Smith called the meeting to order at 7:lO at the Oilers' Room, Twin
Inns. Present beside Col, Smith were members Col, I, H. Gronseth,
J. B. Bond, H, H, Barter, C, D. McClellan, Awe Stringer and Tom
Acuna ,
Col, Smith read a memo dated September llth, signed by Chair-
man Sutton, appointing Col, Gronseth as chairman pro tem for the
meetings of September 18th and 25th. Col, Gronseth raised a point
of order, and it was decided that the temporary office should be
filled by motion and vote of the Commission, Col. Gronseth moved
that Mr. Bond serve as temporary chairman for the meetings of Sept-
ember 18th and 25th, or during any other absences of the duly elected
chairman. Seconded by Mr. Barter. Ayes, members Smith, Gronseth,
Barter, McClellan, Stringer and Acuna. Noes, Mr. Bond, Motion
carried, and Mr. Bond took the ohair.
Secretary Smith read a telegram, signed "Sutton", suggesting
the initiation and creation of "&Ma and "4-0" zones. No action was
taksn,
Secretary Smith read a communioatian from Anthony Allamprese,
whose ease was set for hearing on October 9th, withdrawing his re-
quest for rezoning due to ohange of plans of a family nature.
Secretary Smith reviewed the petition of Miss Margaret W,
Coata, 3229 Valley Street, asking that a portion of Tract 123, Carls-
bad Lands, Map 1661, be reclassified from E-2 to R-2. Miss Coats was
present and explained her reasons for requesting the change. &e de-
sirability of studying the entire area with the idea of rezoning of
a larger area, rather than spot zoning on individual requests, was
expressed, and questions pertainindsewage disposal dif ficulties in
the area east of Highland Avenue, in the event it was zoned for mult-
to
iple dwellings, -06 discussed, Secretary Smith read two protests,
one written by go C, Pedley and the other by Frank B, Smith. Col,
Gronseth suggested that the application of Miss Coats be tabled until
members could carefully look over the entire area aad comider the
best course to pursue, and Miss Coats was agreeable to the alight delay,

Cole Gronssth moved that the request of Miss Margaret C. Coats for
rezoning be deferred for one week, and that each member of the
Planning Commission look over the adjoining properties to determine
what would be most beneficial to the entire territory, Seconded by
Col, Smith, All ayes, motion carried.
Following up his former protest, Donald Prest again appeared
with suggestions for eliminating the nuisance caused by the opera-
tion of a manufacturing plant by Donald Briggs on Park Drive, in
violation of the zoning ordinance. He stated he had made a sltudy of
the situation and learned that at least two methods could be employed
to ramedg it; passage by the City Council of a non-eoniorming use
ordinance, or petition to the Council to declare the plant a public
nuisance, and that he had reason to believe certain neighbors were
ready to employ the latter method very wone The matter was dis-
cussed fully by the Comnission, alla Mr. McClellan stated he mhld
like to arrange a conference between Idre Briggs, Mr. Prest and one
or two of his neighbors who would discuss the matter reasonably, and
himself, to see if settlement could not be made on a voluntary basis,
It was decided to arrange such a conference in the near future,
Secretary reviewed the petition of the Carlsbad Mutual Water
Company for rezoning from R-3 to M=1 of the northeast 140 feet of
Lot 2, Industrial Tract, Map 1714.3, It was moved by Col, Smith that
the Planning Commission recommend to the City Council that the
northeast 14.0 feet of Lot 2, Industrial Tract, Map 1714.3, be reclass-
ified from Zone R-3 to Zone M-1. . Seconded by me Stringer. Ayes,
members Smith, Bo&, Barter, McClellan, Stringer and Aouna. Noes,
none, Col, Gronssth not Voting, Motion carried,
Secretary Smith reviewed the petition of Irving Ctunmings for
reclassification from E-2 to R-2 of a portion of Tract 236, Thum
Lends, lying westerly of California Division of Highways freeway
right-of-way; also request of the Planning Commission upon its own
initiation for rezoning to R-2 of all property bounded by the free-
way, Santa Fe tracks, Tamarack and Magnolia Streets, not owned by
Irving C\lmmiwSe bbr. Stringer moved that a recommendation be made
to the City Council that the property known as the Irving Cummings
and also that included in the request initiated by the
Planning Commission described as all of Tract 231 of Thum Lands,
and all that portion of Tract 236, Thum Lands, lying westerly of
California State Highway XI-SD-ZB, also that portion of' Section 1,
T. 12 S., R 5 W., lying between Tract 231 and the presently zoned
E-2 area, and also the easterly 100 feet of the Santa Fe Railway
right-of-way adjoining, be reclassified from E-2 to R-2. Seconded
by Mr. Acuna. Ayes, members Gronseth, Bond, Barter, Stringer, Acuna
and who Noes, none, Mr. McClellan not voting.
Secretary Smith read the application of Irving Curmnings and
Eiuth S. Cummings, and Harry J. Stone am3 Margaret C. Stom, for re-
classification from E-2 to fz-1 of a portion of Tract 236, Thum Lands,
Map 1681. Inasmuch as this property will be included in a reclassi-
fication hearing set for October 9th, it was decided to request the
City Clerk to notify Mr. and Mrs. Cummiws and Mr. and Mrs. Stone
that the hearing on their property has been set for October 9th, at
7:OO p. me in the Oilers' IEoom.
I j Secretary Smith read the petition of W. J. Bomn for reclass-
ification from R-2 to C-1 of the south half of Block 7, Carlsbad
Townsite. Mr. Stringer moved that a hearing be set on this petition
on October 23rd, at 7:OO p. m., in the Oilers' Room. Seconded by
Col. Gronseth. All ayes, notion carried.
Mr. BdcClellan stated that the City Council requests that the
Planning Commission initiate an application for a special permit for
the use as City offices of the former Catholic Church building, on
the west side of Harding Street between Oak and Elm Avenues, in an
R-2 zone. Col. Gronseth moved that a hearing be set for October 9th,
at 7:OO p. m., in the Oilers' Room, to consider the granting of a
special permit for use as City offices of the former Catholic Church
Building. seconded by Mr. Barter. All ayes, mtion carried,
It was decided to hold a special meeting on September 30th at
6: 30 p. m., in the Oilers' Room.
Col. Gronseth recommended that the Zoning Committee should
get together with officials of the San Diego Gas & Electric Company
and Mr. Cannon before the next regular meting of the Planning "
Commission on October 9th, regarding zoning of unzoned property
owned by them, and it was decided to contact Mr. Sherwin and Mr.
Rlauber and try to arrange such a cohference.
There being no further business to come before the meeting, Mr. Stringer moved for adjournment, Mr. Acuna seconding. All ayes,
meeting adjourned.
