CALL TO ORDER
Chairman Schulberg called the Regular Meeting to order at 5:30 p.m.

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Heineman, the Minutes of the Regular
Meeting held March 18, 1996, were approved as printed.

PRESENTATIONS
Ken Price, Recreation Superintendent, explained that presentations were being made
to community volunteers who assisted staff during the past year. Presentations were
made to volunteers (see attachment for listing of volunteers who received
acknowledgment) for the categories of Media, Service, Special Achievement, and
Recognition Awards.
Commissioner Pieratt arrived at 5:35 p.m.

ACTION: On motion by Commissioner Baker, the Agenda for
April 15, 1996 was approved as printed.

CONSENT CALENDAR
1. AB #496-1 DIRECTOR'S REPORT
To accept and file the Director's Report for April 1996.
2. AB #496-2 SUMMARY REPORT
To approve, accept and file the Summary Report of the March 18, 1996
Parks and Recreation Commission Meeting.
Commissioner Cox mentioned his concern about safety of the ballfield at Stagecoach
Park.
ACTION: On motion by Commissioner Heineman, Items AB #496-1
and AB #496-2 of the Consent Calendar for April 15, 1996 were
approved.

DEPARTMENTAL REPORTS
3. AB #496-3 NATIONAL YOUTH SPORTS COACHES ASSOC. (NYSCA)
Commissioner Davidson described the history of the NYSCA and highly recommended
it for training coaches. He mentioned that a large percentage of children quit organized
sports because of a coach. He described the six hour training session, and suggested
that staff support the organization.
Questions and discussion included the following issues:
• What sponsorship might entail
• Whether it would be voluntary or mandatory for coaches to attend training
Commissioner Baker made a motion to refer the National Youth Sports Coaches
Association back to staff for further investigation for future action.
Commissioner Heineman amended the motion to read as follows:
"The matter of participation in the National Youth Sports Coaches Association be
referred to staff with the instruction to report within 30 days ways in which we can
take advantage of the instruction offered by the National Youth Sports Coaches
Association."
ACTION: On amended motion by Commissioner Heineman, Item AB #496-3,
that the matter of participation in the National Youth Sports
Coaches Association be referred to staff with the instruction to

4. AB #496-4 CITIZEN LETTER TO THE PARKS AND RECREATION
COMMISSION/SKATEBOARDING AT CALAVERA HILLS COMMUNITY PARK
Keith Beverly, Senior Management Analyst, gave the staff presentation on this Item. He
referred to the citizen letter received regarding skateboarding at Calavera Community
Park. He explained that the City Council is addressing the skateboarding situation in
Carlsbad, and added that the City Attorney advised staff to take down the "No

Skateboarding" signs since skateboarding is not prohibited in community parks in
Carlsbad. Mr. Beverly explained staff's policy of dealing with skateboarders at the
community parks.
Ken Price described the visit by the Skateboarding Tour Committee to two
skateboarding parks: one in Huntington Beach and one in Encinitas, and added that
the committee report will go to City Council for direction on how to proceed.
Questions and discussion included the following issues:
• Liability and location issues
• Possibility of conducting a community meeting with police, skateboarders,
staff and parents of skateboarders.
• Popularity of skateboarding
ACTION: On motion by Commissioner Cox, Item AB #496-4, to accept and
file the staff report.

5. AB #496-5 BOARDS AND COMMISSION WORKSHOP
Keith Beverly gave the staff presentation on this Item. He explained there will be a
Boards and Commission workshop on April 30, 1996 at the Public Safety & Service
Center.
ACTION: On motion by Commissioner Cox, Item AB #496-5, to accept and
file the staff report.

COMMITTEE REPORTS
Commissioner Baker gave the committee report on Advertising Concepts. She stated
that the committee met with staff and after committee discussion, recommended not to
sell advertising for Carlsbad facilities and programs.

Commissioner Baker mentioned that the effort involved in recruiting advertisers was not
worth it at the present time, but might be reconsidered at a later date should funding be
needed. She also stated that the committee felt that the current methods of pursuing
partnerships and donations were satisfactory for the present time.
Commissioner Heineman reported on the Carrillo Master Plan. He mentioned that the
most successful historic parks were those that were self-supporting.

The Volunteer Awards Program recognizes individuals, community
organizations and businesses that have provided significant ser-
vice or made an exceptional contribution in support of Recreation
Programs in the City of Carlsbad during 1995.
RECOGNITION AWARD
The Recognition Award is given to an individual who has per-
