IvIeeting called to order at 7:O5 P. M. by Cheirman Bond. Present
besides the Chairman were Comms. Sockrill, Gronseth,.Baungartner, Helton,
Sutton. Absent, Public Works Director Anthony.
Comm. Gronseth moved that readins of the minutes of January 25th
be waived. Seconded by Comm. Baumgartner. Four ayes, one nag (Helton) ,
notion carried.
A letter written by Mr. Anthony to the Commandant of USPIC Air
Base at El Toro inquiring whether they could furnish the City of Carlsbad
with aerial maps of this area, was read; also Col. Carleson's reply and
Pir. Anthony's letter thanking him for his promptness in sending the photo-
graghs. The maps were examined and satisfaction expressed, but it was
decided to try to get additional prints for a mosaic nap of the entire
area. Comm. Gronseth stated that he possibly could get to El Toro in the
near future amd talk with Col. Carleson personally for this ~urpose.
The application of George A. and Ikry Ella Johnston for special
use permit to allow construction of a building to be used as a California
Highway Patrol sub-station, on a portion of Tract 7, Laguna Kesa Tracts,
loca-ted on Las Flores Drive west of Olive Drive. Comm. Gronseth moved
that a hearing be set on the application of George A. Johnston for a
special use permit for the erection of a California Highway Patrol sub-
station on property described as a portion of Tract 7, LQpa Kesa Tracts,
located on Las Flores Drive west of Glive Drive. Seconded by Comm. Baum-
gartner. All ayes, motion carried.
Comm. Gronseth moved that the Pilaming Commission recommend to
the City Council the acquisition of the property at Elm Avenue and Pi0
2ico for the use of a civic center; that in the opinion of the Planning
Commission it is a desirable location; that it is the most desirable lo-
cation in their opinion, and will serve to enhance the desirability of
Carlsbad as a place to locate; and that there is sufficient property for
future expansion. Seconded by Conm. Sutton. All ayes, motion carried.
Cornm. Stringer reported on the committee meeting of last Monday
evening (February 1st) stating that there was considerable discussion on
the subject of subdivision naps, Becords of Survey, etc., and agreed to

recommend to the City Council th7.t Ordinance 9025 be amended t0 require
zoning of final subdivision maps or Records of Survey before final ap-
proval. Coma. Sutton suggested it might be well to require that any zone
change would have to be accomplished simultaneously with the approval of
the final map.
Comm. Gronseth suggested that before the Board submits its aFproval
of a final map to the City Council, a hearing for rezoning sbould be held.
Corn. Stringer expressed the opinion that the subdivider should be advised
that at least thirty days before he plans to submit a final map , zoning
proceedings be started. After discussion, Comm. Sutton moved that my
tentative map for either subdivision or aecord of Survey which is not zoned at
the time the tentative map is submitted to the Planning Commission, or upon
which a zone change will be necessary, be accompanied by an application
by the subdivider for reclassification, and that the final map shall not
be approved until the zoning is accomplished, but that reclassification
shall not become effective until the final map is approved; and that a copy
of this Troposed ordinance be submitted to the Planning Commission for
study before Council action. Seconded by Cow. Helton, All ayes, motion
carried.
Chairman Bond read a letter from the California Koadside Council
enclosing material on the problem of beautification of freeway and City
approaches, addressed to.Comm. Helton. Referred back to Comm. Helton.
Comm. Sutton moved that the Commission request of the iJity Council
an opportunity to study proposed Ordinance 9031 before its final approval,
but the motion was withdrawn.
It was decided to hold an adjourned meeting next Monday evening,
February 15th, at 7rOO P. Pi,, Chairman Bond agreeing to contact the City
Attorney, requesting a copy of proposed Ordinance #9031 as it now stcmds,
and his presence at the adjourned meeting next Monday evening.
Comm. Gronseth moved for adjournment to 7:OO P. PI., February 1!jth,
seconded by Comm. Suttm. All ayes, meeting adjourned at 8:.00 P, M.
