I%eting called to order at 7:OO P. PI. by Chairman Bond. Present be-
sides the chairman were Comms, Stringer, Gronseth, Baumgartner, Helton,
Sutton, Cockrill, Public Works Director Barter, and Building Inspector
Ewald .
Comm. Gronseth moved that reading of the minutes of the meeting of
November 9th be waived. Seconded by Comm. Helton. All ayes, motion car-
ried.
Secretary Stringer read a. memorandum from the City Council, referring
back to the Commission for further study the application of Thomas Lo Crom
et a1 for rezoning from R-2 to 2-3 of the northeasterly 88 feet of Tracts
201 and 202, Thum lands; and also a letter of protest against any rezoning
of Garfield Street between Sycamore Plece and Pine Avenue, signed by Harrie
J
12. c7nd Hattie E. Gibson, Margaret M, Bolles, Lucille and John Snyder,
Ralph D, and Alice M. Ebright, Earry and Winnie Patrick, Villa Willard,
and Flora Kays Hanson, all residents of the 3300 block on Garfield Street.
Mr. Crom was present and stated that conversation with Mr. Ebright and Mr.
Patrick had canvinced him that sig-ners of the letter were under the mis-
taken impression that the proposed reclassification involved property on
the east side of Garfield, and. that Plr, Patrick had stated he was willing
to withdraw his name from the letter. IVk, Crom stated he had not had an
opportmity to contact other signers, After discussion, Comm, Sutton
moved thEt in view of the circumstmces, the application be re-advertised
ad a hearing set at 7:30 P. PI. on December 14th. Seconded by Comm.
Baumgartner. All ayes, motion carried.
I’lr. Ewald submitted a draft of the proposed instruction sheet to ac-
ccmpany variance and reclassification application blanks, which was ex-
amined and approved.
Secretz-ry Stringer rend a memorandum from the City Council referring
to the Plaming Commission the application of Boy D. and Gertrude I;, Whit-
more, 2357 Jefferson Street, ovmers, and Twin Inns, Inc., lessee, for
reclassification from Zone E-2 to Zone C-1 of the Northwesterly 30 feet
of the Northeasterly 75 feet of that portion of Tract 1 of Laguna Iliesa
Tracts, located on Jefferson Street at the Freeway, known as the Roy Do
Whitmore property. Nr. Kentner of the Twin Inns was present and brought
in a simil-ar application for rezoning from E-2 to C-1 of a portion of Tract
238, Thum Laads, signed by Katherine Capper, owner, and Twin Inns, he.,
lessee, both requests being for the purpose of erecting advertising si,gns.
Comm. Stringer moved that a hearing be set at 8:OO P. K. on December lrlth,
OH both the lihitnore and the Cappel applications. Seconded by Comm. Sutton.
Seconded by Comm. Sutton. All. ayes, motion carried.
Secretary Stringer reviewed Notice of Public Hearing on the applica-
tion of Robert W. and hiae S. Heatherington mi: the Planning Commission, for
rezoning from K-1 to. K-2 of the area bounded on the north by Gmnd Avenue,
on the south by Chestnut, on the west by HarCiing Street, and on the east
by the Freeway. There were no protests, oral or written, ,and there were
no anpearances in support of the petition. After discussion, during which
the Comission expressed disappointment at the apparent lack of interest
shown in the proposed reclassification, despite very adequate publicity by
the local newspapers, Cornm. Gronseth moved. thet a rscomnendation be made
to the City Council that reclassification of the area described in the ad-
vertisement, requested by Robert W. and Hae s. Heatherington and the
Carlsbad Planniu?s Cornmission, be granted. Seconded by Cornm. Stringer.
Six ayes, one nay (Sutton), motLon carried. Comm. Sutton dissented for
the reason that applicmts did not appear in support of their petition.
Secret:?.rg Stringer read a memorandum from the City Council referring
back to the Planning Commission for further study the application of IYZelvin
and Jeannette Lull and. the Planning Commission for reclassification from
3-2 to R-1, the area described as all of Tract ,245 except the westerly
1.50 feet, ,and all of Tract 250, Thum Lands, located between a line 150
feet east of the east line of Highland Drive on the west, Pionroe Street
OB the east, Chestnut Avenue on the north, and Ma@olia Avenue on the south,
Comm. Helton, who had represented the Planning Commission at the City
Gouncil meeting, stated that Wr. Lull had b3en present before the Council
and had convinced that bo3-y th.qt, given a little more time, he could ral-
ly additional support for his application. There were no appearances,
either in support of or against said ap-vlication, and no information other
than that a1reaci.y considered by the Commis;;ion was presented. Comm.
Cockrill moved that in view of the lac!.; of any new substantiating evidence
to be considered, the Cormission stand on the recommendF.tion of denial
already made to the City CowlciL. Seconded by Conm. Qronseth. Six ayes,

Corn. Sutton renorted on the Planning Congress' annual meeting held.
on the 19th of November at San Diego, at which Joe Padgett was elected
President and Thelma Iiollin@worth Vice President. 'rIe stated.. that Captain
Carl N. 2orter hait spoken to the group, giving some very interesting
figures indicating thrt the present Navy payroll in S. D. is 4156,000,000
per year; that there are approximately 3200 officers and 38,000 enlisted
men now stationed at Sm Diego and. t127.t 18,000 civilian workers are em-
ployed.. He stated. that the Navy has attenFted to work in much the same way
as civilian planning commissions do.
The subdivision map of SHAI\TGEIM TUCY, submitted by Mr. E. C. Your-
ell, was brought ug for consideration. Secretary Stringer read the recorn-
mendation of the Director of Public Works that the tentative map be ap-
proved. After discussion and examination of the map, Comm. Gronseth
moved that a recommendxtion of approval of the tentative map of SHANGRILA
TRACT be made to the City Council, with proper signatures affixed.
Seconded by Comm. Sutton. All ayes, motion carried.
Secretary Strinser read notes taken at tk special meeting held on
November 3Otl2, regarding (1) the extension of Elm Avenue to Highland. Drive,
and later to Valley, and (2) the extension of Tamarack Street from Highland
to Valley, and of Valley from its southern end to Park Drive . The proposed
st3z:iions were fully discussed and outlined on the map. Comm. Sutton
moved that a reconmendation be m.de to the CLty Council that it consider
the immediate extension of Elm Avenue to Highlend Drive, and that due con-
sideration be given to the extension of Elm Avenue from Highland Drive to
Valley Street in tk near future. Seconded by Cornm. Cockrill. A11 ayes,
motion carried.
Corn. Sutton moved tbt a. recommendation be made to the City Council
that it consider- the extension of Tamarack Street to Valley, and the ex-
tension of Valley from its southern end to Park Drive, as e, part of the
major street plan. Seconded by Comm. Stringer. All. ages, motion carried.
Secretary Strlnger read a memomndum from the Director of Public Works
recommending approval of the tentative map of TIEKRA DEL OBO. lslr. Harry
Andrews m,s present and. reviewed the entire matter from the filing of the
Record of Survey covering the major portion of the area, which was accept-
ed by the City, to the substitution of the present tentative plan which
c
was necessitated by the acquisition by Kr. Cannon of the Jacobson land
lying south of the former bound-ary of Tierra Del Gro as delineated on the
rlecorii of Survey. After exa,minp"tion of the map axd considerable discus-
sion, during which dissatisfaction was excressed with the manner in which
this matter was handled, (i. e., extension of the private road approximate-
ly 100 feet from the original terminus as delineated on th2 Record of Sur-
vey, without notice or permission) Comm. Gronseth moved that a recommenda-
tion be made to the City Council that tne tentative map of TIEWi DEL OB0
be accepted. Seconded by Comm. Cockrill. Five ayes, two nays (Stringer
and Sutton), motion carried.
Secretzry Stringer read Notice of Public Hearing on the applicztion
of A. '2. lilorrill, 2923 Elmwood, for variance to allow reduction in side
yard setback from 10 feet to 5 feet at that address. There were no oral
or written protests, slncl lVk. Plorrill was present in support of his request.
After discussion, Comm. Stringer rnoved that a recommendation be made to
the City Council that b, PIorrill's request for variance be grpated, due
to the fact that it will not work a ha.rdshi9 on any adjoining property
ovmer, and. that Plr. Morrill has contacted his neighbors md ascertained
that they have no objections. Seconded by Conm. Gronseth. AIL ayes,mo-
areas was discussed, and recent letters from Dr. Miller enclosing state-
ments presented to the Board of Supervisors and plan&nd requirements for
an adequate zonixg program were summarized. The proposed enlargement of
the ?resent county staff from 12 members to 24 members was discussed, but
members felt that this would be a,n unjustified expense and should not be
encouraged or supported. It was agreed that a memormdum should be sent
to the City Council that the Planning Commission wishes to go on record
as favoring assisting the County Planning Commission in zoning "fringe
areas" adjacent to Carlsbad, rather than supporting the Flan of enlarging
the County sta.ff at great additional expense to accomplish this purpose.
As an example of the need for fringe area planning, the violation of E-2
zoning at the east City limits (trailer court) was cited.
There being no further business to come before the Commission, the
meeting was declared adjourned at 9230 P. M.
