July 13, 1953
Meeting called to order by Acting Chgirman Bond, at 7:OO p. m,
Present besides the Chairman were Corn. Grmseth, Baumgartner, Helton,
Sutton, Stringer, Cockrill; Public Works Director Barter and Building
Inspector Ewald, City Attorney Smith,
The minutes of the meeting of June 22nd were read and approved,
Minutes Of the special meeting of July 6th were read and approved.
Secretary Stringer read Notice of Public Hearing on ths applica-
tion of the Carlsbad Union School District for special use permit to
allow ccmstmction of school buildings in an R-2 zone on property
dexcribed as a portion of Tract 231, Thum Lands, lying southerly of and
adjoining the present Jefferson School site. Thre were no oral or
written protests, Corn, Gronseth moved that the Planning Commission
recommend to the City Council that the special use permit requested by
the Carlsbad Union Schoo) District be granted for the construction of
school buildings on the property described in the application. Seconded
by Corn, Cockrill. All ayes, motion carried,
Secretary Stringer read Notice of Public Nearing on the proposed
zoning to M-l of a portion of Lot H, Rancho Agua hdionda, lying between
the Santa Fe Railroad right-of-way and California Freeway XI-SD-BB,
bounded on the north by the south 'bank of Agua Hedionda and on the south
by Cannon Road3 said proposed. rezoning being at the inftiation of the
Planning Commission, Reference was also made to letters sent to the
San Diego Gas lk Electric Company and to bfr. Wo D. Cannon through Archie Mr. Pahl, Jr,, as his agent, notifying them of the date and purpose of
the hearing. No oral or written protests were received. The advisabil-
ity of restricting the area to light industry only and prohibiting resi-
dential use was ccnsidered. Don Prest cited the example of Oceanside,
where practically all amas or iginaaly intended for light industrial de-
velopment have now been taken Over by homes. Gerry HcClellan, chairman
of a Chamber of Commerce colnndttee for light industrial development,
stated that the Committee feels that this particular district is the
highly desirable area for this purpose , Mr. Cannon was present and
stated tbt, while he had no particular objections to the H-1 zaning as - 1-
proposed, he felt it would be useless at this time as there is no
access to the property to permit development, However, he stated
that he would go along with the proposition if the access problem
could be worked out, and provision made for water,
Secretary Stringer read the instructions prepared by the City
Attorney as to.procedure in zoning unzoned land.
It was brought out in the discussion that the problem of at-
tracting light industry to Carlsbad presented SeVePal difficulties,
one of which was the lack of proper zoning, and it was felt that a
start should be made toward the elimination of the several obstacles
as soon as possible. Mayor h1cClellan stated that he felt that the
mere zoning of this area as an M-1 zone would be very helpful in
solidifying the feeling of the community on the question of obtain-
ing Colorado River water,
The suggestion was made that a committee be appointed to fur-
ther study this situation, contacting the owners s and making recom-
mendations after conducting t%eir study, Corn. Grmseth moved that
the proposal to zone to i'd-1 the area described in the advertisement
be tabled for two weeks, to July 27th. Seconded by Corn. Eelton.
All ayes, motion carried. Corn. SutCion was asked to telephone Mr.
Garber of the San Diego Gas ik Slectric Company and ask him to attend.
the Planning CormnEssion meeting on July 27th at ?:% p. m., or at a
later time except 8:OO p. m., if more convenient to him.
Secretary Stringer read Notice of Public Hearing on the appli-
cation of Earl V. Callender for variance to prmit reduction of
side yard setback from 15 feet to 7& feet (on a corner lot) to allow
construction of a patio wall on property located at 2869 Elmood
Avenue, There were no oral or written protests, CQA~. Stringer moved
that the Plannilys Commission recormend to the City Council that the
request of Earl Vw,Cal.lender for variance be granted. Secunded by
Corn. Cockrill, Five ayes , one nay, Corn. Grdlseth not voting.

Secretary Stringer read a memomndum from the City Council
advising that the sum of $300.00 would be allocated to the/study proposed
to be made by Geography students of Brofessor James Taylor of Sari

Diego State College, of land uses and planning, etc,, of the City of'
Carlsbad, said $300.00 being the estimate transportation cost of students
participating in the study. Tk+, memorandum also authorized the Planning
Commission to work with Dr. Wilcox or Professor Taylor in setting up a
plan for the study. Corn. Helton moved that a letter be addressed to
Dr. Wilcox, with a carbon copy to Professor Taylor, accepting their of"
fer, Seconded by Corn, Stringer, All ayes , motion carried.
Secretary Stringer read a memorandum from the City Council referring
back the tentative map of Carlsbad Highlands #3, submitted by Donald
Briggs, for further study by the Planning Commission of the offer by Mr.
Briggs to substitute the granting of a 60-foot easamenthlong the southerly
boundary of the subdivision for the construction of a street by January 1,
1956, COMeCting the dead-end streets, as required in the recomPasndation
of approval by tb Planning Co~nmls~ion. The map was re-examined an3 the
easement proposition fully discussed, Corn, Sutton stated he did not
feel that an easement should be accepted unless it is going to be kept
graded and open. After discussion, Com. Suttm mooed that the Planning
Commission recommend to the City Council the approval of tentative map
of Carlsbad Highlands #3, subject to the three conditions outlined pre-
viously concerninp; width of the roadway, numberin8 of lots and the block
length; and also subject to the granting of a sixty-foot easement frm
the east boundary of Skyline Drive to the west boundary of Sunnyslope
Drive and sixty feet south of the map boundary of Carlsbad Highlands #3,
which shall be kept open for reasonable traffic at all times. Seconded.
by Corn. Cockrill. Six ayes, Corn, Gronseth voting nay, motion carried.
Secretary Stringer read e letter from Freeland, Peterson & Evenscm
submitting tentative map of Terramar Shopping Center, covering a portion
of Lot H, Rancho Agua Hedionda, Map 823, located adjacent to and im-
med.iately east of Terramar Unit NO. 3, There was some discussion on
the point that Blocks 1 and 4 do not have alleys at the reay. Com. Gron-
seth moved that approval of the tentative map on Terramar Shopping Center
be recommended to the City Council, Seconded by Corn. ISelton. All tyges,
motion carried.
Tentative map of Terramar Unit #4, located immediately south of

Terramar Units 1, 2 and 3, submitted: by Harry Andrews of Freeland, Pet-
ersm and. Evenson on behalf of W. D, Cannon, the subdivider, was examined.
Discussion centered particularly on the length of the blocks, on which
an exception to the Ordinance was req,uested on the gruund that topography
of the tract made the construction of a cross street impractical, Sus-
pension was also requested of Paragraph '7, Part G, Section 111 of Ordin-
ance 9025 to permit continuation of lot mrnbering from Terramar #@, Corn,
Gronseth moved that approval of the tentative map of Terramar #4, with the
exceptions requested, be recommended to the City Council, Seconded by
Corn. Helton, All ayes, motion carried.
After a lO-mimte recess, Acting Chairman Bond reconvened the Com-
the street as a private thoroughfare rather than dedicating it to the City,
so that a gate cmnld be installed at the entrance to the tract. Mr. Cannon
stated. that it was his plan to make this a very exclusive district, with
the lots to be leased for 99 years to carefully chosen individuals, $ith
the idea that the land wmld revert to the City at some future time. The
question of right of entry for installation of public services was dis-
cussed, and City Attorney Smith advised that this would be covered in a
separate document . Com. Gronseth moved that approval of the Record of
Survey submitted by LW. Cannon be recommended to the City Council, and be

Letter from the San Diego County Planning Congress, addressed to
Corn. Sutton, was read, requesting that they be informed of the names of
Carlsbad members appointed to the three committees named in the letter,
Nominations were opened for Chairman of the Planning Commission.
Acting Chairman Bond was nominated by Com. Gymseth, nomination seconded
by Com. Cockrill, Corn, Suttm moved tb.at the nominations be closed,
seconded by Corn. Stringer. Six area, Corn. B%d voting j_ nay, motion
carried, Mr. Bond declared elected Chairman.
There being no further business to come before the Conanission,
the meeting was declared adjourned at 1O:OO p. m.
