CALL TO ORDER
Chairperson Lyons called the Regular Meeting to order at 5:30 p.m.
ROLL CALL
Present: Chairperson Lyons, Commissioners Craig, Martyns, Farley, and Proulx
Absent: Commissioners Comstock and Cooper
ANNOUNCEMENTS
Sue Spickard, Recreation Services Manager, announced that Jim Elliott, Deputy City Manager,
(Interim Parks and Recreation Director) will be retiring this month.
APPROVAL OF MINUTES
ACTION: On motion by Commissioner Farley, the Minutes of the Regular Meeting held
on November 16, 2009, were approved.
AYES: Chairperson Lyons, Commissioners Craig, Martyns, Farley, and Proulx
NOES: None
ABSTAIN: None
ABSENT: Commissioners Comstock and Cooper
INTRODUCTIONS
Daisy Moreno, a high school student of Rancho Buena Vista High School, came to the meeting to
observe how a municipal meeting is conducted.

ACTION: On motion by Commissioner Craig, the Agenda for December 4, 2009, was
approved.

CONSENT CALENDAR
1. AB #1209-1 SUMMARY REPORT
To accept, approve and file the November 16, 2009 Parks and Recreation Commission Meeting
Summary Report.
ACTION: On motion by Commissioner Farley, AB #1209-1 of the Consent Calendar was
approved.
AYES: Chairperson Lyons, Commissioners Craig, Martyns, Farley, and Proulx
NOES: None
ABSTAIN: None
ABSENT: Commissioners Comstock and Cooper
DEPARTMENTAL REPORTS
None
2. AB #1209-2 ELECTION OF COMMISSION OFFICERS
Commissioner Craig nominated Commissioner Comstock for Chairperson and Commissioner
Cooper for Vice Chairperson.
ACTION: After nomination and a vote by the Commission, Commissioner Comstock was
elected Chairperson of the Parks and Recreation Commission, and
Commissioner Cooper was elected Vice Chairperson of the Parks and
Recreation Commission.
AYES: Chairperson Lyons, Commissioners Craig, Martyns, Farley, and Proulx
NOES: None
ABSTAIN: None
ABSENT: Commissioners Comstock and Cooper

ACTION: On motion by Commissioner Martyns to adjourn the Regular Meeting at
