Absent: None. Staff Members Present: David Bradstreet, Director, Parks and Recreation Keith Beverly, Senior Management Analyst Ken Price, Recreation Superintendent Doug Duncanson, Park Superintendent Mark Steyaert, Park Development Coordinator John Cahill, Municipal Projects Manager Bob Johnson, Traffic Engineer APPROVAL OF MINUTES; The Minutes of the Meeting held July 15, 1991, were approved as presented. Commissioner Knox abstained from the portion of the July 15, 1991, Meeting of which she was not present. The Summary Report for July, 1991, was omitted from the packet and was continued to the next meeting. PUBLIC OPEN FORUM; There were no requests to address the Commission on a non- agenda item. PRESENTATIONS; None. APPROVAL OF AGENDA; The Agenda for August 19, 1991, was approved as amended to change the order of Departmental Reports, as follows: Item #9, Item #10, Item #11, Item #7, Item #8, Item #12, Item #13 and Item #14. AB *891-1 DIRECTOR'S REPORT (INFO) The Parks and Recreation Commission accepted and filed the Director's Report for July-August, 1991. 2. AB *891-2 CONTINUITY OF TERM LENGTHS FOR BOARD. COMMISSION AND COMMITTEE MEMBERS (INFO) The Parks and Recreation Commission accepted and filed City Council Agenda Bill No. 11,262. 3. AB 1891-3 ACCEPTANCE OF DONATION (ACTION) The Parka and Recreation Commission received a donation of $1,500 in support of baseball instruction camp and recommended acceptance by the City Council. 4. AB *B91-4 CITIZEN LETTER/TRIATHLON (INFO) The Parks and Recreation Commission accepted and filed a citizen's comments regarding the 1991 Triathlon. 5. AB *891-5 CARLSBAD ARBORETUM FOUNDATION RESPONSE TO PLANNING COMMISSION MINUTES. JULY 19. 1991 (INFO) The Parks and Recreation Commission accepted and filed a letter from Catherine Daugherty/Carlsbad Arboretum Foundation, Inc. 6. AB 1891-6 ACCEPTANCE OF DONATIONS (ACTION) The Parks and Recreation Commission received donations of $850.23 for the Carrillo Ranch Trust. PUBLIC HEARINGS! None. DEPARTMENTAL REPORTS; 9. AB *891-9 CITIZEN REQUEST FOR INSTALLATION OF TIME LOCK GATE AT THE BEECH STREET ACCESS (ACTION) Keith Beverly gave the staff report, stating that this is a City-owned accessway, so the liability would remain with the City. The problems are on the beach, with a few in the accessway. However, access to the beach cannot be denied. Chairperson Helshons opened the public testimony at 5:25 p.m., and issued the invitation to speak. Mrs. Jeri Mann, 2701 Ocean Street, representing Mr. William c. Mann, asked the Commission to consider the request for an electrical time lock gate at the Beech Street accessway contained in Mr. Mann's letter dated July 11, 1991, to the Parks and Recreation Department. Mrs. Mann presented photographs to the Commissioners for their perusal, she stated that most of the misconduct occurs on the sand or on the seawall. Mrs. Mann requested that this item be continued to the September meeting to allow more citizens to give input. A copy of this agenda bill is to be sent to Police Chief Vales. 10. AB #891-10 CITIZEN REQUEST FOR THE DEVELOPMENT OF A NEIGHBORHOOD PARK IN THE SOUTHWEST QUADRANT (ACTION) Keith Beverly gave the staff report. Chairperson Welshons opened the public testimony at 5:47 p.m., and issued the invitation to speak. Diane Brink, 7206 Azalea Place, stated she had requested a small children's park close to the Spinnaker Hills area, as there are more children there at this time, and she felt there would be strong support in the neighborhood for this park. She stated she would like a park she could walk to, as they are 1.2 miles from the Alta Mira Park. Mrs. Brink stated that the natural areas are too dangerous for the children to play there. Since no one else wished to speak, the public testimony was closed at 5:54 p.m. The Parks and Recreation Commission denied the request to develop a small neighborhood park in the southwest quadrant . 11. AB #891-11 LA COSTA YOUTH ORGANIZATION REQUEST TO INSTALL BATTING CAGE FACILITY AT STAGECOACH PARK (ACTION) Ken Price and Doug Duncanson gave the staff report, using slides and a transparency showing the design of the Park. Chairperson Welshons opened the public testimony at 6:12 p.m. , and issued the invitation to speak. Scott Pieratt, 7201 Manzanita Street, representing La Costa Youth Organization as President, stated there is no room for the kids to play ball, and the batting cage would allow them to practice and alleviate the shortage of fields. He said their organization would provide the funding, construction and upkeep of the batting cage, and would give the structure to the City. They would ask that they have first priority for the batting cage use. "SPORTS: (Continued) Len Giuffre, 2930 Sombroaa Street, La Coata Youth Organization, stated he is on the Board of Directors, and they are asking for this Commission to be open to this request. This batting cage would be an opportunity to alleviate the shortage of ballfields. Since no one else wished to speak, Chairperson Welshons closed the public testimony at 6:25 p.m. Commissioner Strayer spoke in favor of the request, stating it needs to be further investigated to overcome staff's problem with the batting cage. Commissioner Finnila also spoke in favor of the request, stating staff could find a place for the cage and move the maintenance yard out of Stagecoach to Alta Mira. David Bradstreet stated that the maintenance area in Stagecoach is necessary and could not be relocated. The Parks and Recreation Commission denied the La Costa Youth Organization's request to construct a batting cage facility 'at Stagecoach Park, and directed staff to work with this organization to find another possible solution and an alternative site. RECESS: Chairperson Welshona declared a Recess at 6:41 p.m., and the Commission re-convened at 6:50 p.m., with six Members present, and Commissioner Lawaon absent. DEPARTMENTAL REPORTS; (Continued) 7. AB »891-7 LARWIN PARK DEVELOPMENT UPDATE (ACTION) John Cahill and Mark Steyaert gave the staff report as contained in the Agenda Bill. Chairperson Helshons opened the public testimony at 7:34 p.m., and issued the invitation to speak. W. R. Beverly, 4605 La Portalada, stated he was interested in the three tennis courts. There were three in Plan B and only two in Plan C. He said there is an advantage to having three courts. Mark Rifkin, 2521 Via Naranja, supported Mr. Beverly's concern about tha tennis courts. He said they could be a part of the North County Tennis League, if there were three courts in the park. Mr. Rifkin stated he supported Plan C. Anna Cables, 3117 Vista Pica, recommended building a viable park with ballfields, and stated that hopefully the homeowners will approve Plan C. 0V Helshons Castner Pinnila Knox Lawson Strayer Hard MINUTES August 19, 1991 PARKS AND RECREATION COMMISSION Page 5 COMMISSIONERS DEPARTMENTAL REPORTS: (Continued) Judy Mueller, 2641 Vancouver Street, stated the children would not walk farther to the signal to cross. She also felt the power lines should be fenced. They could be deadly for balloons and kites, she also said the trails should be kept away from the canyons, due to the danger of rattlesnakes. Ms. Mueller was in favor of a nature- oriented park and felt they are preferred. Tim Flanagan, 34305 Santa Clara Way, stated the name of Larwin Park should be changed, since that developer has not been in the area for a long time. He said the tennis courts would ruin the view if not put below the street level. Commissioner Lawson returned to the dais at 7:55 p.m. stated he had been briefed by staff as to what had transpired while he was absent from the meeting. and Lillian Katell, 3692 Medford Court, asked whether a swimming pool was considered, as she felt that would be something that should be included. Arthur Wood, 2697 Vancouver, spoke regarding the powerlines and the effect of EMF. He felt this was a problem for this park and added his support for Plan C. William Hosmer, 2401 Sonora Court, spoke in favor of a passive park. Charles Machlin, 2740 Waterbury Way, stated he thought the process was a model one and the merits of the problem should be considered and then go on from there. Lawrence M. Hicks, 3400 Santa Clara Way, inquired about the traffic signal at Santa Clara that was proposed in February being eliminated. Bob Johnson, Traffic Engineer, stated that the decision of the City Engineer was to have a traffic signal, but with the down-scaling of the park, if recommendation C were accepted, staff would have to re-consider the merits of the project at that time. Mr. Hicks stated that the two tennis courts should be lower than the street, and he would request that the lights be focused down to not block the view of the Ocean or the trees. Miriam Lerner, 3355 Concord Street, stated that the traffic on Carlsbad Village Drive is heavy, and to turn right is difficult and a left turn would be a disaster. She said that Plan C is the best plan, but it may be a waste of money. Don Woodard, 22515 Via Esparto, stated he would like to see the park there, but was concerned about the cost. He also felt the EMF was a hazard to be considered as transmission powerlines are the fifth most hazardous out of 33 sources surveyed. MINUTES August 19, 1991 PARKS AND RECREATION COMMISSION Page 6 COMMISSIONERS DEPARTMENTAL REPORTS : (Continued) Arnold Muellar, 2641 Vancouver Street, stated that warning signs should be posted to warn children about the hazards of flying kites, the trails with snakes and caution about the danger of fires. He also felt it was dangerous to cross Elm (Carlsbad Village Drive) in the evening. He suggested using part of the acreage at Lake Calavera for playing fields. David Bradstreet stated that there are a lot of constrained areas at Lake Calavera and there is no room for other than the golf course. Paul Santy, 2693 Vancouver Street, stated that parking and traffic could be a problem. He stated that the tot lot shown on Plan C would be behind his house, and he would ask that it be re-located into another spot, due to the noise that would create. George Moldovan, 3679 Vancouver, relinquished his time, since most subjects had been covered. Since no one else wished to speak. Chairperson Welshons closed the public testimony at 8:30 p.m. RECESS; Chairperson Welshons declared a Recess at 8:30 p.m., and the Commission re-convened at 8:35 p.m., with all Commissioners present. (Continued) Commissioner Lawson reiterated that he had been briefed by staff and asked the Commission to determine whether or not he should abstain on this matter. The unanimous consensus of the Commission was that he should be allowed to participate in the discussion and vote. David Bradstreet stated that a passive park is within the guidelines and meets the needs, and there is a plan to mitigate that. By not developing this park, this would create additional problems. The Parks and Recreation Commission directed staff to return with more information and specific recommendations (Plan D), including looking offsite for ballfields. 8. AB #891-14 MAGNOLIA SITE DEVELOPMENT REPORT UPDATE COMMITTEE REPORTS; Open Space Advisory Committee Chairperson Welshons reported there will be a public meeting September 26, 1991, 6:00 p.m., at the Safety Center. Cultural Facilities Citizen Committee No report. Alta Mira Park Commissioner Lawson reported there will be a meeting tomorrow night for the review of the final three proposals. AGENDA ITEMS FOR SEPTEMBER 16, 1991, COMMISSION MEETING: Timelock Gate (if staff feels appropriate) Letters Mrs. Wood put in the paper regarding survey (for discussion) How to mitigate what is happening with Larwin Park. Chairperson Welshons stated the deadline for Agenda Items will be Friday, September 6, 1991.
