CALL TO ORDER
Chairman Heineman-called the Regular Meeting to order at 5:00 p.m.
ROLL CALL
Present: Chairman Heineman, Commissioners Holmes, Ward, and Schulberg
Absent: Commissioners Baker and Cox

Ken Price, Recreation Superintendent

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Ward, the Minutes of the Regular
Meeting held December 20, 1993, were approved.
AYES: Chairman Heineman, Commissioners Holmes, Ward and
Schulberg
NOES: None
ABSTAIN: None
ABSENT: Commissioners Baker and Cox
PRESENTATIONS
Recognition was given to David Castner's service to the Parks and Recreation
Commission. Mayor Lewis presented him with a certificate from the City of
Carlsbad. In addition, Julie Nygard, Ramona Finilla and Kim Welshons expressed
their appreciation for his service to the Commission. Chairman Heineman
presented Dr. Castner with a plaque from the Parks and Recreation Commission,
and Dave Bradstreet made the concluding remarks.

APPROVAL OF AGENDA
ACTION: On motion by Commissioner Holmes, the Agenda for
January 17, 1994 was approved as printed.

ABSENT: Commissioners Baker and Cox
CONSENT CALENDAR
1. AB #194-1 DIRECTOR'S REPORT
To accept and file Director's Report for January 1994.
2. AB #194-2 SUMMARY REPORT
To approve, accept and file the Summary Report of the December 20, 1993
Parks and Recreation Commission Meeting.
3. AB #194-3 LETTER/DEE LUNDQUIST
To accept and file a letter from Dee Lundquist and acknowledge subsequent
action in response.
ACTION: On motion by Commissioner Ward, Items AB #194-1,
AB #194-2, and AB #194-3 for January 17, 1994 were
approved, and Item AB#194-4 was pulled as a separate item.

4. AB #194-4 RECEIPT OF DONATION
To receive a donation to the Carrillo Ranch artifacts collection and
recommend acceptance by the City Council.

Joan Kindle, Volunteer Curator of the Carrillo Ranch, displayed a sampling of
the collection given to the City in December. She detailed what was
included in the collection and mentioned that some of the items will be used
in school programs.
Commissioner Baker arrived at 5:25 p.m.
ACTION: On motion by Commissioner Ward, Item AB #194-4 of the
Consent Calendar was approved and accepted.

PUBLIC HEARINGS

DEPARTMENTAL REPORTS
5. AB #194-5 KRUGER HOUSE/PRESCHOOL UPDATE
Chairman Heineman summarized the background of the Kruger House pre-school
issue for the Commission. Dave Bradstreet, Director, Parks and Recreation, gave
the staff presentation on the item. He explained that the City Council approved
funds to expand the program from Kruger House to Scout House and that the
renovation was completed. He also mentioned that there would be additional
expansion at Calavera Community Center.
Questions and discussion included the following issues:
Appeal of the Commission's decision to the City Council.
Details of the expansion plan.
Benefits of monthly payment vs. payment by semester.
Ratio of residents to non-residents enrolled in the program.
Priority registration.
ACTION: On motion by Commissioner Ward, Item AB #194-5 was
accepted and filed.

6.AB #194-6 COMMITTEE ASSIGNMENTS
The Commission discussed commissioner appointments on various committees.
Attached is a list of the committees.
ACTION: On motion by Commissioner Ward, Item AB #194-6 was
approved as modified, including the addition of the Community
Activities Funding Review Committee to the list.

NOES: None
ABSTAIN: None
ABSENT: Commissioner Cox
7.AB #194-7 FEBRUARY COMMISSION MEETING
Dave Bradstreet stated that the meeting for February falls on a holiday and since
there were no pressing items on the agenda for the February meeting, he
suggested that it be canceled.
ACTION: On motion by Commissioner Holmes, Item AB #194-7, the
February Commission meeting was canceled, unless urgent
business developed in the interim to require the meeting to be
rescheduled.

NOES: None
ABSTAIN: None

COMMITTEE REPORTS
Commissioner Ward presented the report for the Community Activity Funding
