Department to
review it.
The Parks and Recreation Commission approved the
Landscape Manual, with the comments of the Commission to
be included.
DEPARTMENTAL REPORTSi
4. AB »990-4 PROPOSED POLICY ON THE SPONSORSHIP OF
RECREATION PROGRAMS (ACTION)
Lynn Chase gave the staff report, stating the Commission
had been requested to propose a policy on the
sponsorship of recreation programs for youths. The
policy proposed by staff read: ; "In order to provide
wholesome recreational opportunities, the City of
Carlsbad will neither solicit nor accept donations for
youth programs, open to anyone under the age of 21
years, from an alcohol beverage or distribution company.
The word "youth" was omitted from one proposed policy,
giving the commission a choice for wording.
After a discussion, the Parks and Recreation adopted the
following policy:
In order to provide wholesome recreational
opportunities, the City of Carlsbad will neither solicit
nor accept donations for youth programs, open to anyone
under the age of 21 years, that may be detrimental to
the health, safety and well-being of the youths
involved. This exclusion will include, but not be
limited to alcohol beverage or distribution companies,
tobacco product companies and businesses engaged in the
sale or manufacture of drug paraphernalia, pornographic
materials or firearms.

COMMISSIONERS
Commissioner Ward stated she opposed the policy, stating
that it should apply to all City-sponsored programs,
regardless of age.
COMMITTEE REPORTS:
Open Space Advisory Committee
Commissioner Dahlquist-Bursvold reported this Committee is
still clarifying policies and identifying rolls and time
frames for the guidelines.
Larwin Park
Commissioner reported this Committee will meet this week and
hope to select a consultant and work out the details of a
contract.
AGENDA ITEMS FOR OCTOBER COMMISSION MEETING:
Commissioners were reminded to have any agenda items to
staff by October 5.

Commissioner Lawson gave the Scribe Report.
ADJOURNMENT;
By proper motion, the Meeting of September 17, 1990, was
