ILeeting called to order at 7:OO p. m. by Chairman Robert
Sutton. Present beside tbe Chairman were Col, I. 13. Gronseth,

Minutes of the meeting of December 8th were read and approved.
Secretary Smith reviewed the request ol" Senjamin F, and
Adeline 17. Taylor for vacation of a portion of the westerly 15 feet
of Ocean Street in Carlsbad, set for hearing at 7:OO p. m, this
date, Both applicants were present, and Mr, Taylor presented for
the Conmissionrs inspection his Policy of Title Insurance and nap
of the area surrounding his property. After hearing applicant's
statement in support of his petition and examining the mp and pol-
icy, Cole Gronseth moved tht tke Commission recommend to the City
Council 'chat a portion of the westerly 15 feet of Ocean Street ad-
joining the property of Benjamin F. and Adeline Id. Taylor be vacat-
ed, and that any future building be required to set back not less
thm 29 feet from the street, Mr. Taylor to pay the costs, to be
not less than the $10.00 fee charged for a variance, Seconded. by
Mr. Bond, All ayes, motion carried, (Time of hearing, 7:lO to

ments meeting.
Secretary Smith reviewed the applics.tion of Gallinger con-
struction Company for zone variance on 27 lots in Pal3 Vista Tract,
as follows: reduction of front yard setback from 20 feet to 10
feet on 8 lots, and reduction of rear yard setback from 25 feet to
15 feet on 19 lots as described in the hotice of Public Xearing,
There being no protests, Col. Smith moved that a recommendation of
approval be made to the City Council of the application of Gallinger
Construction Company, to permit variances as advertised; and. that a
fee of $lO,OO per lot be charged, for a total of ;k270,00, A11 ayes,

Secretary Smith reviewed the application of Ralph C. and
%sther Calkins for variance: in building site area from 12,000 sq,uare
feet to 9800 square feet for two separate dwellin@, and a variance
in rear yard setback from 25 feet to 20 feet, on property at the
southwest corner of Hapding & Grand, as described in the applica-
tion. There-being no protests, Col. Gronseth moved that the Plan-
ning Commission recopmnd to the City Council the approval of the
Calkins petition, Seconded by krnie stringer. All, ayes, motion
carried.
Secretary Smith reviewed the application of Floyd iili, Johnston,
3758 Adams Street, Carlsbad, for zone variance to permit a reduction
of south sid.e yard setback from 5 feet to 2$ feet on property de-
sc~ibed in the petition. After examination of the plot plan and
discussion as- to the unusual width of the single garage for the
erection of which this variance was requested, Col. Gronseth moved.

meeting on January 12, 1953, so that applicant can be contacted and
ask133 if he could not reduce th width’of his garage to require a

smaller variance, or none. Seconded by.hrnie StrinFer. Nr. String-
or auggested that the Comnission find out ownership of the adjoining
property and type and location of buildings, other members concurr-

ing. All ayes, motion carried.
Secretary Smith read a letter f’rom Ray N. and Lsthr Balsey to
the City Council, offerills to dedicate to the City a private road
from LGguna Drive through Suena Vista Gardens, vrhich letter bore the
signatures of nine other users of tke road. Col. Gronseth brought
up the point of whether the road meets construction standards, arAd
the question of drainage. Col. Smith suggested that this was a &
matter requiring the study and opinion of the Public works Director, ”
and should be deferred until Xr. bar%;er could be present. The poss-
ibility of the road becoming a thoroughfare through extension to the
east to Jefferson Street was also brought out and discussed. Col.
Gronseth moved that the matter be deferred to the next meeti,,ne; on
January 12, 1953, and that Mr. Halsey be asked to be present at that
time. seconded by Mr. stringer. All. ayes, motion carried.

Secretary Smith read tke application of bs. Tess Guidotti
of 2705 Madison Street, for variance in rear yard setback from 25
feet to 5 feet on property at that a ddress, described i:? the ap-
plication. Since the request was for more thm a 50% reduction and
could not legally be granted, blr. Stringer moved that the applica-
tion of IvIrs. Guidotti be referred to the Citv Council with the
recommendation that apy!licantrs money be refunded. Seconded by
Col. Smith. All ayes, motion carried.
Secretary Smith reviewed the notice of hearing on the question
of minimum floor area for dwellings, deferred from the last meeting.
Col, Gronseth reported thzt his committee had studied ordinances
from Pasadena, Berkeley, Burbank, Oceanside and San Diego, and that
none of these cities have a minimum floor area requirement except
Oceanside, which has a minimum of 750 square feet in an K-1 zone.
On the basis of its study, the committee recommenrted that no mini-
mum floor area requirement be made. The Commission discussed the
matter at great length, bringing out the darqers of ov8PCPOWdiRg in
insdequate living quarters with resultant health hazards which could
result if no minimum req uirement is established. Mention was made
of abuses already existing in certain sections of tb city, which
are serious enough to warrant investigation by both health and law
enforcement agencies. Col. Gronseth stated, however, that the State
Housing Act, by prescribing specific minimums for sleeping, living,
kitchen and bath rooms, repplated floor space for dwellings to not
less than 300 square feet. Chairman Sutton proposed that the Commis-
sion advise the City Council that the matter is not being forgotten
but is being studied in conjunction with a new zoning ordinance.
Secretary Smith reviewed the Wm. X. Dindinger request and read
a letter from Br?uce Smith, Cj.ty Attorney, to the Planning Commission,
concerning regulstions pertinent to building multiple dwellings on
an R-2 lot. The letter was discussed at length, especially the def-
initions of the words lot" and street" as used in connection with .-

zoning regulations. Col. Gronseth stated that he very definitely
felt that any private road on which &ellings abut should be of suf-
ficient width for two cars to pass, for purposes of fire Frotection, - 3-
etc., and that in his opinion this would require at least a 30
foot width. Col. Smith moved thz% the question of construction of
multiple units in an E-2 zone, where it is necessary to construct
a private road for access to such units as might be built in the
rear of a de:?iicated road., be deferred until January 12, 1953, at
which time the City Attorney should be requested to attend said
meeting, and tkat Xr. Dindinger be advised and invited to attend
the meeting. Seconded by liIr. acuna. All ages, motion carried.
There being no furtywr business to corn before the meeting,
Mr. Stringer moved for adjournment. Seconded by Xr. Bond. All
ayes, meeting adjourned.
