Chairman Heineman called the Regular Meeting to order at 5:00 p.m.

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Holmes, the Minutes of the
Regular Meeting held September 19, 1994, were approved as
written.

APPROVAL OF AGENDA
ACTION: On motion by Commissioner Baker, the Agenda for
November 21, 1994 was approved as printed.

CONSENT CALENDAR
1. AB #1194-1 DIRECTOR'S REPORT
To accept and file the Director's Report for September 1994.
2. AB #1194-2 SUMMARY REPORT
To approve, accept, and file the Summary Report of the September 1994
Parks and Recreation Commission Meeting.
3. AB #1194-3 ETHICS IN GOVERNMENT ACT OF 1990
To accept and file a memorandum from the City Attorney's office.
ACTION: On motion by Commissioner Cox, Items AB #1194-1,
AB #1194-2, and AB #1194-3 of the Consent Calendar for
November 21, 1994 were approved.

PUBLIC HEARINGS
Commissioner Pieratt arrived at 5:05 p.m.
4. AB #1194-4 Subcommittee Report
Keith Beverly, Senior Management Analyst, and Ken Price, Recreation
Superintendent, gave the staff report on this item. They presented the background
of this item and Commissioner Schulberg, chairman of the Subcommittee,
explained the Subcommittee's recommendations in detail.
Questions and discussion included the following issues:
• Liability issues
• Effective date
• Expenses vs. fees
The Commissioners expressed appreciation for the cooperation among members of
the community and the Subcommittee in resolving the item.
ACTION: On motion by Chairman Schulberg, AB #1194-4 to approve and
accept the Subcommittee report, and direct staff to present the
Parks and Recreation Commission's recommendations to the
City Council for consideration.
