Present besides tb Chalrntan were Corns, Gronseth, Helton, Cockrill, BauWart- ner, Stringer, Public Works Direotor Barter, and Building lhspector Ewald. Corn. Gronseth moved, seconded by Corn, Helton, that readlqg of the mi3iutes of the meet- of July 27th be waived, All ayes, motion oarried. Letter from the secretary to the San Diego County Planning Congress, advising of appointments to standlng oommittees, was read. Since no appointment had been made to the Sewerage Committee, Chairman Bond appointed Mr. Barter to that oommittee, and the secretary was re- quested to so advise Dr. Biller, Secretam-Treasurer of the Plannixg Congress. The Seclretary read the applicatlon'of John A. Hier for molsss- ifioation from E-2 to B-1 on property looated north of Forest Avenue in Cedar Hills Addition, but it was decided to defer acstion untll later in the meeting. The searetary was asked to request of Dr. Miller 10 copies of the booklet - "Population of San Diego County - Reprint of Chapter 8, Sewage Survey Report", for use of Planning Coaalssion meabers. The application of Jeannette Lull 'for rezoning from E-2 to R=1 of property located at the comer of Valley & Magnolia, was mad. It was the feel- of the Commission that this was definitely spot-zoning, whlch is against the general policy, and should be deferred for further study to asceptaln whether it would be praotical to include a larger are@ in the reclassification. Strlrlger. All ayes, motion oarried. Motice of Public Hearing, set for 7t30 p. m,, on the applia- tlon of George and Adallne Prudhomme, et al, for reolsssificatlon froa B-1 to B-2 of property at 1165 and 1166 Elm Avenue, was read. Seoonded by Corn, Cockrill, All ayes, motion carried. Mrs. Prud- home was present and stated that the delay would create no hardship-. Elwood Trask were present as affected property owners, William Baldwin also appearing for the Kuszinskis and Mr. Dorman of San Dlego as attorney for Mrs. Lewis. All protested the location of the cross street (approxi- mately 450 feet south of Chlnqtaapin Avenue) on the basis that Its future projection would Jeopardize the value of their paropertg. Many different ideas were prOpO8ed as to the location of the &treet, but It was decided that a field trip should be made by members of the Commission, Mr. Thacher, and all interested parties, to determine whether a practiaal solution could be found. After cmsiderable discussion, Corn. Gronseth moved that the Thaoher etkr be tabled for two weeks, until August 24th, and that a field trip be made over the property in the meantime to see what oan be worked out. Seconded by Corn. Helton, All ayes, motion carried. It -8 deoided to meet at the Zlhacher property at 2:3O p. m. on Saturday, Aug- ust lSth, and the secretary was asked to notify Mr. Thacher by special delivery letter'. Gerald HIcClellan suggested that it would be in tbe public interest to publish dates on which tentative subdivision maps would be considered by the Planning Commission, A letter was read fpom the Gallinger Construction Company -2 " - I requesting side variances on 34 lots In Carlsbad Estates, in order to provide double garage8 instead of siPlgle garages on the property, After discussion, it was agreed that proper planning would have provided the presoribed setbacks according to Ordimoe 9005, and that variances as requested could not properl;y be granted, Corn, Gronseth moved that the application of Gallinger Construction Company for variances on 34 lots in Carlsbad Estates eubdivlsion be denied, because of the fact that the lot sizes were of knowledge to the Gallinger Construction Com- pany and proper planning would have provided side yard setbaas as re- quired by the zopslng ordiaanoe, Seconded by Corn, Cockrill, AI.1 ayes, motion carried, Comm, Baumgartner moved that consideration of the zoning to H-1 of the area lying between the Atchison, Topeka & Santa Fe Rail- road right-of-way aad California Freeway XI-SD-2B, bounded on the north by the south bank of Agua Hedionda and on the south by Cannon Road, be tabled until September 14th. Seconded by Corn. Cockrlll, All ayes, motion oarried.
