Chairman Simons called the meeting to order at 5:35 p.m.

Minutes of the Meeting held on July 18, 2016 were approved.

PRESENTATIONS
Recreation Supervisor Charles Balteria highlighted Eagle Scout Tyler Carroll's recently
completed sign project at Leo Carrillo Ranch. Tyler Carroll spoke about how much he
learned while working on the Leo Carrillo sign project.

1. AB # 0916-1 COMMISSION SUMMARY REPORT — (ACTION) TO ACCEPT,
APPROVE AND FILE THE JULY 18, 2016 PARKS & RECREATION COMMISSION
MEETING SUMMARY REPORT.
ACTION: On motion by Commissioner Rudick Stein, second by
Commissioner Meenes the approval of the July 18, 2016
Summary AB # 0916-1 was approved.

2. AB # 0916-2 PINE AVE COMMUNITY PARK PROJECT — (ACTION)
Parks Services Manager Kyle Lancaster along with Principals, RNT, Architects Chicako
Terada and Rommel Olaes, presented a report on the Pine Avenue Community Park
Project (Community Center and Gardens). Kyle Lancaster asked the Parks & Recreation
Commission to accept the report on the Pine Avenue Community Park Project
(Community Center and Gardens) and advise staff to seek City Council approval of the
project's plans/specifications and authorization to advertise the project for public bids.
Carlsbad resident T.J. Childs had questions about the Community Garden proposal for
the Pine Avenue Community Park Project.
Carlsbad resident Elizabeth Bank had questions about the art work proposed for the Pine
Avenue Community Park Project.
The Commissioners requested some clarification on items presented by Kyle Lancaster,
Chicako Terada and Rommel Olaes.
ACTION: On motion by Commissioner Meenes, second by Commissioner
Rudick Stein AB #916-2 was accepted and recommended that staff
forward to the City Council for approval of the project's
plans/specifications and authorization to advertise the project for
public bids.

3. AB # 0916-3 AVIARA COMMUNITY PARK IMPROVEMENTS AND POINSETTIA
COMMUNITY PARK IMPROVEMENTS (ACTION)
Parks Services Manager Kyle Lancaster and Parks Planner Barbara Kennedy presented a
report on the Aviara Community Park Improvements Project (Phase II Construction) and
the Poinsettia Community Park Improvements Project (Phase III Construction). Kyle
Lancaster asked the Parks & Recreation Commission to accept the report on the Aviara
Community Park Improvements Project (Phase II Construction) and the Poinsettia
Community Park Improvements Project (Phase III Construction), and advise staff to seek
City Council approval of the project's plans/specifications and authorization to advertise
the project for public bids.
ACTION: On motion by Commissioner Rudick Stein, second by. Vice
Chairman Withall AB #916-3 was accepted and recommended that
staff forward to the City Council for approval of the project's
plans/specifications and authorization to advertise the project for
public bids.

4. AB # 0916-4 DEPARTMENT REPORT (INFO)
Recreation Services Manager Mike Pacheco and Park Services Manager Kyle Lancaster
reported on recently completed, ongoing and upcoming Parks & Recreation programs,
events, and projects.

ADJOURNMENT
ACTION: On motion by Commissioner Rudick Stein, second by Vice Chairman
Withall, the meeting was adjourned at 7:02 p.m. The next Meeting of
the Parks & Recreation Commission is scheduled for Monday, October
17, 2016, Council Chambers, 5:30 p.m.
