CALL TO ORDER
Chairperson Proulx called the meeting to order at 5:35 p.m.

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Meenes, second by Commissioner
Craig, the Minutes of the Special Meeting held on April 15, 2013
were approved.
AYES: Chairperson Proulx, Commissioners Craig, Simons, and Meenes
NOES: None
ABSTAIN: Commissioners Martyns, Rudick Stein, and Whithall
ABSENT: None.
ACTION: On motion by Commissioner Meenes, second by Commissioner
Simons, the Minutes of the Regular Meeting held on May 20, 2013
were approved.

1. AB # 0713-1 COMMISSION SUMMARY REPORT - (ACTION)
To accept, approve and file the April 15, 2013 Parks and Recreation Commission
Special Meeting and the May 20, 2013 Regular Parks and Recreation Commission
Meeting Summary Reports.

ACTION: On motion by Commissioner Craig, second by Commissioner
Meenes, AB #0713-1 (April 15, 2013) of the consent calendar was
approved.

ABSTAIN: Commissioners Martyns, Rudick Stein, and Whithall
ABSENT: None
ACTION: On motion by Commissioner Simons, second by Commissioner

PUBLIC OPEN FORUM
Patrice Smerdu, a Carlsbad resident, and member of the Carlsbad Community Gardens
Collaborative, addressed the Commission on the achievements of the current Community
Garden. She relayed that there are over 100 on the garden wait list. The garden has
been educational to school children as it teaches them about how plants grow and the
benefits of eating healthy vegetables and herbs.
DEPARTMENTAL REPORTS
2. AB # 0713-2 DEPARTMENT REPORT – (ACTION)
Sue Spickard, Recreation Services Manager and Kyle Lancaster, Parks
Superintendent, reported on recently completed and upcoming Parks and Recreation
activities, and donations.
ACTION: On motion by Commissioner Simons, second by Commissioner
Martyns, AB #0713-2 was approved.

3. AB # 0713-3 COMMUNITY GARDEN SECOND LOCATION – (ACTION)
Kyle Lancaster, Parks Superintendent, and Liz Ketabian, Park Planning Manager,
presented a report and concept plan on establishing a community garden at Calavera
Hills Community Park. Three development and management options were provided to
the Commission for consideration. Option A: Lease Agreement Model; Option B: Turn
Key Model; Option C: New Smerdu Model
ACTION: On motion by Commissioner Rudick Stein, second by Commissioner
Martyns, AB # 0713-3, “Option C” was approved for recommendation.

Patrice Smerdu, a Carlsbad resident, and member of the Carlsbad Community
Gardens Collaborative, addressed the Commission on the topic of a second
Community Garden location explaining the positive impact the current garden has
been to the community.
Lisa Roop, a Carlsbad resident, and member of the Carlsbad Community Gardens
Collaborative, addressed the Commission regarding their interest in a second
Community Garden location.
Daymienne Deem, a Carlsbad resident, and Girl Scout, spoke to the Commission
in support of a second Community Garden location. Daymienne has been
involved in fund raising and volunteering at the Smerdu Community Garden.
