Chairman Comstock catled the Regular Meeting to order at 5:30 p.m.

ACTION: On motion by Commissioner Lyons, the Minutes of the Regular Meeting

1. AB #404-1 RECEIPT OF DONATIONS
Cash donations to the Carrillo Ranch Trust Fund.
2. AB #404-2 RECEIPT OF DONATION
A $500 donation from Wal-Mart of Oceanside in support of the “Stay and Play” after school
program.
3. AB #404-3 SPORTSMANSHIP NEWS ARTICLE An article from the San Diego Union Tribune highlighting Carlsbad’s Sportsmanship

DEPARTMENTAL REPORTS
4. AB #404-4 MEMORIAL DEDICATION PROGRAM
Doug Duncanson, Public Works Director gave the staff presentation on this item. He described
the purpose of the proposed memorial program for dedicated trees and benches in City parks.
He explained that staff was recommending designating Hosp Grove, La Costa Canyon Park,
and Veterans Memorial Park as locations for these memorials. He listed the benches and
typical trees that would be included in the program. He added that if a person wanted a plaque,
the donor would be responsible for ordering the plaque which could then be installed by a
memorial tree. Mr. Duncanson also explained donation costs for the program and what the
fees would cover.
Questions and discussion included the following issues:
Whether benches could be located at any City park
0 Changes in the flyer that was included in the Commissioners’ packets
0 Suggestion that a blue print and master plan be developed to show where trees could
be planted and where benches could be placed
0 Fees for the benches and trees and whether they were high enough

not afford to participate

ACTION: On motion by Commissioner Cunningham, AB 404-4, to accept staff’s
recommendation to approve the proposed memorial program for
dedicated trees and benches.

5. AB #404-5 CITIZEN REQUEST/NORTH COUNTY VIETNAM VETERANS MEMORIAL
Keith Beverly, Senior Management Analyst, explained that Jack Frazier, Chairman of the Social
Studies program at Carlsbad High School recently addressed City Council with a request
concerning the placement of a memorial and monument to the North County Vietnam Veterans
who died in that war. He informed the commissioners that City Council deferred the issue to
the Parks and Recreation Commission for review and a recommendation back to City Council.
He introduced Mr. Frazier who showed the Commissioners a model of the proposed memorial
and then played a video which described the project in detail.
Mr. Frazier pointed out that he and the students did not want money for the memorial. He stated
that they were just looking for a place for the memorial, and added that the location of the
memorial could be either temporary or permanent.

Support by others in the community
Possibility of turning the item back to staff along with one or two commissioners who
could join Mr. Frazier and look at potential sites and then come back before the

ACTION: On motion by Commissioner Lyons, AB #404-5, to refer this item back to
staff for further study along with three other commissioners and bring this
item back for further discussion.

6. AB #404-6 POTENTIAL FEE INCREASES FOR RECREATION PROGRAMS AND
FACILITIES
Keith Beverly explained that there were potential fee increases for recreation services. He
stated that this was an informational item in which staff will return in May to report to the Parks
and Recreation Commission on the results of staff’s analysis for potential fee increases.

7. AB #404-7 CITYWIDE TRAIL VOLUNTEER PROGRAM
Liz Ketabian, Park Planner, gave the staff presentation on this item. She updated the
Commission on the volunteer program for the citywide trails and explained what will be done at
Calavera Park next week. She described the Work Day event which was held on December 13,
2003 and explained how $15,000 was saved with the use of volunteers.

8. AB #404-8 ALAN UKWNORTH COUNTY BALBOA PARK CONCEPT
Keith Beverly explained the background on this item and indicated that Commissioner Hubbard
would make the presentation on this item. Commissioner Hubbard explained how she
discovered the idea of the Balboa Park concept for North County and described Mr. Uke’s
Parks and Recreation Commission -5- April 19, 2004
concept for a park similar to Balboa Park. She mentioned the existing parcel near Cannon and
Armada Drive, near Legoland, and suggested that it would be a good site for such a park.
Commissioner Hubbard emphasized the importance of finding a central place for the park. She
described what a central park could do for the City.

look at the idea
0 Importance of determining the status of the parcel near Cannon and Armada Drive

the Connecting Community Place and Spirit Committee consider this
concept.

9. AB #404-9 PARKS AND RECREATION COMMISSION HOLIDAY EVENT 2004
Keith Beverly described the past holiday events and stated that staff would like to propose a
different venue and different type of celebration. He suggested having an open house at
Carrillo Ranch on December 1 Oth. He explained that it would be a casual event where the
commissioners would be the hosts and hostesses. Mr. Beverly described what would be
included.

110. AB #404-10 PARKS AND RECREATION ELEMENT
Keith Beverly discussed the history of the Parks and Recreation Element. He explained that the
Parks and Recreation Element was not mandated to be included in the General Plan but City

Council felt it should be included. He explained that the Parks and Recreation Element was the
footprint for operation and development of parks and recreation for the City.

ACTION: On motion by Commissioner Schulberg to adjourn at 7:20 p.m. to the
Earth Day 2004 Event at Calavera on Saturday, April 24‘h at 9:00 should
a quorum be present.
