CALL TO ORDER
Chairperson Comstock called the Regular Meeting to order at 5:31 p.m.

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Farley, the Minutes of the regular
meeting held on September 20, 2010 were approved.

1. AB#1010-1 COMMISSION SUMMARY REPORT -(ACTION)
To accept, approve and file the September 20, 2010 Parks and Recreation
Commission Meeting Summary Report.

ACTION: On motion by Commissioner Farley AB #1010-1 of the consent
calendar was approved.

DEPARTMENTAL REPORTS
2. AB # 1010-2 DEPARTMENT REPORT - (ACTION)
Sue Spickard, Recreation Services Manager, reported on recent and upcoming
events and project work in the Department which include the following:
• Lake Calavera cleanup event to celebrate National Publics Land Day
• Donation - Lake Calavera cleanup event
• Donation - Pumpkin Plunge
• Donation - Leo Carrillo Ranch
• Events completed
• Upcoming events
ACTION: On motion by Commissioner Cooper, AB #1010-2 to
accept a report from the Recreation Services Manager was
approved.

3. AB# 1010-3 CARLSBAD LAGOONS OWNERSHIP. MANAGEMENT. AND
RECREATIONAL USES - (INFO)
Steve Jantz, Associate Engineer, gave a presentation on the ownership, and
management of the three coastal lagoons in the City of Carlsbad. Carl Pope,
Aquatic Supervisor, provided information on the recreational uses and applicable
regulations of the three coastal lagoons Carlsbad.
Steve Jantz, reported the following on the three lagoons:
• Buena Vista Lagoon is owned by the California Department of Fish and
Game. The Buena Vista Lagoon Foundation and the Buena Vista Audubon
Society are additional stewards. It is a fresh water lagoon and there is a
restoration plan with the property owners.
• Batiquitos Lagoon is owned by the California Department of Fish & Game.
The Batiquitos Lagoon Foundation is an additional steward. In the 1990s
there was an enhancement project for this lagoon.

• Agua Hedionda Lagoon owned by NRG/Cabrillo Power and California
Department of Fish and Game. The Agua Hedionda Lagoon Foundation is an
additional steward. It is a multi-use lagoon which includes: aquaculture,
YMCA camp, active and passive water recreation. City maintenance
activities included buoy replacement and joint trail maintenance with the
lagoon foundation. It was reported that the last dredging on the lagoon was in
2008/2009 and the next dredging is scheduled to begin December 2010.
Carl Pope explained that the Monroe Street Pool issues "use permits" on the Agua
Hedionda Lagoon. He reported that the permit user gets a copy of the rules and
regulations of the lagoon at the time the permit is issued.
Questions and discussions:
• It was asked if maintenance is the responsibility of California Department of Fish
and Game
• The possibility of the three lagoon foundations being centralized into one
• The role of the Batiquitos Lagoon Foundation steering a committee
• Discussed issues surrounding the overgrown tules problem at Buena Vista
Lagoon - Restoration plan includes the removal of tules
• The importance of timely mediation for issues at lagoons
• Periodic updates at the Parks & Recreation Commission meetings
4. AB #1010-4 PARKS & RECREATION COMMISSION EDUCATIONAL
OPPORTUNITIES -(INFO)
Bonnie Elliott, Management Analyst, gave a presentation on the Parks & Recreation
Commission educational opportunities and their associated benefits.
• California Parks & Recreation Society Annual Recreation & Park Training
Conference & Expo - Sacramento - March 8-12, 2011
• National Recreation and Park Association Congress and Exposition -
Minneapolis, Minnesota, October 25-29, 2010 (Staff member Mick Calarco will be
attending and presenting)
• Athletic Business Conference & Expo - San Diego - December 2-3, 2010
• League of Cities - Annual Conference & Expo was held in San Diego on
September 15-17,2010
Ms. Elliott explained that the benefits of participating as follows:
• Networking with other Commissioners from other cities with similar concerns
• Keeping up on current issues
• Understanding and being more active in the role as a Commissioner
Questions and discussions:
• Cost and budget for training conferences - what funds are available to the
Commission for educational opportunities
• Interest in attending
• Possibly have 1-2 Commissioners attend and report back

COMMITTEE/CITY COUNCIL REPORTS

AGENDA ITEMS FOR FUTURE COMMISSION MEETING
1. Identify funds allocated for training for Parks & Recreation
Commissioners
2. Review master plan for Alga Norte Park
3. San Diego Foundation Report - "Parks for Everyone"
Commissioner Comstock announced a workshop for California Association of Park
& Recreation Commissioners and Board Members on November 6, 2010 at the
Encinitas Community Center for any Commissioners that may be interested in
attending.

6:33 p.m.
